ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont was
held in the Council Chambers on Tuesday, December 27, 1966.
The meeting was called to order at 7:30 P. M. by Council Chairman
Hoskinson, ,in the absence of Mayor BonJorn, with the following members
present: Councilmen Beals, Cochran and VanderMeer. Other officials present
were: City of Police Tyndal and Building Inspector Snyder. Others present
were Messrs. J. W. Prior, Oscar Wooten, Hepry Darity and Jack C. Taylor.
A representative of the local Press was also present.
The invocation was given by Councilman VanderMeer.
The minutes of the meeting held on December 13, 1966 were corrected
as follows: (Paragraph nlne of page 1) Councilman VanderMeer rather than
Councilman Beals moved that the City Manager be authorized to make applica-
tion for a Federal grant under the "Open Space" program for approximately
$31,000.00 for the purchase of land for park and playground use and that
he be further authorized to use up to $600.00 for options of not less than
90 days on the land needed.
(Paragraphs 2, 3 and 4 of page 4) That the two year terms of office
of the newly elected councilmen begin on the second Tuesday of January
in 1967 rather than on the first Tuesday.
The minutes were approved as corrected.
Mr. Oscar Wooten representative of the Clermont Band Boosters Club,
appeared before the Council and requested permission for the following:
That the Band Boosters Club be allowed to use the municipal ball park for
a circus to be sponsored by them on February 10, 1967; that 500 gallons
of water be made available and the necessary Occupational License fee for
a circus be waived. Motion was made by Councilman VanderMeer that this
request be granted. The motion was seconded by Councilman Beals. Council-
man Beals thereupon moved that the motion be amended to read that the
Clermont Band Boosters Club be held responsible for any damage incurred
to the park by the circus and/or their equipment. The amendment was seconded
by Councilman Cochran and amendment and motion carried unanimously.
Chairman Hoskinson declared that the Hearing on Special Assessments
for the improvements of East Montrose and East Minneola Streets was not
open. Mr. Henry Darity, 540 East Montrose Street, appeared befQre the
Council and advised that since the improvement of East Montrose was made,
he had no access from the street into his property, that there was a
considerable drop from the street level to his property. Motion was made
by Councilman Cochran, seconded by Councilman VanderMeer and carried, that
this matter be referred to the City Manager for correction.
Mr. Jack C. Taylor appeared before the Council and inquired as to the
method of payment for the special assessments, which was readily explained
by the City Manager.
Motion was made by Councilman Beals, seconded by Councilman Cochran
and carried that the special assessments for ,improvements to East Minneola
Avenue be confirmed.
Motion was made by Councilman Beals, seconded by Councilman Cochran
and carried, that the special assessments for improvements to East Montrose
Street be confirmed.

City Manager Johnson opened bids on 500' of 2!rj" Fire Hose as follows:
Daytona Beach Fire Equipment Company - $875.00
American 'LaFrance - $898.50
ABC Fire Equipment Company -$636.50
Manager Johnson recommended that the low bid of ABC Fire equipment
Company be accepted. Motion was made by'Councilman Cochran, seconded by
Councilman Beals and carried, that the Manager's recommendation be accepted
and the low bid of ABC Fire Equipment Company -be accepted and the necessary
purchase order issued.

City Manager Johnson reporteddtha~ Aapon~Jbnes, Jr., Robert Stevenson
and Eugene Jackson desired to deed the City of Clermont a street right-
of-way 40' in width in order that,property owned by Aaron Jones, Jr. would
have access to 'a street and recommended that the Council accept the offer.
Motion was made by Councilman Beals, seconded by Councilman Cochran
and carried, that the recommendation of the Manager be accepted and that
the City accept title to the right-of-way.
Councilman Beals inquired of the status of the casing that had been
dropped into the new well and which had not been mentioned in the report
of Michaels Engineering Company. City Manager Johnson was requested to
investigate the matter and report back to the Council.
City Attorney Langley reported that he was progressing indirectly with
obtaining the necessary street right-of-ways for the proposed extension of
Chestnut Street to West Avenue; that he, the City Manager and Councilman
Beals had been working on the proposed changes of the City Charter; and
that he had the Ordinance providing for an amendment to the Electrical Code
prepared. Councilman Beals advised that inasmuch as the proposed changes
in the City Charter, if adopted, would affect committee appointments, he,
therefore, requested that the Mayor withhold committee appointments for
the new year until after the first meeting in January.
Councilman Beals offered and moved that it be passed on a single
reading, AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT,
LAKE COUNTY, FLORIDA, PROVIDING FOR AMENDMENT OF THE ELECTRICAL CODE,
PROVIDING FOR CHANGES IN THE PROCEDURE OF EXAMINATION FOR AN ELECTRICAL
LICENSE, WITH THE CITY OF CLERMONT, FLORIDA, PROVIDING FOR ADDITIONAL SAFETY
REQUIREMENTS IN THE ELECTRICAL CODE OF THE CITY OF CLERMONT, FLORIDA, AND
OTHER PERTINENT PROVISIONS, ALSO, REPEALING ALL SECTIONS eeKTHE FORMER
ORDINANCE IN CONFLICT THEREWITH. The motion was seconded by Councilman
VanderMeer and the ORDINANCE read in full by City Manager Johnson. Upon
a roll call vote the result was:
AYES: Beals, Cochran, VanderMeer and Hoskinson
TOTAL AYES: Four
NAYES: None
ABSENT: Turville
So the ORDINANCE as read was adopted and No. 24-C was assigned to it and
ordered placed in the Ordiance Book, pages 52, 5? and 54.
Councilman Beals reported that he had received a request for extended
opening hours of business for the sale of liquor until 2 o'clock A. M.
on January I, 1967 and that he, therefore, recommended and moved that all
business establishments within the City of Clermont having alcoholic
beverages for sale be allowed to remain open until 2 o'clock A. M. on
January 1, 1967. The motion died for lack of a second.

REPORT OF THE CITY MANAGER
December 27, 1966
The vDBusiness Areau directional sign has been installed at Grand Hwy
and Highway 27 and is in operation.
The installation of the storm sewers in the Oakview Subdivision area
has been completed. Some curbing is yet to be installed and will be
taken care of soon.
We have been offered about 1,000 yards offill dirt which I have, of
course, accepted. We will use the fill dirt on the North end of East
Avenue and will start hauling next week.
An agreement has been reached regarding the purchase of land for Parks
and Playgrounds. The option to purchase will be prepared and executed
within a few days. I have written for application forms for requesting
a Federal Grant to assist us in this purchase. I should have the forms
within a few days and I will fi~e the application as soon thereafter
as possible.
The Housing and Urban Development Agency has advised me that they will
not be able to make us a grant for our proposed sewer system. However,
this places us in a position where we can make application to FHA
and this is the agency which we actually preferred. A pre liming applica-
tion will be made to them as soon as possible.
Plans and Specifications are being drawn for the Jaycee Beach 5'lclter
area. They should be ready by January first.
I talked,.to Mr. LtJestbrook of Hichaels Engineering Company, today regarding
wo~k to be done on the Bloxam Avenue well. lIe advised me that Central
Florida Well Drillers are getting the required equipment together and
that they will meet with Mr~ Saine next week. As of this date it is
impossible fo~ me to say when the work wiil be done but I assure you that
I will speed matters as much as I can.
