A regular meeting of the city C.uncil of the City of
Clerm.nt was held at the city hall Tuesday, Oct.ber 16,
1956.
~le meeting was called t. erder by Council Chairman
Harold Turville at 7:30 P. M. with all C.uncil members
present. Others present were Mayer B.yd, City attorney
Morse, Supt. She ldon, Mr. Pre stC;tn Maynard, Mr. Fred Wolfe h";,'"
Mr. Howard Young and Mr. Harry Br~wn.
The minutes of the meetings held September 18, 1956 and
Oct.ber 2, 1956 were read and approved.
Mr. Heward Young sp(j)ke tfi the Council in regards t(j) a
preposed Zoning law for Lake Ceunty to be 0ffered to the
legislature at its next sess~~n. Mr. Young strongly urged
that the city support this pDop~sed law and that a Resolution
be passed endorsing same.
Mr. Meeker stated that he w~uld prefer that the city attorney
read and affer an .pinien en the proposed law before such
a Res.luti~n as the one requested was offered. The matter
was tabled until City attorney Morse CQuld re,pfDrt ~n the matter.
Mr. Howard Yeung stated that he had been requested by the Garden CIJ
Club to str.ngly urge the city t. make every effgrt te have
all city property along highway 50 properly cleaned and te urge
that the Ceunty take similar steps with its property.
Mr. Yeung was assured that the city wauld cooperate in every
way possible but was alse told that due to recent heavy rains
that city crews would be very busy en street repairs for seme
time to c~me and that the repairs to streets must c~me first.
Mr. Grant informed the Council that the Garden Club had
requested permission fer the use ef a part of the city park en
the Nerth side of center lake fer a ~ativity scene.
Motion by Grant, secended by Jensen that the request of the
Garden Club be granted and that they be permitted' to use
the necessary part of the park in question for Nativity
scene.
Mr. Presten r~a:vnard again appeared before the Ceunc'il
with regards water rates as applied te duplexes. Mr. Maynard
made cemparis~n (j)f water rates as applied to duplexes against
apartments and eut-side-ef-the-city property. Mr. Preston Maynard
stated that he ceuld not understand why he sh.uld be expected t.
pay a higher rate fr'r wa tel" than users ~utside of the city.
Mr. Maynard was assured that the matter w~uld be given further
consideration.

Clerk Johnson informed the CotIDcil that he had received a
deed from Glenn Middleten fer street rightofways in Middleton
Park, a proposed subdivis~\on in Clermont, and asked if the
deed should be recorded prier t$ the streets in question
having been paved. Clerk Jehnson was instructed te hold the
deed without being recorded until such time as all streets
within the prGposed subdivision had been pra>perly paved.
Clerk Johnson read a letter frtam Sun Chevrolet Cempany
stating that the 1957 Chevrolets w~uld not be shown until
Friday &f this week and that, therefare, prices not being
available, he was unable to make a bid on the sale ef a
Police car. Said Sun Chevr01et C~mpany assured the Ceuncil
that they would be happy te offer their bid as Sll)on as
prices were available.
Clerk Johnssn read a letter from Mrs. Johnsen, President
gf the Garden r.lub, wherein Mrs. Jehnsen thanked the city
for its cooperatien and also the return ef twenty five
dollars paid to the city by the Garden club for mGwing
certain lots under lease to the Garden club.

Clerk Johnson read a letter frQm Mr. Robert Nidy, wherein
Mr. Nidy made an offer to construct theree shuffle boards
for the city at a total price of $910.64. Inasmuch as
only $750.00 had been allocated fer this purpose, Mr. Grant,
chairman f!)f the Parks Ccmmittee, was requested te obtain
additi~nal bids.
Clerk Johnson asked fer clarification of paragraphs
(a) and (b), section 1.03 of the Electrical cede ef the
city as it pertains to allowing a person t~ wire their
own pers$nal property. Clerk JehnsGn was informed that
a person c~uld wire their on property only after cQmplying
with all terms sf the code including passing the examination
and .,btaining a certificate sf c~mpetency, having a city
eccupatienal license, posting @f necessary $5,000.00 surety
bond, ~btaining necessary permits, and/er fer all practical
purposes being a licensed Electrical contract~r.
Clerk Johnson informed the Council that he had been requested
by Bowman & Brown, agents fer L. H. Woodruff apartment hGuse,
to waive the 1.00 per apartment charge on water bills due tQ
the fact that nGne of the apartments were rented er would
be effered fer rent until such time as they were repaired;
that it was impossible te have the service discontinued
due te the fact that the building occupied by Woodruff I'ecan
Company was serviced by the same meter.
Clerk Johnson was instructed t~ advise Bowman & Brown that
the $1.00 additional apartment charge would be made
regardless of whether or not the apartments were rented or
even offered f.r rent and the only alternative weuld be for
Btlwman & Brown t. have a water meter installed t~ service
Woodruff Pecan Company company and in that case the water
service to the apartment house could be discQntinued and
the additional ~p8rtment charges eliminated.
Clerk Johnsen informed the council that 1955 pers~nal
preperty taxes assessed against certain perso~s or property
were unc~llectable due to those persons new being out of
business, having moved from the city or being deceased, or
due t~ having been assessed through errQr. Those taxes in
question are tax statement #1794 in the amount of 3.20~
t~x statement #1513 in the amount of 3.20, tax statement
.,~1653 in the amount or 6.40, tax statement #1532 in the
amount of 15.21, tax statement #1561 in the a~cmnt of 4.01,
tax statement #1572 in the amvunt of 22.40, tax statement
#1701 in the amtrunt elf 1.60 and tax statement #1602 .in the
am"mnt of 4 .01.
Mati.m was made by Meeker, secGnded by Jensen and carr-ied that
the tax cGlleBtor be authorized to cancel the ab@ve listed
persenal property taxes fer 1955 as same had been assessed
through errer er were now unc01lectable.

Mr. Shelden informed the Council that an additienal area
ws.s badly needed fer the c()l1structien ~f the city barn and
sterage facilities and that if It>ts~8-9-l0, Bleck 119,
Jlihns~n's Replat CQuld be purchased they wWiuld give the cit.y
the required area. A general discussion fellewed regarding
the ma tter. It was agreed that the city should obtain t!le
l~ts in questieln and Chairman Turville appointed as a
Spec~al Cemmittee Mr. D. N. Meeker and Mr. Harley ~eAls
and they were given the auth~rity t. have the pr~perty
appraised by tW8 disinterested by qualified appraisers, and
to have the necessary survey made of the lets.
Clerk Johnsf>n read a notice ttl be published in the
lecal paper October 19, 26, Ne Ember 1 and 8, 1956,
pertaining to the closing of that fractitlna1 part of
DeSote stre et lying Wes t 6)f 12th street.

carried. Mr. Meeker then moved that the rules be
waived and that the ordinance be read the second time
by title. The m~ticn was seconded by Mr. Beals and
unanam~usly carried. After the second reading of the ~rdinance
by title ~n1y, Mr. Grant m0ved that the rules be further
wai ved and th t the ordinance be placed upen its passage.
The m~tion was seconded by Mr. Jensen and unanam~uRly
carried. Thereupon the ordinance was read in full the
third time and upon roll call vote the ayes were ~~eeker,
Jensen, Beals, Grant and Turville. Nays: none. Absent
None.

CITY OF CLERMONT, LAKE COUNTY, FLORIDA, FOR THE YEAR OF
1956;'PrtOVIDING A BUDGET OF EXPENSES FOR THE FISCAL YEAR
OF r956-l957 AND MAKING APPROPIATIONS THEREFOR.
The motien was secended by Mr. Meeker and unanameusly
carried. Mr. Jensen then m&ved that the rules be waived
an~ and that the ordinance be read the secend time by
title tlnly. Tbe m~tiGn was seconded by Mr. Beals and unanamously
carried. After the sec@nd reading ef the ~rdinance, by
title only, Mr. Grant moved that the rules be further
waived and that the tlrdinance be placed upen its passage.
The m@tion was seconded by Mr. Meeker and unanamously
carried. Thereupon the ordinance was read in full the
third time and upon roll call vQte the ayes were Turville,
Grant, Meeker, Beals and Jensen. Nays: n~ne. Absent: none.

Mayor Boyd requested to install a traffic centrol system
on East avenue adjacent to the High school aa rec0mmended
by the Schottl Board and to have the street leveled in that
area.
Motien was made by Grant, seconded by Jensen and carried that
Mayor Bcyd be authorized t~ carry cut his recemmendat~ons.
Mayor Boyd recommended that the city investigate the
possibility ef a slum clearance pr~gram. NG actien taken.
~liayer Boyd that a few cat-tails were growing in some filf
the lakes within the city which haCl been previously sprayed
and recommencec that they be sprayed again. Motion by
Grant secClnded byBeals and carried that Mayer Boyd be
authorized te purchase the necessary materials and te have
the lakes in questien sprayed.
MaY4l)r Beyd asked the council if' it was their intentien
to remove the office building, which he now ~ccupies,
to make way for an alley during the next year, further
stating if that was their intenti~n that it would be

necessary fer h1m to make arrangements for office space
elsewhere, but that if he were to be allewed to remain
at the present location for anCilther year it w's his intentien
te d. certain painting and other impr0vernents.
Mayor Boyd was assured that the c6uncil did not contemplate
the renHilval ef the building during the nerit year.
Mayor Boyd that the ci ty apply' under the Federal re>ad
pr~gram for the dGuble laning 4tf 27 from Reok street
thr~ugh Minnecla. The matter was referred back to
Mayor Boyd.
MaYCilr Boyd recommended that the present Fire limits be
extended to include all of T-C area. No action was taken.
Mayor Boyd stated that a delegatien had appeared before
him regarding the constructicn of sidewalks in Lake View.
Mayor Boyd' was instructed t~ inferm the delegation in
questi~n that under city erdinances the cost ef sidewalk
con~tructi.n was paid entirely by' the abutting preperty
'owner and, therefore, naYG)ne in the Lake View area
desiring sidewalks might preceed with the constructien
ef sidewalks, acc.rding to city specifications, at their
cfJnvenience.
Mayor B~yd stated that a delegati~n had appeared be60re
him and requested that the speed limit be reduced on
'i-rand Highway in the Lake View area. Mayer Boyd was
authorized to investigate the matter and take whatever
steps were necessary and to post the necessary t~affic
signs. . , f

TO ALL 'WHOM IT MAY CONCERN:
TheCi~ Council of the Ci~ of Clermont will
at an Adjourned Regular Meeting at 7:30 P. M. on November 20,
1956 in the City Hall in Clermont consider for passage an
Ordinance, now on ,file with the Ci ~ Clerk, to forever abolish,
abandon, close and vacate the following described street in the
Ci ~ of Clermont: Fractional De Soto Street 1,ying West of Twelfth
(12th) Street as represented on the Official Map of the City of
Clermont filed 2/4/26 and recorded in Plat Book 8, Pages 17-23,
inclusive, Public Records of Lake County, Florida. And said
Ordinance provides for the reversion of the lands within said
described street to the abutting property owners.

BE IT ORDAINED AND ESTABLISHED BY mE CITY' COUNCIL OF 1:'BE em OF
CLDHONT, FLORIDA.
SECTION II: That Ordinance 126 of the City of Clemont,
heretofore duly passed and adopted by 1he City Council aD! approved
by the Mayor of the City of Clermont, the same being "AN OlIDINANCi
ESTABLISHING ZONING iEGUlA TlONS AND PBOVIDIW FOR THE ADlINIS'l'RA'lION
AND ~RCIXF.NT THEREOf"' is hereby amended by the addition of Section
12 to read as foU0'V8:
Section 12: That hereafter any amendment, supplement CIIl'
change _de, ot" to be .ad., to this Ord.inan~, including aaendments, sup.
p1ements or changes as to regulations, reatrictions, and boundaries of
such districts or zones created therein shall be amended., supplemented
or changed after due notice, as provided under Chapter 176, La". of'
Florida, 1955, and al\Y amendment thereto hereafter .ade by the Legis-
lature of the State of Vlorida and that, said portions of said Chapters
pertaining to amend:aente and hearings, as provided therein, the same

SECTION II. This Ordinance ehall take effect ~ediate1r on its
