12-06-1955 Regular Meeting REGULAR MEETING 4' A regular meeting of the oity Counoil of the city of Clermont was held at the city hall December 6, 1955. The meeting was called to order by Counoil President E. G. Winston at 7:30 P. M. with the following members present: Winston, Olivenbaum and Beals. Absent: Konsler. Mr. Grant came in later in the meeting. others present were Mayob Boyd, Supt. Sheldon, City attorney Morse, Mrs. Caughell, Mrs. Westberg and Mr. Herbert Starr. The minutes of the meetings held November 15 and November 29, 1955, were read and approved. Mr. D. H. Moore came in at this time and discussed his 1954 Busin&ss Personal property tax with the Council. Motion was made by BealS, seconded by Olivenbaum and carried, that inasmuoh as it appeared that the valuation for 1954 placed on the Business Personal property of Moore's plumbing and Heating Co. was considerably in excess of the years average value that the Tax collector be instruoted to reduce said valuation by fifty percent and to collect taxes accordingly. Statement 1475-1954 Motion by Beals, seconded by Olivenbaum and carried that the Business Pe~sonal Property valuation assessed against Mrs. E. E. Elliott for 1954, statement # 1557, be canoeled as same had been assessed through error. Mr. Beals reported that a street light had been installed on Minnehaha avenue. . :! Mr. Olivenbaum stated that a request for a street light at East DeSota and Prince Edward had been made to him. The matter was referred to Mr. Beals for investigation and recommendation. -- Motion was made by Beals, seconded by Olivenbaum and carried that Mr. D. H. Moore be given permission to break and remove the street curbing on the West side of Eighth street, between Montrose and DeSoto streets, in order that he might have an entrance to his business. Mr. Winston suggested that the entrance be made dire~tly opposite the alley through block 81. Mayor Boyd submitted the Polioe report for the month of November. The same was accepted and ordered filed. Mayor Boyd recommended that the city allocate a sum not to exceed five hundred dollars to be used for killing weeds and other growth in West lake and that the City contact the County Health Department and endeavor to have them clean said West lake. Mayor Boyd was authorized to contact the County Health department and determine if such a program could be arranged and to report back to the Council the recommendations of the Health dept. Mayor Boyd recommended that Section 5, Chapter 24, of the General Ordinances be amended whereby the City would aS8U@e full responsability for the repairs and maintenance of all side walks. The matter was referred.to the Laws and Auditing committee. Mayor Boyd reoommended that the oity Building code be amended to allow the construotion of buildings on piers. The matter was referred to the Laws and Auditing Comm. Mayor Boyd recommended that the resurfaoing or sand- sealing of city streets be given priority over other work previously ordered and that the city crews proceed with such repairs immediately. No action taken. Motion was made by Olivenbaum, seconded by Beals and carried that when all interested property owners had plaoed the necessary funds 1n escrow at the Citizens bank for the paving of Hook street that the city .. advise the County that they are ready to proceed with the paving of said Hook street. Motion by Olivenbaum, seconded by Beals and carried that Supt. Sheldon be authorized and instructed to proceed with the clearing and cleaning of Lake Sunny side park when city labor is available. Mayor Boyd requested permission for the Police Dept. to purchase an air gun. No action taken. Mrs. Caughe11 and Mrs. Westberg appeared before the Council again for the purpose of determining if they could obtain permission for the Junior Woman's club to construct and locate a Young Peoples Buildiv.g in Sparkling Water Park and to further determine the extent of financial assistance they might expect from the city. After some discussion regarding the matter, motion was made by Olivenbaum, seconded by Beals, that the Junior Woman's Club be given permission to construct a building for the Young people in Sparkling Water park, that a fence or some other safe guard method be used to separate the building from the Rail road, and that the city allocate $5,000.00 from the Parking meter fund and other sources for the construction of said building. On roll call vote the ayes were: Winston, Grant, Olivenbaum and Beals. Nay: none. Absent: Konsler. Mr. Herbert Starr explained prices and types of signs as requested by the city and also offered a bid of $100.00 for painting "Clermont q on both sides of the new water tank. Mr. Starr was requested to appear before the Council at a later date with more nearly complete information as to prices and diagrams of the proposed Signs. The matter of lettering "Clermont n on the tank was tabled until further consideration c0uld be given the matter. The Registration roll was examined and Motion was made by Grant, seconded by Beals and carried that the registration roll be accpeted as corrected. Fred H. Higby was appointed as Clerk and Mrs. Ralph Harper, Mrs. Louisa Barr and Mrs. Jeanne Orr were appointed as Inspectors for the General Election to be held December 1;, 1955. Motion was made by Olivenbaum, seconded by Beals and carried that the Clerk and Inspectors be paid six dollars each for their services. .. Mr. Beals reported that the Publix Market had made applicat ion for an entrance to their employee parking lot. The matter was referred to Mayor Boyd for action. The Mayor, the Streets Committee and Supt Sheldon were asked to investigate the possibility of widening Minneola avenue and/or fifth street for additional parking and to report back to the Council with recommendations. Motion by Olivenbaum, seconded by Beals and carried that city employ a surveyor to establish a center line, with the location of adjacent buildings through Blocks 77 and 80, for the purpose of construction of an alley. Motion by Grant, seconded by Olivenbaum and carried that the city order street resurfacing and sand-sealing supplies i~ order that they would be available when needed. Motion by Grant, seconded by Olivenbaum and carried that all hourly rate city employees be given five dollars each as a Christmas present. Motion by Grant, seconded by Beals and carried that Clerk Johnson be authorized to issue a check to the Chamber of Commerce for half of the amount allocated to them in the budget, the total amount being $2,500.00. Motion by Olivenbaum, seconded by Beals and carried that the city pay Grant-Harris Drug}~company the amount of $60. 21, such amount being the c:i..~y tax for 1955, for rental on property being used as a public parking lot. .. Mot ion was made by Grant, seconded by Beals and carried that the Tax collector be authorized to adjust the assessed valuation on N30' of wi of lot 14; EIO' of W25' of 8120' of 14, Block 24, for the years of 1952 and 1953. The valuation for those two years was placed at 1,500.00 and the correct amount should have been 150.00. Motion by Grant, seconded by Olivenbaum and carried that the assessed valuation of lots 18 & 20, Block 105, Indian Hills, for the year 1955 be reduced to land value only as the house was not completed and therefore not taxable. Amendments to the WaterOrdinance was discussed and it was decided to hold a Special meeting for the purpose, said meeting to be held Thursday, December 8, 1955 at 8:30 P. M.
