Regular meeting of the City Council of the City of Clermont
was held in the City Administration building on Tuesday - October
2, 1962. The meeting was called to order at 7:30 P.M. by Council
Chairman W. W. Boyd, with the following members present: Turville,
Bishop and York. Other officials present were: Clerk Johnson,
Deputy Clerk Carroll, Sup't. Sheldon, Building Inspector Snyder,
and Chief of Police Tyndal. Representatives of the Orlando Senti-
nel and the local Press, were also present.
The Minutes of the Adjourned meetings held on September 18,
1962 and September 25, 1962, were approved as written.
Chief of Police Tyndal pubmitted his regular monthly police
report, which was accepted and ordered filed.
Building Inspector Snyder submitted a report of building
for the month of September, which was accepted and ordered filed.
Sup't. Sheldon reported that the laying of new water mains
was underway, and that the construction of the new pump house at
Lake and DeSoto streets, was progressing.
Councilman Bishop, Chairman of the Streets Committee, reported
that the City Engineers were to set the grades of DeSoto and
Juniata Streets in the Lincoln lark area, starting tomorrow.
Mayor BonJorn, Councilman Pool and City Attorney Morse,
arrived at this time.
Mayor BonJorn reported that he had received complaints with
regards to the condition of the County road that City garbage
department crews use on the way to the City owned dump. He
further reported that he had been advised that if the towns of
Clermont, Groveland and Mascotte would furnish the necessary ma-
terials, that the County would furnish the equipment and labor to
repair the road in question. Mayor BonJorn was requested to in-
vestigate the matter further and report back to the Council at the
next meeting.
Clerk Johnson reported that he had received the following
requests for the Council's consideration and/or action:
That Roosevelt Thomas be issued a City of Clermont Occu-
pational License to sell beer at the Palm's Inn, located at 650
Bloxam Avenue in the Lincoln Park area. City Attorney Morse ad-
vised that this request be rejected inasmuch as state Law prohibits
the sale of beer in a close proximity of churches and/or schools,
as would be this cawe. The request was so rejected.
That the Clermont-Minneola High School be permitted to improve
and maintain the street right-o-way between the school property
and Spring Lake. Motion was made by Mr. Pool, seconded by Mr.Bishop
and carried, that such permission be granted, but with the full
understanding that this property in question is a street right-o-
way and therefore available to the general public.

That William Cooper be granted permission to operate a dance
hall ill his present place of business (Kozy Kastle) in Lincoln Park.
Clerk Johnson was instruated to advise Mr. Cooper that there were
no objections to this request provided that he secure the necessary
City of Clermont Occupational License.
That the City Council waive the Occupational License fee
for the operation of a Pony Ride during the Clermont Welfare League's
annual Halloween Carnival. Motion was made by Mr. York, seconded by
Mr. Pool and carried, that such request be granted and Clerk Johnson
be authorized to issue a license to them without charge.

That the Thomas Funeral Home Directors of Leesburg, at the
request of Mary Lou Hill, be permitted to raise a vault, located
in Oakhill Cemetery Addition. Motion was made by Mr.Pdol, seconded
by Mr. Turville and carried that such permission be granted with
the provision that it be raised only at approximately the same
distance above the ground as the nearby cement vault.
That consideration be given to a reduction in the amount of
J.R. DeYoung's Occupational License fee for manufacturing. Clerk
Johnson was instructed to advise Mr. DeYoung that is the consensus
of the Council that even though his business was small in volume,
that no exception could be made without violating the entire
license code, and therefore his requ~st was denied.
That Mrs. Hattie Porten requested assistance to work out the de~
tails for the paving of a street into her property. Clerk Johnson
and City Attorney Morse were requested to extend the necessary
assistance.
Clerk Johnson opened bids on the purchase and installation
of a traffic light at the intersections of Fifth Street and High-
way # 50, as follows: Curry Electric Company = $4622.00;
Patton and Dressler = $~4585.00; Ward Engineering Company =
$5200.00. Motion was made by Mr. Bishop, seconded by Mr. Pool
and carried, that the low bid of Patton and Dressler be accepted,
and that Clerk Johnson inquire of -them of a standard guarantee
for such purchase and installation.
Clerk Johnson reported that a Title Search had been completed
and was on file of the property offered for sale to the City by
the Hilton family, located near the Jaycee Beach. The matter was
referred to the Streets and Laws and Auditing Committees for further
investigation and recommendations.

Mr. Turville, Chairman of the Laws and Auditing Committee,
presented a RESOLUTION pertaining to the distribution of copies
of the City Code, and moved its adoption. The RESOLUTION was read
by Mr. Turville and ttr. Bishop seconded its adoppion. Then a vote
was taken on the adoption of the RESOLUTION with the following
results: Yeas: Bishop, Turville, Boyd, Pool and York. Total
Yeas: Five. Niyes: None. So the RESOLUTION was adopted and
Number 5 was assigned to it and ,ordered placed in RESOLUTT01~ BOOK,
Page 7, and ordered posted. "
Mr. Turville, Ch~irman o.f,the ,Laws and Auditing Committee,
presented a RESOLUTION pertaining'to an amendment of the City
Charter \'\Thereby City owned parking, lots, could be disposed OJ= only
by a referendum, and, moved its adoption. The RESOLUTION WG3 read
by Mr. Turville and Mr. Pool seconded its adoption. Then a vote
was taken on the adoption of the RESOLUTION with the following re-
sults: Yeas: Bishop, Turvil1e~ Boyd, Pool and York. Total Yeas:
Five. Hayes: None. So the RESOLUTION was adopted and Number 6
assigned to it and ordered placed in RESOLUTION BOOK, Page 10,
and ordered posted., '
ttr. Turville, Chanrman of the Laws and Auditing Committee,
presented for passage, AN ORDINANCE PROVIDING ABUDGET OF EXPENSES
FOR THE FISCAL YEAR OF 1962-63 AND MAKING APPROPRIATIONS THEREFOR;
PROVIDING A TAX LEVY ON ALL PROPERTY IN THE CITY OF CLERMONT, LAKE
COUNTY, FLORIDA FOR THE YEAR OF 1962, and the ORDINANCE was read
in full the first time and the Chairman referred same to the Laws
and Auditing Committee. Mr. Turville, Chainman of the Laws and
Auditing Committee, stated that this ORDINANCE was prepared by his
Committee at the direction of the City Attorney and asked that same
be taken up at this time. Mr. Bishop moved that the rules be waived
and ORDINANCE NO. 2-M be read a second time by title only. The

Thereupon ORDINANCE NO. 2-M was read a second time by title only.
Motion by rlr.Bishop, seconded by Mr. Turville and carried, with
Mr. Pool abstaining, that ORDINANCE NO. 2-M be read a third time
by title only and placed upon its passage. So ORDINANCE NO. 2-M
was read a third time by title only and when the vote was taken on
the passage of ORDINANCE NO. 2-M, the result was: Yeas: York,
Bishop, Boyd and Turville. Total Yeas: Four Nayes: None
Abstaining: Pool. So ORDINANCE NO. 2-M passed, title as stated,
and Number 2-M was assigned to it and ordered immediately placed
in the gRDINANCE BOOK,' Page 4, and a copy ordered posted.
Motion by Mr. Turville, seconded by Mr. Pool and carried,
that the bills be ~aid.
Sup't. Sheldon reported that the Florida Telephone Corporation
had requested that the City place one STOP sign and two YIELD RIGHT-
O-Way signs at the entrance of the new telephone building drive-
ways. 1'10tion by Mr. Pool, seconded by Mr. Bishop and carried, that
Sup't. Sheldon 'be authorized to install such signs.
City Attorney Morse reported that when the City purchased
certain property, located at the corner of Bloxam and Highland
Avenues, from Mr. John Boyett, that a 6' alley in the rear of the
ppoperty had been reserved as an alley right-o-way at the request
of Mr. Boyett; that Mr. Boyett now advised that he was agreeable
to having the alley eliminated and it was therefore suggested that
a new agreement be drawn to be executed by the City of Clermont and
Mr. Boyett eliminating the alley right-o-way reservation and re-
turning it to the City of Clermont,. Motion by l'1r. Turville, se-
conded by Mr. Bishop and carried, that ~~. Morse's sU6gestion be
accepted and that he be authorized to proceed with the necessary
agreement.
Motion by ~tr. Pool, seconded by Mr. Bishop and carried, that
meeting be adjourned until Tuesday -October 16, 1962 at 7:30 P.M.

NOTICE OF REGISTRATION
of VOTERS

NOTICE is hereby given that the Registration Books
for the City of Clermont will be open November 9, 1962,
.~
for the registration of voters who wish to participate
in the General Election of the City of Clermont to be
held Tuesday, December 11, 1962, and such books will
remain open to and including 5 P. M. November 30, 1962,
during reasonable hours of each business day.
It is not necessary for persons who are already
registered to reregister again, but attention is called
to the fact the registration in the County Registration
Books does not qualify a voter to participate in the
City of Clermont general election

MAYOR'S PROCLAMATION

The General Election in the City of Clermont, Florida,
will be held in the City Hall '(corner of 8th and DeSoto
Streets) on the second Tuesday in December 1962, the
same being December 11th, 1962, between the hours of
7:00 o'clock A. M. and 7:00 o'clock P. M., Eastern
Standard Time.
THE PURPOSE OF THE ELECTION IS TO ELECT:
A MAYOR to serve one (1) year; and
three Members of the City Council each
to serve two (2) years.
