ADJOURNED MEETING

An adjourned meeting of the City Council of the City of
Clermont was held in the City Administration building on
Tuesday, July 17, 1962.
The meeting was called to order at 7:30 P. M. by Council
Chairman William Boyd with all members of the City Council
present. Other city officials present,were: Mayor Bon Jorn,
City Clerk Johnson, City Attorney Morse, Building Inspector
Snyder and Superintendent Sheldon. Visitors present were:
fIr. Newell Harper, Mr. Lauramore of Johns-Manville, and Mr.
Leslie Baron.
The minutes of the meeting held on July 3, 1962, were
approved as written.
Mr. Newell Harper appeared before the Council with the
request that he be permitted to construct" a business building
on Lot 26, Highlands Terraces. Mr. Harper was advised that
the lot in question was zoned for residences only, but that
if he wished he could apply for a zoning change and his
request would be referred to the Zoning Commission.
r1r. Leslie Baron appeared before the Council with the
request that they reduce the speed of traffic on East Avenue
during its construction, and that the street be sprinkled
when necessary. Mayor Bon Jorn was requested to instruct
the Police Department to patrol the street as often as possible
and to keep the speed of traffic at a minimum.
Maypr Bon Jorn reported that representatives of the Home
Owners Civic Improvement Association had inquired of him as to
if, and when, the traffic light would be installed~at the
intersection of Fifth Street and Highway 50. It was decided
that it would be best to have a new traffic count made before
making any definite decision on the installation of the light
and Clerk Johnson was requested to ask the State Road Department
to make the count.
Mr. Bishop reported that the Clermont-Minneola Elementary
School had requested that the city repair approximately seventy
five feet of sidewalk in front of the elementary school
buildings on Second Street. The matter was referred to the
Streets Committee for investigation and redommendations.
Mr. Turville reported that a request had been made by the
Clermont-Minneola High School that the city surface the street
entrance to the parking lot at the school. This matter
was referred to the Streets Committee for investigation and
recommendations.
, Motion was made by Mr. Pool, that the city appropriate
~1,250.00 to be used for the pumping of a sand shore line
at Center Lake. There was no second to this motion.
~r. York recommended, and moved, that the City have a
street light installed at approximately 720 Scott Street
on an existing pole.
Following a discussion of the off-grade sidewalk installa-
tion at 440 Minneola Avenue the matter was referred to the
Streets Committee for investigation and the necessary action
to correct any existing violations.
Clerk Johnson read a letter from ~IT. James C. Westbrook
of A.P. and R. K. Michaels, consulting engineers for the city,

wherein Mr. Westbrook recommended that the city award contracts
on the following bids:
1. One Deep Well pump and motor installed
Layne Atlantic Pump Company, 1107 ,South Orange Blossom
Trail, Orlando, at a bid price of $2,099.67.
2. 20,000 lineal feet of six inch Asbestos pipe at $1.30
per foot, to Johns-Manville, 101 Marietta Street, Atilianta 3,
Georgia, at a total price of $26,000.00
3. 4.5 tons of Mechanical Joint Fittings at $455.00 per
ton to U. S. Pipe and Foundry Co., 3300 First Avenue,
North, Birmingham 2, Alabama, at a total price of $2,047.50.
4. 55 6" gate valves and boxes at $68.24 each to James B.
Clow & Sons, Inc., National Works, Birmingham, Alabama,
at a total price of $3,753.20.
5. 35 Fire Hydrants at $125.05 each, to James B. Clow & Sons,
National Works, Birmingham 2, Alabama.
6. 2 8" Flow meters at $1.320.00 each to Hersey-Sparkling
Meter Co., 101 Marietta Street, Atlanta, Georgia, for
a total price of ~2,640.00.
7. 1 Chlorinator at $1,292.00 to 'wallace & Tierman, Inc.
P. O. Box 178, Newark 1, New Jersey.
Motion was made by Mr. Bishop, seconded by Mr. Turville,
and carried, that the City Council accept the recommendations as ,
made by Mr. Westbrook and that the Purchasing Agent issue
the necessary purchase orders and execute the necessary
contracts for the above named Water Department supplies and
equipment, and that the City Clerk be authorized to make
the best "deal" possible with Layne Atlantic Pump Company
whereby they would use certain equipment now owned by the city
in their installation of a new water pump.
Clerk Johnson read a letter from Mr. V. W. Moody protesting
the operation of Parking Meters by the city and enclosing a
check in the amount of Ten Dollars made payable to the city
with the proviso that the use of parking meters be discontinued.
Clerk Johnson was requested to advise Mr. Moody that, in the
opinion of the City Council, the best interest of the city
as a whole would not be served by the removal of parking
meters at this time, and to return his check.

Clerk Johnson read a letter from MIS Kay Libberton
requesting a Zoning change from R-l to C-l on Lots 6, 7 and 8,
Forty Pines. Clerk Johnson was requested to refer the request
to the Zoning Commission.
Clerk Johnson read a letter from Mr. John Aull requesting
a Zoning change from R-l to C-l on Lots 9 to 12 inclusive,
Forty Pines. Clerk Johnson was requested to refer the request
to the Zoning Commission.
Motion was made by Mr. Turville, seconded by Mr. Pool,
and carried, that the purchase of a hydralic pipe cutter be
authorized at a price of approximately $350.00.
Motion was made by Mr. Bishop, seconded by Mr. Turville,
and carried, that the necessary drain tile be purchased to
extend storm sewers around Center Lake.
Motion was made by Mr. Bishop, seconded by Mr. York and
carried, that the City Clerk obtain bids on new radio equipment
for the city and that application be made for a municipal
frequency.
Motion was made by Mr. Turville, seconded by Mr. Bishop, and

carried that the account in the amount of $3,'746.78 due
ftunicipal Code Corporation of Tallahassee, Florida, be paid.
Mr. Turville stated that he wou~d ~ike to have final
passage of Ordinance I-C considered at this time and moved
the rules be waived and that Ordinance Number l-C be read
a third time, by title only, and placed upon its passage.
The motion was agreed to unanimously and Ordinance Number ~-C
was read a third time by title only.
when the vote was taken on the passage of Ordinance NUmber
I-V the resu~t was: Y~AS: Turvil~e, Eoo~, York, Bishop and
Boyd. Total Yeas: 5. NAYS: None. '
So Ordinance Number 1-0 passed, tit~e as stated, and
Number 1-0 was assigned to it and ordered immediately placed
in the Ordinance bOOK and a copy posted.
Motion was made by TIr. Turville, seconded by Mr. 'York,
and carried, that meeting adjourn.
