REGULAR MEETING

A regular meeting of the City Council of the City of Clermont
was held at the city hall Tuesday, April 3, 1956.
The meeting was called to order by Vice-chairman, Harold
Turvi11e, at 7:30 P. M. with all Council members being present
with the excertion of r1r. Winston. Others present were Mayor
Boyd, Supt. Sheldon, ~ity attorney Morse, Police Chief Clark,
Fireman Fullwood and Mr. Joe Sanchez of the press.
The minutes of the meeting held March 2Q, 1956, were read
and approved.
Mayor Boyd read a letter from Council President, E. G. Winston,
wherein Mr. Winston tendered his resigination as a member of the
City Council to take effect immediately. Mr. Winston did not
state the reason for his action.
Motion by Meeker that the resigination of Mr. Winston be
accepted with deepest regret and that Mr. Winston be extended
the sincere thanks of the council for his fine work as a member
during the past years. The motion was seconded by Mr. Grant
and carried.
Hotion by Meeker, seconded by Grant and Carried that Mayor Boyd
issue the necessary proclamation calling a special election
for the election of a councilman to serve the unexpired term
of E. G. Winston.
Motion by Meeker, seconded by Grant and. carried that the clerk
be authorized to have the necessary ballots printed.

Mr. Kelly, of the State Board of Health appeared before the
Council and requested that the City adopt the State Sanitary
code as a city Ordinance. The matter was referred to the
Sanitary Committee for study and recommendations.
Chairman Turvil1e appointed~himSelt. to serve on the Building
committee in place of Mr. Winston.
Mr. Meeker moved that the city purchase from Pounds Motor
Company of Winter Garden one Model S. C. Case Tractor
at a cash price of 3,050.00 plus the trade in of a small
Case tractor now owned by the city. The Motion was seconded
by Mr. Beals and upon roll call all councm1 mebers voted aye.
Mr. Beals moved that section 3 of Ordinance 142, the same being
an amendment of Chapter 20 of the revised General Ordinances,
be amended as follows: All Hotels, Motels and Trailer Courts
may be servi~ed from one meter and pay one minimum fee.
Each Duplex constructed in the future must have a water
meter installed for each unit. On duplexes already in existence
and additional water may be installed or the owner may pay
the minimum fee for the additional unit. Each detached house
constructed in the future must have a separate water meter.
On detached houses now in existence the owner may install an
additional meter for each detached house, or may pay the
minimum fee for each detached house. Each separate business
must have a separate meter in future construction. Where more
than one business is already on one meter the owner may install
additional meter.s or may pay an additional minimum fee for
each additional business. Apart~ent houses or dwellings
with one or more apartments must pay an additional charge f(lJ.>
of $1.00 for each apartment.Each detached busin~ss and dwelling
must have separate water meters in future construction. Those
now in existence may install separate meters or pay one
additional minimum charge for each detached building.
An additional charge of 10% will be made on all water sold
outside of the limits of the city of Clermont. If garbage is
collected outside of the city limits a charge of $1.00 per
unit will be made for Motels ~r-d courts and 1.50 for private
dwellings. The motion was seconded by Mr. Meeker and upon
roll call vote all members voted aye.

Mayor Boyd recommended that the city complete the construction
of the "Stands" at the base ball field. The matter was referred
to the Parks committee for study and recommendations.
Mayor Boyd recommended that the city increase by 10% the price
which they are asRing for lots 9, 11, 13, 15, 16, 17, 18 & 19,
Block 89, and that the property be listed for sale with all
rea1estate firms in the city at the regular rate of commission.
No action was taken on the matter.
Mayor Boyd reque sted that the sidewalks committee inve st igate
the condition of the sidewalk at the intersection of Fourth
street ffi1d Minneo1a avenue. The committee agreed.to do so.
The matter of cars and trucks remaining parked on the streets
over night was referred to the mayor and the police Committee.
Clerk Johnson was instructed to invite Mr. E. T. Brantly,
Mr. Forrest Colegrove and Mr. Richard Stanley to attend the
meeting of the council on April 17, 1956, to discuss pmendments
to the Electrical code of the city.
Clerk Johnson was instructed to write to Mr. Grafton of
vlintergarden and bill him for rental for the month of January
on the filling station located at the corner of Minneola Avenue
and ninth street and to further advise Mr. Grafton that he is
to execute a lease Tllith the city of Clermont or that he is
to vacate the property.
Notion by Grant, seconded by Beals that bills be paid with
the exception of that to John Henry Brown for sidewalk
construction and that the clerk be authorized to pay said
bill after it has been adjusted to the satisfaction of Mr.
Turvi11e, Sidewalk committee chairman. Motion carried.
Motion by Grant, seconded by Meeker and ~arried that Personal
Property tax: statement number 1803, in the amount of ~ .40
assessed to Frank Forth be canceled as same had been assessed
through error. Motion carried.
Notion Meeker, seconded by Grant that Personal Property
statement number 19lJ, in the amount of $1.60 and tax: statement
number 1450 in the amount of ~14.89, both assessed to Miss
Lucille Thacker be canceled as they had been assessed through
error. Motion carried.
Hotion Grant, seconded T>leeker and cal'ried that meeting adj ourn
to an executive session.
Motion Meeker, seconded by Beals and carried. that the clerk
advise W. N. Johnson that the city Council will revoke his
Electrical license unless he cares to appear before said
Council and show them reason why his license should not
be revoked. Mr. Johnson is to be furher advised that he may
request a hearing before the Council anytime within fifteen
days from date of notice. Motion carried.
