08-07-1962 Regular Meeting REGULAR MEETING ~ ~ Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - August 7, 1962. The meeting was called to order at 7:30 P. M., by Council Chairman W. W. Boyd, with all Council members present. Other offi~ials present were: Mayor Bon Jorn, Clerk Johnson, Deputy Clerk Carroll, City Attn'y Morse, Sup't Sheldon, Building Inspector Snyder and Chief of Police Tyndal. Others present were: Messrs. Harold Roberts, W. F. Williams, T. E. Enz, Reuben Jamison, Lee Fmvler, T. C. Cork, R. K. Michaels - City Engineer, Roy Cone of Orlando Paving Company and representatives of the Orlando Sentinel and of the local press. The minutes of the adjourned meeting held on Tuesday - July 17, 1962, were approved as written. Mr. Reuben Jamison appeared before the Council and inquired what could be done about rubbish being dumped on certain of his properties, located near the Palms Inn Cafe in Lincoln Park. Mayor Bon Jorn and the Police Department were requested to investigate this matter. Mr. Williams, representing the Greater Clermont Chamber of Commerce, appeared before the Council and requested that the City clean up the Jaycee Beach area prior to the annual Labor Day Celebr~tion at the Beach. Mr. Williams further inquired of the Council if it was permissible lor the Chamber of Commerce .to operate,~oncession stands on the beach proper during the Labor Day week-end. Mr. Pool, Chairman of the Parks Committee, was directed to take care of the clean-up of the Beach area, and; motion was made by Mr. Pool, seconded by Mr. Bishop and unanimously carried, th~t the Chamber of Commerce be granted permission to operate qoncession stands at the Jaycee Beach during the Labor Day Week-end providing that it does not conflict with the contract betvlee}l the operator of the Jaycee Beach Restaurant and the City of/Clermont. . i Mr. Cork submitted a plan of a proposed addition to the Lake Highlands Hotel, in behalf of Mr. Herbert L. Rogers, to the Council, and requested that the Council consider this as a hardship case and grant 'a building permit for same. The matter was referred to the Building Committee for their study and recommendations. Chief Tyndal submitted his regular monthly police report~ which was accepted and ordered filed. Inspector Snyder submitted a report of building in the , City of Clermont for the month of July, which was accepted and ordered filed. - Sup't Sheldon reported that East Avenue was now ready for re-surfacing, and, that the 6" pipe ordered for the expansion of the water system had been received, but that the fittings had not yet arrived. Chairman Boyd reported that the B0ard of County Commissioners had accepted the bid of Orlando Paving Company to re-surface Hook Street, between Lake Shore Drive and Highway #27, at a cost of $.45 per square yard, if such was acceptable to the City of Clermont. Motion was made by Mr. Pool, seconded by Mr. York and unanimously carried, that the City Council of the City of Clermont accept the bid of Orlando Paving Company, jointly with the County Commissioners, for the re-surfacing of Hook Street. Clerk Johnson was directed to notify the County Clerk of this action. Mr. Pool, Chairman of the Parks Committee, reported that $1,820.00 in expenditures had been disbursed to date on the Center Lake Beautification Project, that $1,909.00 had been received in donations and that an additiunal $894.95 was needed to complete the proj,ect. Mr. York, Chairman of the Street Lighting Committee, r~ported that he had received a request for the installation of street lights at the corner of Osceola and Anderson Streets, the corner of Sheldon Place and Anderson Street, and one in between these two. He further recommended and moved that these installa- tions be authorized. The motion was seconded by Mr. Bishop and carried. ~ ~ Clerk Johnson opened bids for the re-surfacing of East Avenue, as follows: Orlando Paving Company = $.45 per square yard; Lando-Sun Paving Company = $.55 per square yard, Motion was made by Mr. Bishop, seconded by Mr. Pool and unanimously carried that the low bid of Orlando Paving Company be accepted, and Clerk Johnson was instructed to advise them of this action and issue the necessary work orde~ Clerk Johnson opened bids for a supply of galvanized pipe and fittings (domestic) for inventory, from the following: Adams:Supply Company of Ocala, Southern Pipe and Supply Co. of Orlando, Modern welding Company of Orlando, and Hughes Supply Co. of Orlando. Motion by Mr. Turville, seconded by .Mr. Bishop and carried, that the bids be turned over to the City Engineers, Michaels and Michaels, for their study and recommendations, and, that the Purchasing Agent be authorized to award the bids as recommended by the Engineers. Clerk Johnson opened bids on a new two-way radio system for the City, as follows: General Electric = $2234.60 installed; Motorola = $2968.00 installed. Motion was made by Mr. Turville, seconded by .Mr. Bishop and unanimously carried, that the low bid of General Electric be accepted, and Clerk Johnson was instructed to issue the necessary purchase order. Clerk Johnson read a letter from the Lake County League of Municipalities extending an invitation to the officials of the City of Clermont to attend their third quarterly meeting to be held in Tavares on Wednesday evening, August 15th at 6:30 P. M. Clerk Johnson was instructed to turn in reservations for the following officials: Messrs. Turville, Morse, Boyd and Pool. Clerk Johnson read a letter from Mr. Harry Hilton with regards the possibility of the City purchasing certain properties owned by Mr. Hilton and located near the Jaycee Beach. Clerk Johnson was instructed to contact Mr. Hilton and secure a price for such properties. Mr. Turville, Chairman of the Laws and Auditing Committee, offered for passage a RESOLUTION FOR STREET IrWROVEI1ENT AND SPECIAL ASSESSMENT, namely, MILLHOLLAND STREET, North of State Road ~O and South of Almond Street" Motion was made by Mr. POOl, seconded by Mr. Bishop and unanimously carried, that the RESOLUTION, as offered, be adopted. ~ ~ Mr. Turville, Chairman of the Laws and Auditing Committee, offered for passage a RESOLUTION TO FINANCE EXPANSION OF THE CITY'S WATER SYSTEM. Motion was made by Mr. Pool, seconded by I'1r. Bishop and unanimously carried, that the RESOLUTION, as offered, be adopted. Clerk Johnson submitted a petition from abutting property owners to pave East DeSoto Street, from Disston Avenue to Scott Street, and under the usual terms and conditions for such paving. Clerk Johnson submitted a petition from abutting property owners to pave East Juniata Street, from Disston Avenue to Scott Street, and under the usual terms and conditions for such paving. Motion was made by Mr. Pool, seconded by Mr. York and unanimously carried, that the petitions above mentioned for paving be accepted and the paving authorized. In connection with the paving of the above mentioned streets, the Counciili requested the City Engineers to make an investigation ~ ~ of adjoining streets in this area to determine if a water drainage problem might arise due to the paving, and report back, to the utreets Committee. 01erk Johnson submitted a sketch and cost of $19.45 for each unit, of Lite-Guard Reflective Barricades, as had been recommended by Sup't Sheldon. Motion was made by Mr. Pool, seconded by Mr. Bishop and carried, that the City purchase ten (10) of the barricades at a cost of $19.45 each. Motion was made by Mr. Bishop, seconded by Mr. Turville and carried, that the bills be paid. Motion by Mr. York, seconded by Mr. Turville and carried, that the meeting be adjourned until Tuesday, August 21, 1962 at 7:30 P. M.
