REGULAR MEETING
Regular meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday -
June 5, 1962. The meeting was called to order at 7:30 P.M. by
Chairman William Boyd with the following members present: Pool
and Turville. Absent: York and Bishop. Other officials present
were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Carroll, City
Attorney Morse, Sup't. Sheldon, Inspector Snyder and Chief ef
Police Tyndal. Others present were: Mesdames Juliet Carrington
and J.J.Harris; Messrs. Kenneth Head, E. B. Garrison, W.H.
McQuistion, Michaels and Westbrook of Michaels Engineering Firm,
and representatives of the Orlando Sentinel and the local Press.
The minutes of the adjourned meeting held on Tuesday -
May 15, 1962 and of the Special meeting held on Friday - May 25,
1962, were approved as written.
Mr. Kenneth Head, representative of the Florida Telepho~e
Corporation, appeared before the Council with a request that they
be granted permission to install a telephone cable along DeSot.
Street, with the necessary man holes, in connection with their
new telephone building at the corner of DeSoto and Eighth Streets.
Motion by Mr. Pool, seconded by Mr. Turville and carried, that the
Florida Telephone Corporation be permitted to install undergDendd,
or underpavement, telephone cables on DeSoto Street under the super-
vision, specifications and final approval of the City Engineers,
A.P. and R.K.Michaels, and, that hereafter they make all contacts
and arrangements with said City Engineers.
Councilman Bishop arrived at this time.
Mr. E.B.Garrison appearea before the Council and explained
the use of time recording meters for use on equipment, and, a
Chart-A-Meter for use by the Water Department, which he was offering
for sale. Mr. Garrison was advised that the Council would give the
matter consideration at a later date and determine if such equipment
was needed by the City.
Mrs. Juliet Carrington read a prepared statement to the
Council, and requested that same become a part of the Minutes,
wherein it was stated that contrary to the opinion of some people,
Cooper Memorial Library had not operated at a deficit last year,
had not in other years, would not this year, or in the future.
Her written statement is made a part of these Minutes.
Mr. McQuistion appeared before the Council and stated that
the Clermont Recreation Club had done considerable work at Kehler
Park and had incurred expenses for material in the amount of $25.31,
and that it would be appreciated if the City would pay the bill.~
Motion was made by Mr. Pool, seconded by Mr.Bishop and carried,' that
the City pay the account of $25.3l,as requested by Mr. McQuistion.
Mr. Turville stated that he was willing that the account be paid
by the City, but, that in the future he would prefer that such re-
quests be made prior to the mating of expenditures. Motion was ~
made by Mr. Pool, seconded by Mr. Turville and carried, that in
the future, expenditures for minor maintenance at Kehlor Park,
including the buildings, be authorized by the Custodian of Kehlor
Park before being authorized by the Purchasing Agent.
Mayor BonJorn recommended that consideration be given to
moving the tennis courts located in Kehlor Park, to a new location,
and, that the space vacated be used for a parking lot. The matter
was referred to the Parks Committee and the Mayor for study and
recommendations.

Chief Tyndal submitted his monthly report, which was accepted
and orderea filed.
Building Inspector Snyder submitted his monthly report on
building, which was accepted and ordered filed.
Sup't. Sheldon reported on the number of hours which the
water pumps had operated, and recommended that a new fire siren
be purchased. The request for a new fire siren was referred to the
'Mayor for study and cost estimates.
Mr. Boyd, Chairman of the Water Committee, reported that
City Engineers were now making recomm~ndations pertaining to.
water distribution system expansion, and that the Water Comm~ttee
would make definite recommendations in the near future. Mr. Boyd
further reported that City Engineers would make a cross-section
report and recommendations regarding the re-surfacing of East
Avenue.

Councilman Turville inquired of City Attorney Morse if the
City retained easements where utility lines existed, when per-
manently closing streets. City Attorney Morse advised Mr.Turville
that such easements were retained when necessary.
Councilman Tur~lle recommended that Chairman Boyd request
City Clerk Johnson to write to the local Planning Commission and
extend to them the Thanks of the Council and the Mayor, for the
recommendations recently made to the Council pertaining to traffic
control in the City, and, to assure them that such recommendations
would have consideration. Councilman Turville further recommended
that, in connection with the recommendations made by the Planning
Commission, the Streets Committee make a study of Eighth Street,
from Highway # 50 to DeSoto Street, with the possibility in mind
of eliminating parking on the street and the removal of a part of
the island just south of DeSoto Street. The matter was referred
to the Streets Committee for study and recommendations.
Councilman Turville recommended that, during the summer
months, Mrs. Dorothy Koester, the police radio dispatcher, be
allowed Saturday afternoons off, and that she be replaced during
that time by one of the police patrolmen or by Mr. Fullwood. The
matter was referred to the Mayor with the authroity to take the
necessary action provided that he considered the recommendation
advisable.
Clerk Johnson read a letter from Captain Muraro to Mayor
BonJorn, pertaining to the formation of a National Guard Unit in
Clermont. The Council recommended that the Mayor send copies of
the letter to the American Legion, the Veterans of Foreign Wars,
and Mr. G.Y.Middleton, with the suggestion that they give the matter
serious consideration.
Clerk Johnson advised the Council that Mr. Richardson,
operator of the Jaycee Beach restaurant, had requested that his
lease, from the City, on the reataurant, be extended for twelve
months. Motion was made by Mr. Bishop, seconded by Mr. Turville
and carried that the lease from the City of Clermont to Mr. and Mrs.
Richardson, on the Jaycee Beach Restaurant, be extended for twelve
months.

Mr. Turville of the Laws and Auditing Committee, presented
for passage a proposed Ordinance Number I-M, the same being,
"AN ORDINANCE ABANDONING AND VACATING ALL OF GOBLE STREET AND
FRACTIONAL ALMOND AND SCOTT STREETS AND PROVIDING OTHER MATTEaB
RELATING THERETO," and the Ordinance was read in full the first
time and the Chairman referred same to the Streets Committee.
Mr. Bishop of the Streets Committee stated that this Ordinance
was prepared at the direction of his Committee by the Laws and
Auditing Committee and City Attorney Morse, and asked that same
be taken up at this time. Mr~ Pool moved that the rules be waived
and that Ordinance No. l-M be read a second time by title only.
The motion was agreed to unanimously, and Ordinance Number I-M was
read a second time by title only. Motion by Mr.Turville, seconded
by Mr. Pool and carried, that the third reading of Ordinance N0.
I-M be deferred until such time as construction of the proposed
shopping center, to be located in the area between Highland Avenue
amd State Road # 50, and Scott Street and Bloxam Avenue, had started
Mayor BonJorn advised the Council that Section III of the
Southern Standard Building Code, under which Clermont operates,
required the establishment and appointment of a Board of Adjustment
to hear appeals from decisimns made by the Building Inspector.
The matter was referred to the Laws and Auditing Committee for study
and recommendations as to the persons to be appointed.
Motion made by Mr. Turville, seconded by Mr. Bishop and
carried, that the bills be paid.

Clerk Johnson recommended that the City purchase a
drinking rountain to be installed at the Jaycee Beach. Motion
was made by Mr. Pool, seconded by Mr. Turville and carried, that
the purchasing agent be authorized to purchase and order installed,
a drinking rountain at the Jaycee Beach. The matter was rererred
to the Parks Committee ror recommendations as to the type and cost
or rountain to be purchased.
Motion by Mr. Turville, seconded by Mr. Pool and carried,
that the City Clerk purchase new Ordinance - Resolution - and
Minute Book binders, with pages consecutively numbered; that
all ordinances which will in any way amend the Code,contain pages
numbered l-C etc. and that ordinances of a general nature, not
amending or adding to the Code, have pages numbered l-M etc.; that
all Resolutions be written on consecutive numbered pages, numbered
l-R etc., and that this system be put into errect i~ediately ;
that beginning January 1, 1963, all Minutes be written on con-
secutive numbered pages designated, Minutes - I etc..
The meeting was adjourned to an executive session at the
request of Councilman Turville for the purpose of discussion
of City personnel.
At the conclusion of the executive session, motion was made
by Mr. Bishop, seconded by Mr. Turville and carried, that the
meeting be adjourned until June 19, 1962 at 7:30 P.M.
