07-12-1966 Regular Meeting . . MINUTES N~ 382 REGULAR MEETING A regular meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, July 12, 1966. The meeting was called to order at 7:40 P. M. by Mayor BonJorn with all Council members present. Other City officials present were Clerk Manager Johnson, Deputy Clerk Carroll, Building Inspector Snyder, Police Chief Tyndal and City Attorney Richard Langley. The invocation was given by Mr. Taber. The minutes of the regular meeting held on June 28, 1966 were amended as follows: Where City Attorney Langley ruled that the City Council could not sell, lease, rent or othenvise dispose of City parks, playgrounds, lake shores and etc. without a referendum of the people, the minutes should state,' that such referendum be held wi thin 12 months of such sale or .....',. lease and not 12 months prior as stated in the minutes. There was considerable discussion regards to the minutes of the special meeting held on July 5, 1966. Councilmen Hoskinson and Beals were of the opinion that the sum of $3100 was not included in the motion made by Mr. Cochran. that the firm of Adley and Associates be employed to make a survey of the downtown business area. It was their contention that the motion stated that the amount should be approximately $3,000. Motion was made by Mr. Beals that the minutes be amended whereby they would read approximately $3,000 rather than the $3,100 as stated in the minutes. The motion was seconded by Mr. Hoskinson but when a roll call vote was taken, failed to carry. Motion was made by Mr. VanderMeer, seconded by Mr. Turvi11e that the minutes be approved as written. On rol1~ca11 vote the motion carried with Councilmen Hoskinson and Beals voting nay. Clerk Manager Johnson gave a brief report on the progress of various projects underway. Clerk Johnson advised the Council that he would like to be relieved of the responsibility of making arrangements for the dedication of the Jenkins building. Mr. Johnson suggested that one of the Council members assume this responsibility. Mr. Cochran recommended and suggested that Mr. Hoskinson be Chairman of such a committee. All Councilmen were in agreement and Mr. Johnson advised Mr. Hoskinson that he would turn such information that he had concerning the matter over to him. It was also decided that Mr. Hoskinson should make arrangements to hold "Open House" at the Jenkins Auditorium shortly after its opening to the general public. Mr. Cochran reported that he had met with the Chamber of Commerce at their last meeting and had discussed plans for a new movie of Clermont. Mr. VanderMeer reported that the area around West Bathing Beach was being improved and parking facilities provided. Mr. VanderMeer further reported that the beach was being used very extensively. Mr. VanderMeer suggested that the citv Manager establish rates for the use of the Highlander Hut in such instances ~be~eit would be necessary to use it by adult groups due to prior booking of the Jenkins building. Councilmen Beals, Hoskinson and Turvi11e stated that they did not have a report. Clerk Johnson read a letter from Mr. George Hovis' representing Carroll Fruit Company, Inc. wherein Mr. Hovis requested permission to extend a fence across the alley in Block 112 Sunset Park. Mr. Hovis stated that it was thoroughly understood that such permission would be on a temporary basis and that the fence would be subject to removal upon notice by the City Council. Motion was made by Mr. Hoskinson, seconded by Mr. Beals . . , q MINUTES N~ 383 and unanimously carried that the request made by Mr. Hovis on behalf of Carroll Fruit Company be granted and that they be permitted to extend a fence across the alley between the S half of Blocks 112 and 123 Sunset Park. Motion was made by Mr. Beals, seconded by Mr. Turvi11e and carried that the bills be paid. Mr. VanderMeer suggested that a parking area be prov1ded for the Highlander Hut as soon as possible and 'stated that he hoped that the county would help the city in this venture. Mayor BonJorn advised that our Commissioner, Mr. Herman Dykes, had agreed that the county crews would participate in the work. Motion was made by Mr. Hoskinson, seconded by Mr. Beals and carried that the City Manager contact the County Tax Assessor ~nd determine the feasibility of the City of Clermont and Lake County using the same tax assessment rolls as well as the possibility of the Tax Assessor's office doing certain tax work for the City of Clermont. The City Manager should report back to the Council recommendations following this investigation. Mr. Cochran extended all Councilmen present, as well-as the other City officials, an invitation to attend the Tenth Anniversary celebration at the Citrus Tower next Thursday. Motion was made by Mr. Hoskinson, seconded by Mr. T~rvi11e and carried that the City Attorney prepare a resolution wherein the use of alcoholic beverages would be prohibited in all municipally owned buildings and parks. City Manager Johnson recommended that the City enter into an agreement with Mr. Welborn Daniel whereby they would be permitted to use certain properties owned by him for a parking area. It was his further suggestion that the city pay Mr. Daniel $25.00 annually for the use of this property ,with the understanding that shou~d Mr. Daniel terminate the lease within five years that :he refund the city the approximate amount of $250 which they had expendea for paving. Motion was made by Mr. Beals, seconded by Mr. VanderMeer and carried that the City Manager be authorized to enter into an agreement with Mr. Daniel as per his suggestion.
