09-27-1966 Adjourned Meeting . . MINUTES ADJOURNED MEETING N~ 393 An adjourned meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, September 27, 1966. The meeting was called to order at 7:30 P. M. by Mayor BonJorn with the following members present: Messrs.Beals, Cochran and Turville. Other officials present were: Manager Johnson, Deputy Clerk Carroll, City Attorney Langley, Superintendent Sheldon, Inspector Snyder and Chief of Poli~ Tyn9a1;,Others* R. B. Williams, Mack Henry Williams, Henry Logan, John J. Brown, Jacob Odom, David Wright, James Johnson, Griffin Keys, Louis Hose, Sed Adam~, fsaac McCall, Jr., Elmer Watson and John R. Jones. Also the Misses Charlene Bridges, Lois Henry, Susan Harb and Rose McCall. Representatives of the Orlando Sentinel and of the local Press were also present. The invocation was given by Mr. Taber. The minutes of the meeting held on Tuesday, September 13, 1966 were approved as written. Mr. R. B. Williams, representing residents of the Lincoln Park area, appeared before the Council and protested that the fee of $3.00 for resuming water service after an account has been discontinued for non- payment is excessive. City Manager Johnson advised that this fee was established by Ordinance and any reduction in same would have to be by Council action to amend the Ordinance. The matter was referred to the Public Works Committee for study and recommendation. Councilman Hoskinson arrived at this time. City Manager Johnson opened bids on a small tractor and brush hog mower, and, a large tractor. The bids were as follows: Harb Tractor Company - $3562.86 for tractor $ 470.00 for mower Prescott Tractor Company - $3950.00 for tractor $ 485.00 for mower Motion was made by Councilman Beals, seconded by Councilman Cochran and carried, that the low bid of Harb Tractor Company be accepted. There was only a single bid for the large tractor, which was as follows: Prescott Tractor Company: $5700.00 net difference with trade-in. Motion was made by Councilman Beals, seconded by Councilman Cochran, and carried, that this bid be accepted. Jacob Odom, spokesman for a :representative group of City employees, appeared before the Council and requested a raise in salary for city employees basing his request on the rising costs of living. Motion was made by Councilman Beals, seconded by Councilman Cochran, and carried, that the matter of a pay raise for City of Clermont Public Works Department employees be referred to the City Manager for his recommendation. Mayor BonJorn reported that he had attended a Drivers Improvement Course at Lake Sumter Jr. College recently and had found same to be beneficial and advised that such a course would be available to the general public on the 1st 3 Thursdays of each month at the Lake Sumter Jr.College. City Manager Johnson submitted his report both orally and written, a copy of which is attached hereto. Councilman Cochran reported that he had received a request for additional lighting at the intersection of 10th and DeSoto Streets, and, between 10th and 12th Streets on DeSoto near the American Legion Building. Councilman Cochran further reported that he had investigated the lighting at these sites and thereby recommended that additional:: lighting be installed. *present were: Messrs. Paul Taber, ~C~~A.Mangold . . MINUTES N~ 394 City Manager Johnson advised that he would have the matter taken care of. City Attorney Langley inquired of the City Manager of any action that had been received on the demand assessment notices sent out. The Manager reported that none had been received. Motion was made by Councilman Hoskinson, seconded by Councilman Cochran and carried, that the City Attorney be authorized to extend an additional 60 day waiting period before filing the necessary liens against the properties. Richard H. Langley inquired of the Council if it would be possible to place a bench on the sidewalk adjacent to Montrose Street in the downtown area, preferably in the 8th andMMontrose Streets intersection area. Motion by Councilman Turville, seconded by Councilman Hoskinson and carried that this matter be referred to the City Manager; City Attorney Langley reported to the Council that all abutting property owners of Chestnut Street between 11th and West Avenue had been contacted and had agreed to the paving of same. Motion was made by Councilman Turville, seconded by Councilman Cochran and carried, that City Attorney Langley be authorized to proceed with the obtaining of the necessary street right-of~ways to extend Chestnut Street from 11th Street to West Avenue. Councilman Hoskinson voted Naye on this motion. Councilman Hoskinson reported that a tentative date in November had been set for the dedication of the Jenkins Auditorium and that Mr. Leroy Collins would be the guest speaker for the dedication ceremony. Councilman Hoskinson further moved that this season be delcared Clermont's 50th Anniversary Celebration Season and that Councilman Cochran be appointed Chairman. The motion was seconded by Councilman Turville~,arld carried, with Councilman Cochran voting Naye. Councilman Hoskinson further reported that the Jenkins Auditorium was now open, was in use, and that the City encourages all interested parties to visit the building and that they were open for suggestions pertaining to its improvement. City Manager Johnson requested a meeting of the Council for next Tuesday night, October 4, 1966 at 7:30 P. M. for the purpose of considering contract with Michaels Engineers and to discuss matters pertaining to the water system. City Manager Johnson submitted an oral and written report on New Business. See copy. Motion was made by Councilman Turvi11e, seconded by Councilman Cochran and carried, for the City Manager to contact Mr. D. M. Watson regarding obtaining land for parking purposes adjacent to West Beach, and submit a proposal for same at the next Council meeting. Motion was made by Councilman Turvi11e, seconded by Councilman Cochran and carried, that the City Manager purchase dishes and silverware for use at the Jenkins Auditorium, as he had recommended. Motion by Councilman Cochran, seconded by Councilman Turvi11e and carried, that the City Manager be authorized to have the old warehouse building belonging to the City of Clermont and located on West Avenue at the RR tracks, removed. Mr~~.JQhn R. Jones inquired of the Council if the proposed extension of Chestnut Street between 11th Street and West Avenue would be extended from the present end of the paving in a straight line to West Avnue, and he was assured that it would be.
