HomeMy WebLinkAboutResolution No. 2026-023R GLE d RESO CITY OF CLERMONT LUTION NO_2026-0231;t A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA CREATING A SPECIAL ADVISORY COMMITTEE FOR PARKS AND RECREATION, PROVIDING FOR THE MEMBERSHIP OF THE COMMITTEE, APPOINTMENT BY THE CITY COUNCIL AND DITTIES; PROVIDING FOR CONFLICT, SEVERABILITY,ADMINISTRATIVE COT'ZRF'CTION OF SCRIVENER'S ERRORS, PUBLICATION AND EFFECTIVE DATE_ WI3EREAS,pursuant to Section 2-52 of the City Code,the City Council has the authority to create special committees ns the Council deems in the best interest of the City of Clern t; and WHEREAS,it has been determined by the City Council that the creation of a special committee to be known as the Bishop Field Special Technical Advisory Committee is in the best interest of the citizens of the City of Clermont_ NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Clermont,that: ST-CTION 1_ The City Council of the City of Clermont does herby create n committee to be known and designated as the Bishop Field Special Technical Advisory Committee subject to the following: 1_ Membershiv_There shall be seven4(7)members ofthe Bishop Field Special Tecla�ical Advisory CorruniUee and shall be appointed by the Council comprised of at least seven individuals with backgrounds in professional baseball, South Lake Little League baseball, business owner from Clermont, local residents within 500 R_ 2_ OualiFcations_ To qualify as a member,the individuals must be a resident of Lake County, have an extensive knowledge in baseball, softball, ballfield/stadium design and/or construction,or be an immediately affected resident in the direct vicinity o£Bishop Field_ 3_ Staff - i m n /Re non ibilities_ a) The City's Parks and Recreation Director, or his designee, shall be the lead staff for the Committee and shall guide the Committee as to the dirt uvi s provided by�il_ The City Manager shall designate necessary staff to provide administrative support to the Committee_ b) The Committee shall meet as often as necessary and focus on bringing forward direction and recommendations to City Council regarding Major League Baseball grant opportunities,with a design standard that preserves the historic value of Clermont, supports a CITY OF CLERMONT CLE RESOLUTION NO. 2026-023R use focused on Clermont residents, considers the infrastructure needs associated with the site's gateway location on East Avenue, and maintains the use of the field as a baseball field without adding extensive parking or other uses to the site. 4. Conduct of meetings.The Bishop Field Special Technical Advisory Committee shall operate in accordance with applicable law. At its first meeting, the committee shall appoint a chairperson,who shall conduct the meetings and a vice chairperson who shall conduct the meetings in the absence of the chairperson. A quorum of four (4) shall be required to conduct official business of the committee. SECTION 2: CONFLICT All resolutions or parts of resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION 3: SEVERABILITY If any portion of this Resolution is declared invalid, the invalidated portion shall be severed from the remainder of the Resolution, and the remainder of the Resolution shall continue in full force and effect as if enacted without the invalidated portion, except in cases where such continued validity of the remainder would clearly and without doubt contradict or frustrate the intent of the Resolution as a whole. SECTION 4: ADMINISTRATIVE CORRECTION This Resolution may be re-numbered or re-lettered, and/or corrected for typographical and/or scrivener's errors which do not affect the intent of said resolution, as authorized by the City Manager or designee, without need of public hearing, by filing a corrected copy of same with the City Clerk.
