REGULAR MEETING
A Regular meeting of the City Council of the City of Clermont was
held in the Council Chambers on Tuesday, July 11, 1967. The me~ting was
called to order at 8:05 P. M. by Council Chairman Jay VanderMeer, with
the following members present: Councilmen Prior, Beals, Cochran and Oswalt.
Other officials present were: Deputy Clerk Carroll, City Attorney Langley,
Superintendent Sheldon, Building Inspector Snyder and Chief of Police
Tyndal. Others present were: The Messrs. C. A. Mangold and Charles B. Roe.
Representatives of the Orlando Sentinel, the local Press and the Leesbur~
Commercial were also present.
The invocation was given by Councilman VanderMeer.
The Minutes of the meeting held on June 27, 1967 were approved as
written.
Mayor BonJorn arrived at this time and reported that due to several
complaints recently of safety valves on hot water heaters "pOppig~"
because e~cessive water pressure due to the draining and cleaning of the
water tanks, that he had instructed the Building Inspector to issue
notices to all plumbers operating in the City of Clermont to install
the necessary drain from water heaters to the outside on all future new
construction and/or replacement of heaters.
City Attorney Langley reported that the necessary papers were now
being prepared placing liens on certain properties for uncollectible
delinquent taxes and paving assessments.
Councilman VanderMeer reported that he had received objections to
the proposed improvements of Peter Pool Park, however he was of the
opinion that this dedicated city park should be improved for the public's
use and therefore was still in agreement with the previous authorization
to have such improvements made.
Councilman Cochran reported that inasmuch as the island in Center
Lake had been cleaned and had added so much to the city's beautification
program in that area, that the Council consider the construction of an
arched bridge to the island and possibly the installation of a fountain
on the island.
Councilman Prior reported that he was dissatisfied with progress
on the new well inasmuch as this project had now extended over a three
year period and that he felt the Council should be advised of the current
situation by the city's representative, Michaels Engineering Company.
Motion was made by Councilman Beals, seconded by Councilman Prior and
unanimously carried that the City Attorney be instructed to contact
Michaels Engineering Company and request a status report on the new well.
Deputy Clerk Carroll read communications as follows:
A letter from Congressman A. S. Herlong, Jr. wherein he advised that
in response to his inquiry to HUD regarding the status of the city's
application to them for financial assistance, that his inquiry had been
referred to the Atlanta Regional Office and that he would hear from them
direct for a current report which he would forward on immediately upon
receipt of same.
A letter from Mr. and Mrs. W. O. Boone wherein they objected to
any expanding and/or improvements to Peter Pool Park.
A memorandum from Judge J. K. Tryon wherein he advised that it
would be necessary to appoint a substitute judge to act in his absence
at the court sessions of July 24th and August 7th. Motion was made by
Councilman VanderMeer, seconded by Councilman Prior and unanimously
carried, that Mr. George Hovis be appointed to serve as substitute Wunicipal
judge on July 24th and August 7, 1967.

Councilman Beals read a letter from Herman Dykes, Chairman of the
Lake County Board of Commissioners, wherein he requested the Council to
appoint a representative to serve on a committee to study area wide
planning for Lake County. Motion was made by Councilman Beals, seconded
by Councilman Prior and carried that Councilman VanderMeer be appointed
as the representative from South Lake County.
Councilman Oswalt presented and moved the adoption of a RESOLUTION
for street improvements and special ~sessments on certain streets in the
Lincoln Park area. The motion was seconded by Councilman Beals. The
RESOLUTION was read in full and upon a roll call vote the result was:
Ayes: VanderMeer, Oswalt, Cochran, Beals and Prior. Total Ayes: Five.
Nayes: None. So the RESOLUTION was adopted and the number 102 assigned to
it and a copy ordered posted.
Councilman Beals presented and moved the adoption of a RESOLUTION
pertaining to the closing of a portion of Crystal Lake Drive. The motion
was seconded by Councilman Prior. The RESOLUTION was read in full and
upon roll call vote the result was: Ayes: VanderMeer, Oswalt, Cochran,
Beals and Prior. Total Ayes: Five. Nayes: None. So the RESOLUTION
was adopted and the number 103 assigned to it and a copy ordered posted.
Motion by Councilman Beals, seconded by Councilman Prior and carried,
that the bills be paid.
Motion by Councilman Beals, seconded by Councilman Cochran and
carried, that, the meeting be adjourned.
