ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the Council Chambers on Thursday, October 26, 1967. The
meeting was called to order at 7:00 P. M. by Mayor BonJorn with the
following members present: Prior, Cochran and VanderMeer. Other officials
present were: City Manager Johnson, Deputy Clerk Carroll, City Attorney
Langley, Building Inspector Snyder and Chief of Police Tyndal. Mr. C. A.
Mangold, Travis Kennedy and a representative of the Orlando Sentinel
were also present.
The invocation was given by Councilman VanderMeer.
The Minutes of the Regular Meeting held on October 10, 1967 and
of the Special Meeting held on October 12, 1967 were approved as written.
City Manager Johnson reported that sprinkling systems had been
installed at Center Lake Park, Sunset Park and Kehlor Park. He further
reported that fencing for the Jaycee Beach and the back-stop at the
Municipal Park were on order and would be installed soon as received.
City Attorney Langley advised the Council that in his opinion
there was no question as to the ownership of Peter Pool Park, the owner
being the City of Clermont, and he, therefore, did not think it necessary
that the City pursue suit to clear title of same, as he had been requested
to do at the meeting of September 26, 1967. Councilman Beals arrived
at this time. Following the statement of the City Attorney, Councilman
VanderMeer recommended that the City proceed with the improvement of
Peter Pool Park by providing angle parking as previously planned. Motion
was made by Councilman Prior and seconded by Councilman VanderMeer that
Mr. VanderMeer's recommendation be accepted and the City proceed with
the improvement to the Park. Upon roll call vote the result was: Ayes:
Prior, Beals and VanderMeer. Total Ayes: Three. Nayes: Cochran.
Absent: Oswalt. The motion carried.
Motion was made by Councilman Cochran, seconded by Councilman Beals
and unanimously carried that residents of the Peter Pool Park area be
notified as to the City's intentions for improvement of the Park.
Councilman VanderMeer reported that with the exception of a few
minor adjustments which had to be made to the sprinklers, he was well
pleased with the installation of the sprinkling systems recently installed
at Center Lake Park, Kehlor Park and Sunset Park.
City Manager Johnson read a letter from A. C. Pickop whereihthe
withdrew a request for Camp Emmanuel youngsters to use the Jaycee Beach
in their summer program, as other arrangements had been made.
City Manager Johnson reported that an award to the City of Clermont
for no traffic fatalities during the year was to be awarded by the State
of Florida Department of Public Safety at the Lancer's Restaurant in
Leesburg on November 30, 1967 and that the Mayor and/or City Manager had
been invited to accept same.
City Manager Johnson also reported that the J. C. Taylor award had
been recently awarded to Chief Tyndal.
City Manager Johnson read a letter from Mary and Emil Siderits
wherein they are protesting restrictions on the use of the Jenkins
Auditorium as regards to religious services held there. Mr. Johnson
advised that he felt sure that this was a misinterpretation of the
rules and regulations on their part and would clarify this ruling to them.

It was the concensus of the Council that City Manager Johnson
have the rules and regulations as pertaining to the use of the Jenkins
Auditorium published in the local press.
Councilman Cochran offered and moved that it be passed, A RESOLUTION
pertaining to a request for a study of intersections of S~ate Road #50
with various roads within the city limits of Clermont, wh1ch they deemed
were extremely hazardous. The motion was seconded by Councilman Beals
and upon roll call vote the result was: Ayes, Prior, Beals, Cochran and
VanderMeer. Total Ayes: Four. Absent: Oswalt. So the RESOLUTION was
adopted and number 114 assigned to it and a copy ordered posted.
Councilman Prior offered and moved that it be passed, a RESOLUTION
expressing the City's sentiments to Sergeant Joseph Robin BonJorn, son
of Mayor and Mrs. BonJorn, who was recently wounded in the Viet Nam
conflict. The motion was seconded by Councilman VanderMeer, and upon
roll call vote the result was: Ayes: Prior, Beals, Cochran and VanderMeer.
Total Ayes: Four. Absent: Oswalt. So the RESOLUTION was adopted and
Number 115 assigned to it and a copy ordered posted.

OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA: PROVIDING FOR THE AMENDMENT
OF ORDINANCE NUMBER 195, and the Ordinance was read in full.
Councilman Beals moved the adoption of AN ORDINANCE UNDER THE
CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA: PROVIDING
FOR THE AMENDMENT OF ORDINANCE NO. 25-C BY DELETING THEREFROM SECTION
#3 AND SUBSTITUTING THEREFOR THE PROVISION THAT THE SECOND MUNICIPAL.
JUDGE SHALL BE COMPENSATED AT SUCH REASONABLE RATE AS DETERMINED BY THE
COUNCIL BY RESOLUTION OR MAJORITY VOTE, such Ordinance having been intro-
duced at the meeting of October 10, 1967. The motion was seconded by
Councilman Prior and the Ordinance read in full for the second time.

VanderMeer. Total Ayes: Four. Absent: Oswalt. So the ORDINANCE was
adopted and the Number 3l-C assigned to it and a copy ordered posted.
Councilman Beals moved the adoption of AN ORDINANCE PROVIDING A
BUDGET OF EXPENSES FOR THE GENERAL OPERATION OF THE GOVERNMENT OF THE
CITY OF CLERMONT FOR THE FISCAL YEAR OF 1967-68 AND MAKING APPROPRIATIONS
THEREFORE: PROVIDING A TAX LEVY ON ALL PROPERTY IN THE CITY OF CLERMONT,
LAKE COUNTY, FLORIDA, FOR THE YEAR 1967 FOR THE GENERAL OPERATION EXPENSE
OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, such Ordinance having been
introduced at the meeting of October 10, 1967. The motion was seconded
by Councilman VanderMeer and the Ordinance was read in full for the
second time. Upon roll call vote the result was: Ayes: Prior, Beals,
Cochran and VanderMeer. Total Ayes: Four. Absent: Oswalt. So the
ORDINANCE was adopted and the number 16M assigned to it and a copy ordered
posted.
Councilman Cochran reported that he wished to emphasize on a
report which had been given at the monthly Chamber of Commerce breakfast
recently regarding a survey taken in Clermont six years ago of projects
the citizens of Clermont felt were needed for the betterment of Clermont
and to name a few of those which had been accomplished, or are underway:
Better Water System
Civic Auditorium
City Manager-Council form of government
Better Fire Protection
Improved Telephone System
Sewage System
Street Improvements
City Beautification
Planning and Zoning Commission

Councilman VanderMeer reported that inasmuch as the Police Department
has a practice firing range available, that each patrolman be issued a
box of shells monthly and encouraged to participate in regular practices.
Councilman Prior inquired as to the status of the Auxiliary Police,
and he was advised that only recently it had been organized with two
meetings having been held to date.
Councilman Beals expressed appreciation to the City Administration
for making it possible for him to attend the Florida League of Municipalities
Convention in Hollywood recently, that he had enjoyed it and thought it
beneficial.
Motion by Councilman VanderMeer, seconded by Councilman Cochran
and unanimously carried that the City grant an easement to Mrs. Preston
Maynard on all that land lying south of Lake Shore Drive and north of
the high water mark on Lake Minnehaha and between the extended boundaries
of Lots 165 and 166, Clermont Heights, and according to the official map;
of the City of Clermont, Lake County, Florida, for a period of ten years.
Motion was made by Councilman VanderMeer, seconded by Councilman
Prior and unanimously carried that the City Manager be authorized to
sell the fruit crop off city property located just west of 12th Street.
City Manager Johnson inquired of the Council their intended procedure
in issuing building permits and he was advised that in accordance with
the Revised City Charter all building permits would be issued under the
direction of the City's Director of Building.
Motion by Councilman Beals, seconded by Councilman Cochran and
carried that the meeting be adjourned.
