09-04-1962 Regular Meeting ~ ~ - "~ REGULAR MEETING Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - September 4, 1962. The meeting was called to order at 7:30 P.M. by Council Chairman William W~ Boyd, with all Council members present. Other officials present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Carroll, Syp't. Sheldon, Building Inspector Snyder and Chief of Police Tyndal.. Others present were:: James Montgomery, Jimmy Westbrook of Michaels and Michaels Engineering Firm and representatives of the Orlando Sentinel and of the local Press. . , The Minutes of the Adjourned meeting held on Tuesday - August 21, 1962 were accepted as corrected, the correction being, the petition submitted to the Council by interested property owners for additional water service and fire hydrants in an area of Cler- mont Heights, should have read in Ella Vista Heights and in SuDny- Side Unit west of Ella Vista Heights. Chairman Boyd made the cor- rection. Jimmy Westbrook, City Engineer, reported to the Council that the City Engineers were to meet with Florida Telephone Corp. re- presentatives.,and,all contractors involved in the building of Florida Telephone's new building on 8th and DeSoto Streets, on Wednesday morning, September 5, .1962, with regards to the repairs on the streets adjacent to the new telephone building. Mr.Westbrook reported that a survey crew was in the process of completing a report of the grades and drains in an area of Lincoln park,as requested by the Council, and hoped. to submit the report by the next Council meeting. James Montgomery, representing Mrs. Hattie Porter, again appeared before the Council with regards his previous request that a 50' right-of-way, now a part of Lot 3 in Block -"0" of Lincoln Park, be accepted as a city street. The matter was re- ferred to the City Engineers for their investigation and recom- mendations. Mr. Westbroo~ was instructed to make.a test of the new 'pump just installed in the Lake Avenue well, before its final acceptance by the City. Chief of Police Tyndal submitted his regular monthly police report, which was accepted and ordered filed. Councilmen Turville and Boyd remarked that they wished to congratulate the Police Department for their excellent handling of the Labor Day traffic near the Jaycee Beach. Building Inspector Snyder submitted a report of buffilding for the month of August, which was accepted and ordered filed. Mr. Bishop, Chairman of the Streets Committee and member of the Building Committee, reported that he had made an ivestigation of the needed repairs on the roof of the old City Hall, and had turned the matter over to Sup't. Sheldon to make such repairs. Mr. Bishop further reported that he had received a request from W.H.McQuistion, custodian at Kehlor Park, to make an investigation of the needed repairs to the lights at the Shuffleboard Courts. The matter was referred to Mayor BonJorn and Mr. Bool, Ch~:brman of the Parks,Committee. Mr. Pool, Chr. of the Parks Committee, reported that an addi- tional $500.00 was needed in order .tocomplete the Center Lake Beautification ~oject, and, that he recommended that the flower garden project at Kehlor Park be started immediately. Mr. York, Chr. of the Street Lighting Committee, reported that; he had received a request for the installation of a street light at the dead-end of Mar-Nari~Mar Drive, and, upon investigating same, recommended that one be installed. Motion by Mr.Bishop, seconded by Mr.Turville and carried that Clerk Johnson be authorized to have a street light installed at the dead-end of Mar-Nan-Mar Drive. Clerk Johnson reported to the Council that he had received a bid on replacing the roof of the old City Hall from Mr. Elbert Ritchie. Inasmuch as bids had not been called for with regards this matter, Clerk Johnson was instructed to return the bid. . Clerk Johnson read a letter from Mr. M.J.Barnes, wherein he requested a reduction of the assessment on his property located in the City of Clermont. The letter was ordered filed. Clerk Johnson read a copy of a letter from the state Road Dep't. to Chairman Boyd, with regard the city's intentions to use the permit obtained for the installation of a traffic light at the intersection of Fifth street and Highway # 50. Mr. Pool presented a RESOLUTION pertaining to the installation of a traffic light at the intersection of Fifth Street and Highway # 50, and moved its adoptiono The RESOnUTIOB was read by the Clerk and Mr. Bishop seconded its adoption. When the vote was taken on the adoption of the RESOLUTION the result was: Yeas: Turville, Pool, York, Bishop and Boyd. Total Yeas: Five. Nayes: None. So the RESOLUTION as read was adopted and No. 3 R was assigned to it and ordered placed in Resolution Book,page 3 only, and ordered posted. Clerk Johnson presented to the Council, plans and specifications for a new chlorine and pump house, as drawn by Michaels and Michaels, City Engineers. Motion was made by Mr. York, seeonded by Mr.Turville and carried, that Clerk Johnson be authorized to ask for bids on the construction of a new chlorine and pump house, with same bids to be on file in the Clerk's office no later than 5 o'clock P.M. on Tuesday - September 11, 19620 Clerk Johnson presented a copy of a letter to each of the Councilmen from Michaels and Michaels, City Engineers, with regards entering into an agreement for their engineering services to the city. Chairman Boyd reported that a request had been entered for the city's acquistion of abandoned Seaboard railroad property from Second to Eighth Streets. MKyor BonJorn reported to the Council that it was the desire of the Clermont Merchants, who have businesses located in the down- town section of Clermont, to have the parking meters removed. Motion was made by Mr. Pool, seconded by Mr. York and carried, that upon receipt in the City Clerk's office of a petition signed by at least 75% of the merchants desiring the removal of the parking meters, that they would be removed at the end of this fiscal year, or, (jc"to"ber.. 31st 0 Motion by Mr. BishOp, seconded by Mr. Pool and carried, that the bills be paido Bob Thomas, representing interested property owners, inquired of the Council if they cared to go on record requesting property owners to keep lawns mowed and vacant lots cleaned. The Councilmen were in agreement that this program should be followed and Mayor BonJorn stated that he would handle the matter. Mayor BonJorn was also requested to investigate the cost of mosquito spraying equipment.
