ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, April 25, 1967. The
meeting was called to order at 7:30 P. M. by Mayor BonJorn with all
Council members present. Other officials present were: City Manager
Johnson, Deputy Clerk Carroll, Superintendent Sheldon, Building Inspector
Snyder and Chief of Police Tyndal. Others present were: Miss Nancy
Smith and Mrs. Barbara Keene, representatives of the Jr. Womans Club.
The Messrs. Paul Taber and C. A. Mangold and representatives of Radio
WSLC, the Leesburg Commercial, the Orlando Sentinel and the local Press,
were also present.
The invocation was given by Mr. Taber.
The minutes of the meeting held April 11, 1967, were corrected as
follows: Mr. Prior stated that his reason for abstaining from voting
on the motion which carried appointing R. J. Snyder as City Health and
Sanitation Inspector, was because he believed such appointment to be in
conflict with the City of Clermont Code, and, that this had been deleted
from the Minutes. The Minutes were approved as corrected.
City Manager Johnson submitted his report, both orally and written.
City Attorney Langley arrived during the City Manager's oral report.
City Attorney Langley reported that the necessary notice had been
advertised in the local Press regarding the proposed legislative amendment.
City Attorney Langley further reported that he hoped to have all necessary
deeds for the right-of-way of Chestnut Street, from 8th Streetto West Avenue,
within two weeks.
Councilman VanderMeer reported that he had recently observed school
children crossing Highway #50 at its intersection with 5th Street in the
school zone, unattended, and that he therefore recommended that inasmuch
as there was a patrolman present in that area, that they personally
escort the school children across the highway.
Councilman VanderMeer inquired of the City Manager if bids on the
proposed construction at Jaycee Beach would be broken down. City Manag~r~-
Johnson reported it was his recommendation that they be divided into
three bids, Roof-Floor and Balance.
Councilman Prior inquired of the City Manager the current status
of the city's application for federal funds for the construction of a
sewer system. He further reported that the current edition of The
Municipal Record advised that municipalities should deal only with
reputable firms when applying for federal financial assistance. City
Manager Johnson advised that the engineers and planners working with the
City of Clermont, Michaels Engineering Company and Adley and Associates,
were both reputable firms who have had previous experience with matters
of this nature and that the city's application had been referred recently
to HUD from the Farmers Home Administration.
City Manag~r Johnson read a letter from Mr. E. L. Schumann wherein
he expressed his appreciation to the Manager and the Council for the
Resolution recommended by the Manager and passed by the Council in
appreciation for services rendered in the beautification program by him.
In a written statement to the Councilmen, Manager Johnson advised
and recommended that the room allowance of the city's hospitalization
insurance be increased from the prese?t allowance of $12.00 per day to

$20.00 per day in order to be more in line with hospitals rate increases
now in effect, and, that ample funds to cover such increase for the
remainder of this fiscal year were available in the budget. Motion was
made by Councilman Beals, seconded by Councilman VanderMeer and carried
that the Manager's recommendation be accepted.
City Manager Johnson inquired as to the dates to be set mor
public hearings on the zoning map and code. City Attorney Langley reported
that it was necessary for the Zoning Commission to hold a meeting prior
to the public hearings. It was the concensus that the City Manager be
instructed to set the dates for as soon as possible after the Zoning
Commission meeting.
Motion was made by Councilman VanderMeer, seconded by Councilman
Oswalt and unanimously carried that City Attorney Langley be instructed
to prepare an Ordinance regarding trailers located inside the city limits
and to have the following listed restrictions incorporated in such
ordinance:
1. Trailers to be used as offices be allowed only in commercial
and industrial zones.
2. Such trailers to be properly identified by office sign on
the trailer listing name of business and/or firm.
3. Necessary permit be obtained from the City Manager for use
of the trailer as an office.
4. For a period not to exceed 30 days, with option to renew
permit, or, to length of contract.
5. Trailers be permitted in residential zones for a period
not to exceed 72 hours.
6. Trailers never to be allowed to be parked on city streets/proper~y.
Councilman Prior reported he had observed several fire hydrants
throughout the city that were leaking badly and inquired of the City
Manager if this couldn't be corrected. City Manager Johnson reported that
he was aware of this matter, but only recently the city had obtained an
extra hydrant and that due to the necessity of having to cut off the water
supply to a large area when repairing hydrants and that because of the
present great demand on the water system due to the current drought, the
matter was being postponed presently, but would be corrected as soon as
the demand on the water system is decreased.
Councilman Cochran reported that he would obtain a sketch and
estimate of cost for playground equipment of a polyhedron design and
submit to the Council for their consideration.
Councilman Oswalt inquired of the City Attorney as to the legality
of the appointment of Mr. Snyder as City Health and Sanitary Inspector
at the meeting of April 11th and questioned by Councilman Prior as
being in conflict with Section 18:11 of our Code of Ordinances, which
states that such duties would be carried out by the Marshall. City
Attorney Langley advised that under the general provisions in the code of
the powers of the City Council, that even though it might be an overlap
of duties in appointing Mr. Snyder as the City Health and Sanitary
Inspector, it is permissible and legal.
Councilman VanderMeer inquired of the City Manager if the city had

the city that were badly in need of repair. City Manager Johnson
advised that facilities for repairing aluminum signs only were available,
that mutilated steel signs would have to be replaced.
Motion by Councilman Beals, seconded by Councilman Cochran and
ried that the meeting be adjourned.
