PUBLIC HEARING - ZONING
A legally advertised Public Hearing on a proposed zoning map and zoning
ordinance was held by the City Council of the City of Clermont on Tuesday,
August 29, 1967.
The meeting was called to order by Mayor BonJorn at 8:00 P.M. with all
councilmen present excepting Mr. Cochran. Other city officials present
were: City Manager Johnson and City Attorney Langley. Also representing
the City of Clermont was Mr. Gerald Dake of Adley and Associates. Interested
citizens present were: Mrs. J. E. Carroll, Mr. and Mrs. Ed Allbright, Mrs.
W.B. Ream and the Messrs. W. W. Boyd, John L. Sanger, Leslie Baron, Arthur
Dean and Richard Williams.
The invocation was given by Councilman VanderMeer.
It was the opinion of Mr. Baron that several areas of the proposed zoning
were not in the best interest of the general publi~~ and he specifically
requested that the area bordered by East Avenue, Pitt Street, Drew Street
and DeSoto Street, be zoned as R-2 and that if this request was not granted
that the area bounded by East Avenue, DeSoto Street, Anderson Street and
Highway # 50 be zoned as R-l.
Mr. William Boyd was also of the opinion that the proposed zoning was not
in the interest of the general public and that the zoning regulations were
far too restrictive. Mr. Boyd requested that the required size of re-
sidences be lowered to permit building on any size lot regardless of the
designated area. Mr. Boyd further requested that the area bounded by Lake
Avenue, Lake Winona, West AVenue and Chestnut Street be zoned as RI-A.
Mr. Baron again spoke to the Council and requested that the area bounded
by Broome Street, East Avenue, Highway # 50 and the west line of Lots 1,
2,3,4,5,6; Block 7, be zoned as R-l.
Mr. Allbright stated that he was offering no specific objection to the
proposed zoning, but that he was of the opinion that the maximum square
feet area for businesses in C-l areas was not sufficient.
Mr. RIchard Williams spoke in favor of the proposed C-l zoning along
Highway # 50.
Others present asked some questions, but did not offer objections.
Councilman VanderMeer stated that he thought that the four corners at the
intersection of Fifth Street and Highway # 50 should be zoned as C-2 and
that he supported Mr. Boyd's request that the area north of Lake Winona
be changed from the proposed R-3 to Rl-A.
Mayor BonJorn advised the Council that the complaints and suggestions
would be considered and acted upon separately.
The Council was unanimous in their agreement that the several requests
made by Mr. Baron be refused with the exception of the area bounded by
East Avenue, Highway # 50, DeSoto Street and Anderson Street in which
instance Mr. VanderMeer voted, Yea.
The Council was unanimous in their agreement that the several requests
made by Mr. Boyd be refused with the exception of the Winona Lake area
(from proposed R-3 to RI-A) and on this particular request Mr.VanderMeer
voted, Yea.

With regards to the suggestion by Mr. VanderMeer that the four corners
at Fifth Street and Highway # 50 be zoned as C-2, Councilmen Beals,
Oswalt and Prior voted, Naye.
Motion was made by Mr. Beals that the City Attorney prepare the necessary
ordinance adopting the zoning map and zoning regulations as recommended
by the Zoning Commission subject to amendments and changes made at previous
public hearings, and as now presented. The motion was seconded by Mr.
Prior and upon roll call vote the result was: Yeas: Beals, Prior and Oswalt.
Nayes: VanderMeer. Absent: Cochran. The motion carried and the City
Attorney was directed to prepare the ordinance.
The meeting was adjourned.
