REGULAR MEETING
Regular meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday -
December 4, 1962. The meeting was called to order at 7:30 P.Mo
by Council Chairman Wm. W. Boyd, with all Council members presento
Other officials present were: Mayor BonJorn, Clerk Johnson, Depmty
Clerk Carroll, City Attn'y. Morse, Sup't. Sheldon, Bldg.Inspector
Snyder and Chief of Police Tyndal. Others present were: Messrs.
W. B. Ream and Jimmy Lee Jackson. Representatives of the Orlando
Sentinel and of the local Press, were also present.
The Minutes of the Adjourned meeting held on November 20,
1962, were approved as writteno The Minutes of the Adjourned

Jimmy Lee Jackson appeared before the Council and requested
that he be allowed to operate his business (Oak Front Cafe) through
the Christmas holidays. The building housing Mr. Jackson's busi-
ness had been closed and condemned by order of the City Building
Committee. Motion was made by Mr. Pool, seconded by Mr. Bishop
and carried, that Mr. Jackson be allowed to move his business
temporarily (up to a period of 6 months) into a building located
at 1017 4th Streeto
Motion was made by Mr. Turville, seconded by Mr. Bishop and
carried, that the Mayor and City Clerk be authorized to execute
an Agreement between the City of Clermont and Messrs. John Boyett
and Fred Wolfe, stipulating time limits for the beginning of con-
struction of a shopping center on certain property owned by Messrs.
Boyett and Wolfe.
Building Inspector Snyder submitted a report on building
for the month of November, which was accepted and ordered filedo
Inspector Snyder inquired of the Council of action to be taken
with regards buildings that had been condemned and the owners
duly notified to have same demolished and removed, but had not
complied with such notices. Inspector Snyder was instructed to
notify the owners of the buildings in question, that city crews,
15 days from this date, would demolish and remove from the pro-
perties, these condemned buildings and the cost for same assessed
against the property.
Chief Tyndal submitted his regular monthly police report,
which was accepted and ordered filed.
Sup't. Sheldon reported that a Clermont Roofing Company
truck had torn up a section of side-walk located near the inter-
section of 4th and Montrose Streets, which they had requested the
city to repair and charge to them. Sup't. Sheldon further reported
and recommended that there was an additional 20' of sidewalk in
this same area that was badly in need of repair and should be fixed
at hhe same time. Motion by Mr. Turville, seconded by Mr. Pool
and carried, that the recommendation of Sup't. Sheldon be accepted
and that he be authorized to proceed with the repairs.
Sup't. Sheldon reported that he had completed establishing
a grade on East Minneola Avenue in the Lincoln Park area, and
had determined that the proposed paving of same could be drained
back to Bloxam Avenue.
Sup't. Sheldon reported that the City was in need of a
street striping machine and a small street patch roller, and,
recommended that these be purchased. Motion by Mr. Turville,
seconded by Mr. Bishop and carried, that hhe recommendation of
Sup't. Sheldon be accepted and the Clerk be authorized to issue
the necessary purchase orders for sameo
Mr. Bishop, Chr. of the Streets Committee, reported that the
County road leading to the city owned dump had been oiled and would
be paved in the near future.
Mr. Bishop reported that the T & G Railroad Company had not
repaired the crossings since removing their rails, at various
intersections in the city, and that inasmuch as they were in a
hazardous condition and he considered this to be an emergency, that
he recommende~ that city crews repair same in the event that the
Railroad Company does not take immediate action.
Mr. Pool, Chr. of the Parks Committee, reported that
planting around the north one-half of Center Lake, had been
started.
Mr. York, Chr. of the street Lighting Committee, reported
that he had received a request tDD a street light at the inter-
section of Grand Highway and Highway # SO, and, upon investigation,
had found that a power pole already existed at that location, and
he therefore reoommended that a mercury vapor light be installedo
Mr.York's recommendation was unanimously accepted and Clerk JohnsoI
was instructed to issue the necessary work order for same.
Mr. Turville reported, for the Council's discussion and
consideration, the possibility of the City purchasing a new
fire and civil defense siren inasmuch as he had been advised
that Civil Defense would pay one-half the cost. Considerable
discussion followed regarding the matter, whereupon motion was
made by Mr. Turville, seconded by Mr. York and carried, that
Clerk Johnson investigate the matter more fully with regards
kinds and cost estimates, etc. and report back to the Council.
Clerk Johnson reported that he had received a cost estimate
for the installation and maintenance of a telephone fire alarm
system. It was concensus of the Council that the cost would be
prohibitive 0
Motion was made by Mr. Bishop, seconded by Mr. Turville
and unanimously carried, that the paving of East Minneola Avenue
in the Lincoln Park area be authorized, and Sup't. Sheldon in-
structed to proceed with sameo
Clerk Johnson read a request from Mr. Arthur George, re-
presenting Mr. Orville Haas, for an easement of the lake front
adjacent to Lot 30 of Clermont Heights. Motion was made by
Mr. Turville, seconded by Hr. York and carried, that this request
be granted and Clerk Johnson be authorized to execute the neces-
sary easement.
Clerk Johnson read a letter from Mr. Roy Christopher, Attorney
for the Lake County School Board, wherein he requested information
with regards to school construction as pertaining to municipal
jurisdiction. The matter was referred to the Building Committee.
Clerk Johnson submitted a petition from Mr. Hoy L. Lassiter
requesting that the following described property, owned by him,
be re-zoned from Residential to Commercial or Trans-Commercial:
Lots 69-76, and fractional parts of Lots 70-71-73 and 74 south
of State Road # 50, in Clermont Heightso
Clerk Johnson submitted a petition from Mr. and Mrs. W.B.
Ream; Mr. and Mrs. Charles E. Crozier; Mr. and Mrs. Fred L.
Wolfe, and Mrs. Alice IJockmiller, requesting that the following
described property owned by them, be re-zoned to a Commercial
Zone: Property lying north of State Road # 50, West of Disston
Avenue and East of Bowman Street, all abutting Highway # 500
Motion was made by Mr. Turville, seconded by Mr. Pool and
carried, that these two petitions be referred to the Zoning
Commission for hearings and recommendations.
Clerk Johnson reported that adapter kits ordered for the
two traffic lights located in the downtown area, would not fit.
It was the decision of the Council to defer any action with re-
gards purchasing new lights, however, Sup't. Sheldon was instructed
to have city crews paint them.
Chairman Boyd called a Specisl Meeting of the Council for
Monday - December 10, 1962 at 5 o'clock P.M. to prepare the ballot
box for the city election to be held on December 11, 1962.
Motion by Mr. Tur~ille, seconded by Mr. Bishop and carried,
that the following persons be appointed to serve on the Election
Board of the General Election of the City of Clermont, being held
on December 11, 1962: From 7:00 A.M. to 7:00 P.M., Clerk: Joseph
House; Inspectors: Ruby House, Lucy Johnson and Gwendolyn Erd-
mann. From 7:00 P.M. untii votes are counted: Clerk: John
McCown; Inspectors: D.G.Rambo, Robert Ingersoll and H.Forrest
Kimball.
