11-01-1955 Regular Meeting REGULAR MEETING ... A regular meeting of the City Council of the City of Clermont was held at the ccity hall, Tuesd~, November 1, 1955. The meeting was called to order by Council President, E. G. Winston, at 7:30 P. M. with all council members present. Others present were MaYor Boyd, City attorney Morse, Supt. Sheldon, Police Chief Clark and a large delegation of of visitors. The minutes of the meetings held October 18th, October 21st, and October 24th, were read and approved. Mr. T. C. Cork presented petetions from, and spoke in behalf of, citizens who were opposed to the enlargement of the community building and/or the purchase of a crawler-tractor by the city. Mr. Mike Potter presented petetions, and spoke in behalf of, citizens who expressed their confidence in the city Council in its actions and further expressed their appreciation for the time and work expended by Council members. Council President, E. G. \'Jinston, thanked Mr. Cork and Mr. Potter for their expressions and assured them that the petetions would be given consideration in the conduct of city affairs. Motion was made by Beals that matter of enlarging community building and the purchase of a Crawler-tractor be tabled, that all bids be returned unopened, and that the money budgeted for these items be placed in the general fund. There was no second to this motion. M.ot ion was made by Grant, seconded by Konsler and carried that the Council give the petetions submitted full consideration and that some action be taken as soon as possible. Motion by Konsler, seconded by Olivenbaum and carried that all bids submitted on a Crawler-tractor be returned, unopened, to the bidders, until the Council could give the matter further consideration and decide on its action. Motion by Grant, seconded by Olivenbaum and carried that all bids for an addition to the community building be returned to the bidders unopened, until the council can give further consideration to the matter and decide on its action. Clerk Johnson opened bids for the purchase by the city of two standard two ton trucks with rear dual wheels. Oscar-Bryan submitted a bid of $4,758.66 for the two trucks and Sun Chevrolet Co., submitted a bid of $4,200.00 for the two trucks. Motion was made by Konsler, seconded by Olivenbaum and carried that the city accept the bid 6f Sun Chevrolet Co, of ~4,200.00 for two trucks and that an order be placed with them. Mr. Beals, of the Street lighting committee, reported that the eight street lights had be installed in the Lake View section as ordered by the council. .. Mr. Olivenbaum, of the Laws and auditing committee, reported that his committee was making progress in the study of garbage pick-up rates. Clerk Johnson was instructed to obtain prices on directional signs, for use by churches, in sixes of 6x18 or Bx24. Police Chief 61ark submitted his monthly and yearly report. The report was accepted and ordered filed. The matter of business directional signs was referred to the laws and auditing committee for study and recommendations. .. Clerk Johnson was instructed to write to the Lutheran Church and inform them that large signs, of the type they are installing, are not allowed and that the sign must be removed. They were to be further informed that the city is working out a standard sign for the use of all churches and that they may use such sign as soon as size is agreed upon and prices obtained. Mr. Sheldon informed the council that it was necessary to have a ditch opened at the garbage dump. Motion was made by Mr. Beals, seconded by Konsler and carried that Mr. Sheldon be given permission to make the necessary arrangements for opening the desired ditch at the garbage dump. Mr. Sheldon requested permission to reschedule the garbage pick-up, in the residental areas, as follows: On the South side of road 1/50" grabage will be picked up on Monday and Thursday mornings and on the North side of road "50" garbage will be picked up on Tuesday and Friday mornings. Motion was made by Beals, seconded by Konsler and carried that ~r. Sheldon proceed with the rearranging of garbage pick-ups as outlined and that Clerk Johnson have a notice published in the paper for two consectutive weeks calling the public's attention to such change. The change over to become effective on the week of the 13th, of November. Motion was-made by Konsler, seconded by Grant and carried that the valuation of the personal property of W. H. McQuistion be reducted from $700.00 to $600.00 as same had been increased through error. Motion b~ Monsler, seconded by Olivenbaum and carried that clerk Johnson be authorized to close out and discontinue the Cigartette tax fund at the citizen's bank, Clermont, and that in the future all rece ipt s flroin::cigarette tax be placed in the general fund. Motion by Olivenbaum, seconded by Grant and carried that clerk Johnson be authorized to adjust any city tax statements to coincide and agree with county tax statements as to exemptions.
