01-02-1962 Regular and Organizational MeetingREGULAR MEETING Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - January 2, 1962. The meeting was called to order at 7:35 P.M. by Chairman Clarence Bishop, with all Council members present. Other officials present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Carroll, City Attn'y. Morse, Sup't. Sheldon, Inspector Snyder, Chief of Police Tyndal and Municipal Judge Tryon. Others present were: Mr. Wm. E. Pennington and a representative of the local Press. Mr. J. K. Tryon, Judge of the Municipal Court, appeared before the Council and expressed his Thanks and appreciation for the splendid cooperation he had received from City officials during the past year. Mr. Pennington, a city employee, appeared before the Council with a request that the Council allow him an advance on his earn- ings in the amount of $125.00. Mr. Pennington was advised that this was not permissable by the City, however, Mayor BonJorn advised that the Police Department had a special fund and would accept Mr. Pennington's request. Chief of Police Tyndal submitted his regular monthly police report for the month of December, and, a resume of police reports for the year 1961, which was accepted and ordered filed. Building Inspector Snyder submitted a report on building for the month of December which totaled $140,095.00 for permits issued, and, a resume on building permits issued for the year of 1961, which totaled $1,461,503.00. Mr. Snyder's report was accepted and ordered filed. Clerk Johnson reported that the assessable figures for the paving of Lake Shore Drive, west of 12th street, for an assessable footage of 2468 was $3.4387 per foot. Motion was made by Mr.Turville seconded by Mr. Pool and carried, that the City Attorney prepare a RESOLUTION levying paving assessments against the property abut- ting that portion of Lake Shore Drive recently constructed. Clerk Johnson read the following listed communications: A copy of a letter from Col. George VanNostrand to the Zoning Board of Adjustment pertaining to an application for an addition to Lake Highlands Hotel, made by Mr. Herbert Rogers; A letter from Mr. Anson J. Hopkins expressing the Thanks of the Clermont Recreation Club for the new shuffleboard courts constructed by the City; A letter from Mr. Karl Duncan,representing the Board of Lake County Commissioners, requesting that City Attorney Morse prepare the -.ne- cessary specifications for the re -surfacing of Hook Street, in` order that the work might be advertised for bids. Motion was made by Mr. Turville, seconded by Mr.York and carried, that Councilman Boyd and Sup't. Sheldon prepare the necessary specifications for the re- surfacing of Hook Street. Motion was made by Mr. Turville that the proposed ORDINANCE pertaining to theteddiffic4t onkof City Ordinances be read the second time by Title only. The motion was seconded by Mr. York and unani- mously carried. After the second reading of the proposed Ordinance by title only, Mr. Turville moved that the proposed Ordinance be read a third time and placed upon its passage. The motion was se- conded by Mr.Pool and upon roll call vote, Mr. Boyd voted,Naye. Therefore the final reading of the proposed Ordinance was tabled until the next meeting of the Council. Motion was made by Mr.Turville, seconded by Mr.Pool and carried, that the bills be paid. Sup't.. Sheldon was requested to install "Slow Down - Children at Play" signs on Pitt Street, adjacent to the Colored Beach, and, a "Slow" sign on Lake Shore Drive, west of 12th Street. Motion by Mr. Boyd, seconded by Mr.Turville and carried, that meeting adjourn. Clarence Bishop, C a rman ORGANIZATIONAL MEETING City Clerk A. M. Johnson administered the oath of office to JOSEPH BONJORN, as Mayor, and CLARENCE BISHOP and JOHN YORK,. as Councilmen. Mayor BonJorn called the meeting to ordered and stated that the first order of business was the nomination and election of a Chairman of the Council for the ensuing year. Mr. Harold Turville was nominated for the Council Chairmanship by Mr. Bishop. Mr.Boyd was nominated for Chairmanship of the Council by Mr. Turville. There being no further nominations, a secret ballot was taken and City Clerk Johnson declared Mr. William Boyd elected as Chairman of the Council for the ensuing year. After being seated as Chairman of the Council, Mr. Boyd stated that the next order of business was the nomination and election of a Vice -Chairman. Mr. Turville was nominated for the Vice-Chairmanshi of the Council by Mr. Pool. Mr.York moved that the nominations be closed and that the Clerk cast an unanimous ballot for Mr.Turville as Vice -Chairman of the Council for the ensuing year. The motion was seconded by Mr.Pool and unanimously carried. Chairman Boyd stated that the next order of business was the appointing and hiring city employees, and, that the Council would go into an executive session for this purpose. EXECUTIVE SESSION Motion was made by Mr.Turville, seconded by Mr.Bishop and unanimously carried, that A.M.Johnson be appointed as City Clerk, Tax Assessor,Appraiser, and Ex -officio Tax Collector, at his present salary; that Irving F. Morse be appointed as City Attorney at his present retainer; that J..K. Snyder be appointed as Building Inspector and City Health Officer at his present salary; that A. L. Sheldon be appointed as City Sup't., at his present salary, and, that all other city employees be re- hired at their present wage or salary. Chairman Boyd advised all city employees and officers that they had been -re -appointed and/or re -hired at their present salaries Mayor BonJorn administered the oath of office to J.K.TRYON, as Municipal Judge, and, PRENTICE TYNDAL, as Police Chief. Motion was made by Mr.Turville, seconded by Mr. Pool and carried, that George Brooks, Art Guenther, J. 0. Loesch, F.B. Innis and Charles B. Roe, be re -appointed to membership on the Zoning Board of Adjustment, for a term of one year. Chairman Boyd appointed Councilmen York, Bishop and Turville, to membership on the Bui&ding Committee, the first named to serve as Chairman. Motion was made by Mr.York, seconded by Mr.Turville and carried, that authorization to the City Clerk and Finance Officer be granted as follows: 1. That the Citizens Bank of the City of Clezmont and the First Federal Savings and Loan Association of the City of Clermont be designated as depositories for City of Clermont funds, and that the withdrawal of such funds from the Citizens Bank of Clermont shall be made by checks signed only by the City Clerk or in his absence, the Deputy Clerk. 2. That the City Clerk is hereby authorized to open savings accounts for idle funds of the City of Clermont or invest such idle funds in the Citizens Bank of Clermont or First Federal Savings and Loan Association of Clermont and that such institutions are hereby authorized to act without further authorization in ac- cordance with the writings of the City Clerk of the City of Clermont unless and until further notified. 3. That the City Clerk be authorized to transfer funds ffom one account to another as may become nedessary. 4. That the City Clerk be authorized to withdraw from the Interest and Sinking Fund and deposit in the Bond and Coupon Account the funds necessary to retire bonds and interest as they become due. 5. That the City Clerk be authorized to purchase City of Clermont bonds at par or less when.such bonds are offered for sale to the City and when funds are available for such purchases. 6. That the City Clerk be authorized to pay all salaries and wages of city employees as set by the City Council and as pro- vided for in the 1961-62 bydget, and to pay such accounts as Social Security taxes, withholding taxes, employeeeinsurance and any other account where the discount period expires prior to the next meeting of the City Council and to make payment along with interest on all loans, mortgages and contracts made by the City of Clermont, as -they fall due. A general discussion took place pertaining to the Ordinances of the City of Clermont, which are in the process of being codified. Chairman Boyd brought to the Council's attention that parts of these Ordinances, m111 he considered duplications. Motion was made by Mr. Turville, seconded by Mr. York and carried, that City Attorney Morse compile a list of all SPECIAL ACTS; and 1961 GENERAL STATUTES that the City of Clermont needs, and that two sets of the GENERAL STATUTES be ordered at once, and that the SPECIAL ACTS be ordered as soon as the list is compiled. When the STATUTES are obtained, one set shall be kept in the City Hall at all times and one set kept in the Police Dept. and Muni- cipal Court. When SPECIAL ACTS are obtained, they shall be kept in the City Hall at all times unless needed in the Municipal Court and,when taken out, shall be returned immediately. Chairman Boyd called the Council's attention to the possibi- lity that the boat house constructed by Mr. W. 0. Boone and the one now under construction across Lake Shore Drive from Middleton Park by John Parks, might be outside the city limits and Clerk Johnson was requested to check into the matter.
