REGU LAR MEETING

A regular meeting of the city council of the city of
Clermont was held at the city hall March 6, 1956.
The meeting was called to order by Council President
E. G. Winston at 7:30 P. M. with all Council members
present. Others present were Mayor Boyd, Supt. Sheldon,
City ~torney Morse, Police Chief Clark, Mr. Preston
Haynard, Mr. Fred Wolfe, Mr. William Lee and Mr. Howard
Young.
The minutes of the meeting held February 21, 1956 were
read and approved.
Mr. Fred Wolfe stated that the Kiwanis club of Clermont
was sponsoring and assisting a local unit of the Ground
Observers Corps and that it was necessary to have an,
Observation building at some location and that he would
like permission to locate such a building at the base
ball field and that the Kiwanis club would like the city
to furnish lights for the project. Mr. Wolfe assured
the Council that the location of the building would not
interfere with the base ball field proper.
Motion was made by Meeker, seconded by Turville and carried
that the Kiwanis club be given permission to locate the
Ground Observation bui ding at the base ball fie~d, provided
that such location does not interfere wit~ the paaying fielcl
and that thecity furnish light for the project.
A petetion bearing the names pf John R. Jones, Rufus Jones,
Eugene Jackson and Elder Ira Wootson was presented to the
Council. The petetion requested that the city pave Scott
street between DeSoto and ~~East lake. The petet ioners
were informed that an estimate of the cost would be made
~d that they would be so informed and that they then could
propeed in the proper m~er with a new petetion.
Mr. Turville, of the Committee on sidewalks, reported
that he had obtained a firm bid for the construction of
a sidewalk from the city hall to the hospital, for a
side~alk on the South side of Montrose street from
Fifth street to the Vasconsellas property on the West,
and the repairing of sidewalks on West avenue adjacent to
the Rose property, at a total cost of ~581.30; $163.60
of which is to be assessed against the property owned by
Florida ~elephone Corporation.
Motion was made by Beals, seconded by Turville, and carried
that the city proceed with the construction of sidet'lalks as
recommended by Mr. Turville with the understanding that the
Board of South Lake Memorial Hospital be first contacted to
determine if they favored the construction of a sidewalk to
the hospital and to further determine where the side walk
should be placed.

Mr. Preston Maynard reported that the paving of King and a
part of Drew.streets was proceeding. He further stated that
he would like to:open DeSoto street from Bloxam avenue
east to lot 4, Block 1 of Homedale, and that he would do the
clearing and grading of such street if the city woqld furnish
the necessary clay and spreading.
Motion was made by Meeker, seconded by Grant and carried that
the city agree to haul and spread the necessary clay as requested
by Mr. Maynard.

Mr. William Lee, representing Florida Towers Inc, appeared
before the Council and requested that some provision be made to
furnish a reasonable amount of water, at a reasonable pressure,
to Florida Towers Inc. Chairman Winston informed Mr. Lee that
the City eapected to install altitude valves in the next few
days and that it was his opinion that the water situation at
the tower would be corrected.
Mr. Meeker made the motion, which was seconded by Mr. Beals
and carried, that it be a matter of record that in the event
that the altitude valves did not supply the necessary water
to Florida Towers Inc. that the city would install a pump and
pressure tank, or some other method, whereby Florida Tmlers
Inc. would be assured of an ample supply of water.
Mr. Lee also spoke to the Council regarding the location of
a directional sign. This matter was tabled for further study.
Mayor Boyd recommended that a street light be placed at
Fourth and Chestnut streets. The matter was referred to the
Street Lighting Committee.
Mr. Beals, reporting for a Special committee on mouse Trailers,
reported that accheck had been made of the Trailers in the
city and that it had been found that six existed.
Mr. Beals moved that all six of the trailers be moved to
a trailer park. The motion was not seconded.
Attorney Morse was instructed to check with some other cltys
and determine what manner of Trailer Ordinances they had
in effect and to report back with a recommended ordinance.
Mr. Meeker, reporting for the Streets Committee, stated that
work had started on the paving of King and a part of Drew
street s.
Mr. Meeker moved that if those monies now in escrml at
the Citizen's bank for the paving of Hook street are of
the correct amount that the County be instructed to proceed
with the paving of Hook street at its convenience. The
motion was seconded by Mr. Grant and carried with Mr. Winston
voting no.
Motion was made by Meeker, seconded by Turville and carried
that the city condem as unsafe and unsanitary and for other
reasons that frame building now located on lot 19, Block
28, and that the City attorney proceed with condemnation
proceedings.
Mayor Boyd stated that t_ere was some confusion and misunderstanding
as to the words "Legal Holidays" in the parking meter ordinance
and asked the Council to define those days considered legal
holidays.
Motion was made by Turville, seconded by Beals and carried
that the Police Committee be instructed to instruct the Police
department that Parking meters are not to be enforced on those
National holidays on which the Post Office closes in addition
to Sundays and Wednesday afternoons.
Matter of people leaving cars parked on streets for long period
of time referred to Police Committee.
Attorney Morse was directed to write Palm Shoe Company regarding
their occupational licBnse and Mrs. Louise Rose Kopf regarding
Personal Property tax.

Clerk Johnson read a letter from the Chamber of Commerce, wherein
request was made for the payment of the remaining $1~~50.00
as set forth in the budget.
Motion was made by Beals, seconded by Grant that the Clerk
issue a check in the amount of $1,250.00 to the Chamber of
Commerce. Motion carried.
Clerk Johnson read a letter from the Junior Chamber of Commerce
wherein request was made for a 15 mile speed limit and the
J. C. Beach as well as a fiNo passing :2.one". Mayor Boyd stated
that inasmuch as the street in question was a highway that he
would first li]{e to take the matter up with the Road department.
The matter was referred to Mayor Boyd.

Clerk Johnson read a letter from Mr. Thomas Hartsaw, wherein
request was made that the city furnish water service to the
Hartsaw property. Some discussion took place regarding the
matter but no definate action was apparently taken. It is
assumed that hhe matter was referred to the Water Committee.
A discussion regarding existing water rates took place.
The Water Committee was instructed to try to work out some
schedule of garbage rates for those meters serving more than
one family or business, and to report back to the Council
with their recommendations.
Mr. Winston brought up the matter of correcting the uneven
condition of the sidewalk on the South side of Osceola
betwwen Third and Fourth streets. The matter was referred to the
Sidewalks Committee.
Clerk Johnson read a letter from Mrs. Louise Arnett relative
to the removal of a dead tree in the parkway in fromt of her
property. Supt. Sheldon was instructed to remove the tree.
Clerk Johnson submitted applications for pSBmission to
locate house trailers within the city by the following:
Clarence Mansur, William H. Day, Ha~vey Myers.
Actually the trailers are now located and the applications
were for permission to allow the trailers to remain.
No action was taken in the matter and the applications
were tabled.
Motion by Meeker, seconded by Turville that bills be paid.
Motion by Meeker, seconded by Grant that meeting adjourn.
