01-16-1962 Adjourned Meeting ~ .~ :>0 ~ i i'f t ~ A~DJOURNED MEETING An adjourned meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - January 16, 1962. The mmeting was called to order at 7:30 P.M. by Council Chairman, W.W.Boyd, with the following members present: Turville, Pool and York. Absent: Bishop. Other officials present were: Mayor Bo~~orn, Deputy Clerk Carrqll, Sup't. Sheldon, Building Inspector Snyder and Chief of Police Tyndal. Others present were: Messrs. R.L.McConnell, representing the Home Owners Civic Improvement Association, and Herbert L. Rogers of the Lake Highlands Hotel. A representative of the local Press was also present. The minutes of the regular meeting held Tuesday - January 2, 1962, and of the Organizational Meeting held on the same date, were read and approved. Mr. Rogers appeared before the Council with the request that they give consideration to his application for a building permit to make an addition to the Lake, Highlands Hotel, which had been recently turned down by the Zoning Board of Adjustment. Mayor BonJorn recommended that the Council take this request under serious consideration. Chairman Boyd advised Mr.Rogers that a report had not been received from the Zoning Board of Adjustment, and, that when such report iS,received, the Council will consider the matter and Clerk Johnson will notify Mr.Rogers as to any action which might be taken. Inspector Snyder advised the Council that it had been the practice in the past to issue building permits "Gratis" for schools, churches and fraternal and veteran organizations, and, that he recommended that all future building permits including electrical and plumbing permits, be charged for. Motion by Mr. Turville, seconded by Mr. Pool and carried, that no "Gratis" permits, including building, electrical and plumbing, be issued in the future. Chairman Boyd advised the Council that all Standing Committees, with the exception of the Building Committee which he had previous~y appointed, would function the same as in the past year. Chairman Boyd reported that there had been some damage - to city streets caused by the recent freeze, but that it was too early to determine to what extent the damage amounted to,. He further reported that he had been unable to meet with Sup't. Sheldon to prepare the necessary ppecifications for the re-surfaci. of Hook Street, however, they would do so in the very near future. Mr.Pool, Chairman of the Parks Committee, requested that the Council appropriate enough money to promote a beautification program for Kehlor Park, and, suggested that grass seed be pur- chased and sown immediately. Motion by Mr. York, seconded by Mr. Pool and carried, that the purchasing agent be authorized to pur- chase the necessary grass seed for immediate seeding at the Park and that Mr. Pool prepats enb~~timate of cost of planting shrubs and flowers at the Park'At~ ~n~ Council at the next meeting. Mr. Pool further moved that the curbing on Broome Street and East Avenue adjacent to the Municipal Ball Park and covering the driveway approaches to the Ball Park, be removed and the area between bhe curb and the fence be clayed. The motion was seconded by Mr. Turville and carried. Thereupon the Clerk was instructed to issue a work order for same to Sup't. Sheldon. Mr. York, Chairman of the Street Idghting Committee, re- ported that he had called a meeting of the Committee to meet with Mr. Forrest Colegrove of the Florida Power Corporation, with re- gards to certain changes and/or additions to street lighting in ' the City, and would report back to the Council at the next meeting Chairman Boyd reported that a map showing the engineer's recommendation for the City's water system expansion program had been forwarded to the South-Eastern Underwriters Association for their study and recommendations. Chairman Boyd further reported that he would call a special meeting of the Council in the very near future with re- gards to making certain changes in the proposed codification ordinance before its final adoptiono .- Deputy Clerm Carroll read a letter from Mr.Karl Lehmann of the Lake County League of Municipalities, inviting the Council to attend the first meeting of the League of 1962 to~e held in the Community Building at Mt. Dora on Wednesday, January 17th. Deputy Clerk Carroll was instructed to phone in reservations for 4 Councilmen and Mayor BonJorn. Deputy Clerk Carroll read a letter from the Home Owners Civic Improvement Association wherein they recommended,that the Council proceed with the installation of a traffic signal at the intersection of 5th Street ~d Highway 50, as quickly as possible. No action was taken and the letter ordered filed. Deputy Clerk Carroll submitted a bill from Mid-Florida Public Service Company in the amount of $6,025.00 for engineering services todate. Motion by Mr. Turville, seconded by Mr. York and Carried, that payment of this bill be deferred until report and recommendations had been received back from South-Eastern Underwriters Association. Motion by Mr. York, sedonded by Mr. Pool and carried, that Councilmen Boyd and Turville and Sup't. Sheldon make an in- vestigation of the water drainage problem existing at the dead- end of Sunset Drive and at the dead-end of 7th Street at Lake" Winona, and report their recommendations for action to the Council at. their next session. At the recommendation of Councilman Turville, Clerk Johnson was instructed to issue a work order to have reflectors installed on the nobth end of the island separating 8th Street, near the hospital, and, on the north end of the island separating East Avenue, just off Highway # 50. Clerk Johnson was instructed to contact Mr. Joe Mims of the State Road Department to meet with the Council in an endeavor to correct the hazardous parking condition which exists on High- way # 50 in front of Kidder's Restaurant. Mayer BonJorn submitted a scale showing a24 hour average traffic count of 1961 on highways throughout Lake County, and urged that the Council study same and possibly prepare a ResolutioI to present to the State Road Department when making up the Road Department's Budget for the next fiscal year, promoting the 4- laning'of Highway # 50 westward from Winter Garden.
