SPECIAL MEETING
A special meeting of the City Council of the City of Clermont was
held in the office of the City Manager on Monday, November 20, 1967. The
meeting was called to order at $:05 P. M. by Council President VanderMeer
with all other council members present.
City Manager/Clerk Johnson reported that petitions had been filed
for the offices of Mayor and City Councilmen in Groups Two and Four, subject
to the General Election of the City of Clermont to be held on Tuesday,
December 5, 1967; that the petitions had been thoroughly checked and
certified to be in order and that such nominating petitions were as follows:
For Mayor:
Don E. Smith
For Councilman, Group Two:
Raymond P. Cochran
James O. Porter
For Councilman, Group Four:
George F. Karst
Jay M. VanderMeer
Motion was made by Mr. Beals, seconded by Mr. Cobhran and unanimously
carried, that the petitions were found to be in order; that the candidates
be declared qualified; that the City Clerk and/or Supervisor of Registration
be authorized to have the necessary ballots prepared for absentee voters
and that voting machines be used in the General Election being held on
December 5, 1967.
Motion was made by Mr. Prior, seconded by Mr. Beals and unanimously
carried that the following named persons be appointed to serve on the
Election Board of the General Election being held on December 5, 1967:
Clerk: John McCown
Inspectors: Mrs. Welborn Daniel
Mrs. Clarence Bishop
Max Judy
Col. Joseph House
Donald Hayes
Officer of the Day: W. R. Wittenmyer
Chairman VanderMeer reported that the business concerns at 50/27
Plaza had requested that the City Council grant some reduction in the required
occupational license tax for the operation of a carnival for one week.
Following a general discussion in which it was brought out that the proposed
amended occupational license tax code would establish a license tax on
Carnivals of $15.00 per day, motion was made by Mr. Beals, seconded by
Mr. Cochran and carried that the City Clerk be authorized to issue an

occupational license for the operation of the Carnival in question at a
fee of $15.00 for each day of operation.
At this time (5:20 P. M.) a petition was presented nominating Joseph
BonJorn for the office of Mayor, subject to the General'Election of the
City of Clermont being held December 5, 1967. City Clerk Johnson immediately
checked the petition and certified that it was in order. A discussion
followed in which the question arose as to whether or not 5:00 P. M. was

the IIdead line" for filing. After reading the ordinances it was decided
that the petition should be accepted.
Motion was made by Mr. Cochran and seconded by Mr. Prior that the
petition nominating Joseph BonJorn to the office of Mayor was found to be
in order; that the candidate be declared qualified; that the Clerk and/or
Supervisor of Registration be authorized to have his name placed on the
ballot; subject to the General Election of the City of Clermont being
held on December 5, 1967. Upon roll call vote the Ayes were: Cochran,
Prior and VanderMeer. Abstaining: Beals and Oswalt. Nayes: None. The
motion carried.
City Manager Johnson was requested to obtain a legal ruling from
Mr. Langley, the City Attorney, as to whether or not the name of Joseph
BonJorn should be placed on the official Ballot. Following a telephone
call to Mr. Langley Mr. Johnson advised that Mr. Langley had stated
that the name of Joseph BonJorn should be placed on the official ballot.
