05-15-1962 Adjourned Meeting ~ ~ ADJOURNED MEETING An adjourned meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - May 15, 1962. The meeting was called to order at 7:30 P.M. with all Council members present. Other officials present were:: Mayor BonJorn, Cler~ JOhnson, Deputy Clerk Carroll, Attn'y. Morse, Sup't. Sheldon, Inspector Snyder and Chief of Police Tyndal. Others pre~ sent were: Messrs. Jimmy Westbrook, Dr. T.D.Weaver, and F.B.Innis. Mesdames Billie Beeryman and Juliet Carrington and representatives of the 9rlando Sentinel and the local Press, were also present. The Minutes of the regular meeting held on Tuesday - May 1, 1962, were approved as written. Dr. Weaver appeared before the Council and requested per- mission to install a radio transmitter at the Police Station, with the understanding the Police Dep't. would operate it. The purpose of the transmitter would be to make contact with doctors and ambul-. ances when they could not be reached by telephone. Dr. Weaver stated that at the present time, Dr. Rester, Kurfiss Funeral Home and him- self were the ones interested in purchasing the unit, but that other doctors could be included in the system if they desired. The matter was tabled for discussion later in the meeting. Mr. Jimmy Westbrook, of Michaels and Michaels - Consulting Engineers, spoke to the Council and offered his service where and when needed. Mr. Westbrook wqs requested to meet with the Mayor and the Council on Tuesday, May 22, 1962 at 10:00 A.M. in order that they might discuss some of the problems of the city. Mr.Westbrook agreed to be present. Mrs. Carrington made a few remarks to the Council pertaining to Cooper Memorial Library operation.. Following her remarks, Mrs. Carrington introduced Mrs. Berryman. Mrs. Berryman submitted the 1960-1961 Audit of the Library operation, and explained each expense item. Mrs. Berryman most earnestly requested that the City Council make every effort to increase the city's financial assistance to the Library in the preparation of the 1962-63 Buaget. Mr. Innis, Chairman of the Planning Commission, gave a report on the Commission's pregress todate. Mr. Innis stated that a land- use map was necessary for their work and that work was underway on this project. Mr. Innis further stated that some funds would have to be made available to the Commission in order for them to do their work properly. Recommendations from the Commission pertaining to traffic control in the City, were als.o submitted. A copy of the report in full appears immediately following these Minutes. Mr. Sheldon, City Sup't., reported on the number of hours which the water pumps were operat~ng, and stated that it was about normal for this time of the year. Mr. Bishop, Chairman of the Streets Committee, reported on side- walks in need of repairs. The sidewalks in question being on 5th Stree1 between Montrose and Minneola, and, on Montrose between Lake Avenue. and 7th Street. Mr. Sheldon was requested to prepare an estimate of the cost of the proposed repairw. The matter of the low water in the Canal under the Lake Winona bridge was discussed, and Mr. Sheldon was requested to investigate the situation. Mr. Pool, Chairman of the Parks Committee, reported that beauti- fication planting had been completed at the cemetery and the ball park. Mr. Pool recommended that the necessary nets be purchased for the tennis courts in Kehlor Park, and, that Mr. Cotton be engaged as a life-guard at the Jaycee Beach for the summer season. Motion wam made by Mr. Bishop, seconded by Mr. Pool and carried, that tennis nets be purchased as recommended. Motion was made by Mr. Pool, seconded by Mr. Turville and carried, that Mr. Cotton be engaged as a life- guard for the summer season. ~or BonJorn recommended that the aluminum boat owned by the city be placed at the Jaycee Beach to be used as a rescue boat. The matter was tabled pending recommendations of the l!fe-gUard. Mr.Pool reported that larger pumping equipment was being moved to Center Lake. ~ ~ ( Clerk Johnson read a letter from Municipal Code Corporation \ requesting information as to the number of copies of specified ordinances required. It was determined by the Councim that no copies were needed. Motion ~as made by Mr. York, seconded by Mr. Pool and carried, that city trucks be insured against collision, $100.00 deductible, with Olivenbaum Insurance Agency. In reply to a written request from Mr. Marvin Styles, Super- vising Principal of Clermont Public Schools, motion was made by Mr. Turville, seconded by Mr. York and carried, that Mr. Styles be granted permission to use the lake area west of the dock at the Jaycee Beach, for the swimming instruction program this summer. Mr. Turville requested that !"Ir. Styles be advised of the location of the deep hole in the area. Clerk Johnson read a letter from Hunnicutt and Associates, advising the Council that no reduction of property valuation was recommended for the down-town area on Montrose Street, and further advising that all citrus groves had fully recovered from cold damage and had, therefore, been assessed at their original value. Clerk Johnson read a letter from Mrs. Bessie Dillon complaining about the condition of East Magnolia Street, as well as several other matters. Mayor BonJorn was requested to reply to Mrs. Dillon's letter .' Motion by Mr. Turville, seconded by Mr. York and carried, that the City Council sit as a Board of Equalization on Tuesday - July 24, 1962 at 7:30 P.M. in the City Administration Building. .Clerk Johnson advised the Council that Mr. A.C.Harkee would like to know if the City would be interested in leasing lime rock deposits. The Council agreed that they were not interested. Sup't. Sheldon was requested to replace the barrier around the septic tank at the Jaycee Beach. The Chairman of the Council recessed the meeting so that the Council could sit in executive session. EXECUTIVE SESSION The application of Dr. Weaver requesting permission to install a radio transmitter at the Police Station, to be operated by Police Department personnel, and to be used by Drs. Weaver and Rester, Kurfiss Funeral Home and any other doctors if they desired, was dis- cussed and considered. At the conclusion of the discussion, the matter was referred to Mayor BonJorn for further investigation and recommendations. End of executive session. The Chairman called the meeting back to order at the end of the Executive Session, and stated the next order of business was the application for a building permit filed by Mr. Rogers for the Lake Highlands Hotel. After discussing same, Mr. Pool presented the following motion: "Moved that a building permit based on the application be granted." Mr. Boyd turned the gavel over to Mr. Turville, Vice-President of ,the Council, so he could preside.. Thereupon Mr. Boyd seconded the motion of r~. Pool. The question was called for on a roll call vote. The following voice votes were cast on the motion: AYES: Charles Pool,Jr. and W. W. Boyd. NAYES:' Harold S. Turville, John C. York and Clarence Bishmp, where- upon the Vice-President of the Council declared the motion failed to pass. Mr. Turville then returned the gavel to Mr. Boyd who then took charge of and presided at the meeting. DRAFT OF RECOMMENDATIONS REGARDING TRAFFIC FLOW IN CLERMONT -- The Clermont City Planning Commission recommends that the Clermont City Council seriously consider the follow- ing actions to improve the traffic flow in Clermont: -- ., (1)" Designate 5th Street as a one-way street northbound from State .Highway 50 to its intersection with Minneola Avenue, because (a) crossing State Highway 50 southbound on 5th Street is becoming increasingly hazardous, owing to' its being an uphill stop and poor visibility from a legally stopped position (hazard is enhanced by parking.of vehicles within the property lines of filling station on both sides of 5th Street on the north side of the intersection); (b) visibility from south side of intersection of 5th Street and Highway 50 is far better than that from the north side, owing to elevated position of vehicle on hillside descending to intersection from the south; (c) diagonal and parallel parking of vehicles on 'east side of 5th Street in the block between Montrose Street and DeSoto Streets creates a traffic hazard which becomes more difficult to negotiate as length and width increase: (d) and a driver survey indicates that drivers of vehicles in Clermont recognize the hazards cited above.. (2) Designate 7th Street as a one-way street southbound from its intersection with DeSoto Street to State Highway 50 because (a) 7th Street is a 24-foot street where parking is authorized on the west side of the street, thus leaving inadequate space for safely passing oncoming vehicles: (b).and 7th Street intersects with State Highway 50 in such manner that visibility is unimpeded and safe, with no necessity of partly entering the highway in order to see oncoming vehicles in either direction: (3) Designate no parking at any time on either side of 2-way streets of width of 24 feet or less, because (a) such parking causes safety hazards in passing parked vehicles, especially where a street curves, as at 5th Street and Minnehaha Avenue and on Minnehah~ Avenue between 3rd and 4th Streets. ~ (4) Designate no parking at any time on the 2-way section of 8th Street between DeSoto Street and State Highway 50, because (a) increasing parking on both sides of 8th Street makes it impossible for drivers to stay in their proper driving lanes, especially at the decided curve opposite the hospital; (b) and adequate parking space is available for vehicles belonging to hospital visitors on the north- bound, one-way section of 8th Street and on Juniata Street; (c) and such action would not interfere in any way with access to the hospital of emergency vehicles, such as an ambulance or vehicle containing a patient. ~
