BOARD OF EQUALIZATION MEETING
A legally advertised meeting of the City Council of
~he City of Clermont, sitting as a Board of Equalization, was
held in the City Administration building on Tuesday - July 24,
1962. The meeting was called to order at 7:40 P.M. by Council
Chairman W. W. Boyd, who stated that the City Council would now
sit as a Board of Equalization to hear complaints, if any, per-
taining to the assessed values of properties as shown on the 1962
Tax Roll. Others of the City Council present, were: Messrs. Pool,
Turville and Bishop. Absent: Mr. York. Other City officials pre-
sent were: Mayor BonJorn, City Clerk JOhnson, and a representative
of Hunnicutt and Associates - City of Clermont appraisers.
Interested property owners present, were: Messrs. Czech, Pierce,
Maynard and Boswell.
Mr. Boswell spoke to the Board protesting the assessed value
of his property, Parcel # 578. It was the opinion of the Board
that the assessed value of Parcel # 578 was fair and equitable and
notreduction was recommended or made.
Mr. Czech spoke ,to the Board protesting the assessed valuation
of his property, Parcel # 806, and comparing the valuation of his
property with that of the Lake Highlands Hotel property. It w~s
the opinion of the Board that the assessed valuation of Parcel
# 806 was fair and equitable and no reduction was recommended or
made. Mr. Czech was advised, however, that the Lake Highlands Hotel
property was scheduled for a valuation review prior to the 1963 tax
roll.
Mr. Maynard spoke to the Board protesting the assessed valua-
tions on two of his properties, Parcels #'d 379 and 1033. Mr.Maynard
contended that Parcel # 1033 was assessed in value at excess of its
actual cost and that Parcel # 379 was entirely out of line with the
County assessed valuations. It was the opinion of the Board that
the assessed value of Parcel # 1033 was fair and equitable and ~o
reduction was recommended or made. Motion was made by Mr. Turville,
seconded by Mr. Bishop, that Parcel # 379 be reduced to $16,500.00,
and, that a review of property values in the downtown section be
made prior to the adoption of the 1963 tax roll. The motion carried
with Mr. Pool voting Naye.
Mr. Pierce appeared before the Board and protested the appraisec
value of certain of his grove properties, contending that recent
damage had not been taken into consideration. Hunnicutt & Associatef
representative advised Mr. Pierce that the cold damage had been takez
into consideration. The Board requested Hunnicutt ,& Associates re-
presentative to review the property and report back to the Board wit!
recommendations.
A letter was read from Mrs. Arthur Futch, protesting the increali
in assessed valuation on Parcel # 191-1 for improvements. It was thE
opinion of the Board that the increase was fair and equitable, and
no reduction was recommended or made.

A letter was read from Mr. Morton J. Barnes protesting the
assessed valuation of his property, Parcel # 1779, on the grounds
that the actual value of this property had decreased due to com-
mercial establishments in the area. It was the opinion of the Board
that the appraised value of Parcel # 1779 was fair and equitable,
and no reduction was recommended or made.
A letter was read from Mr. and Mrs. Albert Mechtold protesting
the assessed valuation of Parcel # 689-1. It was the opinion of the
Board that the assessed value of Parcel # 689-1 was fair and equit-
able, and no reduction was recommended or made.
A letter was read from Mr. J.J.Hillary protesting the increase
in assessed valuation on Parcel # 207 for improvements. It was the
opinion of the Board that the increase was fair and equitable, and
no reduction was recommended or allowed.
A letter was read from Mr. G.E.Kee~er protesting the assessed
valuation of Parcel # 1500. It was the opinion of the Board that
the assessed valuation was fair and equitable, and no reduction was
recommended or allowed.
A letter was read from Mrs. Thomas Smart protesting the assesse<
valuation of her grove properties, Parcels #'d 587 and 1854. It was
the opinion of the Board that the appraised value of Parcels #'d
587 and 1854 were fair and equitable, and no reduction was recom-
mended or allowed.
A letter Ras read from Mr. W. R. Copeland protesting the
assessed value of his property, Parcel # 1445, and making comparison
with other properties. It was the opinion of the Board that the
comparisons were not realistic, and that the assessed valuation was
fair and equitable and no reduction was recommended or allowed.
Mr. William Boyd protested the assessed valuation of Lots 1 to
9 inclusive; Lots 15 to 18 inclusive; Lots 21 to 23 inclusive;
all in Point Place. Mr. Boyd's protest was based on the comparison
of his property with Parcel # 952. Mr. Boyd demanded that his lots
be revalued to compare, on a square foot basis, with Parcel # 952.
Messrs. Bishop and Turvil1e were of the opinion that Parcel # 952
should be increased, and that possibly the value of Lots 1 and 2
of Point Place should be slightly reduced, but, that the other value:
protested by Mr. Boyd, should remain as a1re~dy agijusted. Mr. Pool
was of the opinion that Parcel # 952 should be raised, and that all
of the values protested by Mr. Boyd should be reduced. After con-
siderable discussion regarding the matter, Mr. Bishop stated that
inasmuch as Mr. York was absent, he was in favor of adjourning the
meeting until the entire membership of the Council was present, and
the matter be decided at that time. 'The meeting was not adjourned,
and Mr. Bishop stated that he was leaving the meeting, and immediate.

Motion was made by Mr.Pool that the Lots in Point Place be re-
duced as follows: Lots 3 to 9 inclusive; Lots 21 & 22, $1,800.00;
Lots 2,17 & 18, $2,000.00; Lot 15, $2,800.00; Lot 16, $2,400.00;
Lot 20, $14,800.00. Mr.Turville stated that the reductions proposed
in the motion were too drastic to be considered by him, and that he
was also leaving the meeting and immediately departed. As a quorum
of the Council, or, Board of Equalization, was no longer present,
