ADJOUBNED MEETING

An adjourned meeting of the City Council of the City of
Clermont was held at the city hall, Thursday, September
1, 19.5.5.
The meeting was called to order at 7:30 P. M. with the
following members present: Winston, Olivenbaum, Konsler,
Beal s and Grant. other s pre sent were Mayor Boyd and Supt.
Sheldon.
Chairman Winston stated that the first order of business
was the completion of check the proposed tax rolls as sub-
mitted by Tax Assessor Stanley. After completion the checking
of the tax roll, Chairman Winston stated that the meeting was
now open for general business.
Mr. Konsler offered, and moved that it be passed

OR HIGHWAYS IN THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA;
PROVIDING FOR THE INSTALLATION, OPERATION, MAINTENANCE,
SUPERVISION AND CONTROL OF PABKING METERS IN SUCH ZONES,
REGULATING AND RESTRICTING THE PARKING OF VEHICLES IN
ESTABLISHED PARKING METER ZONES; Al.SIGNING CERTAIN DUTIES
IN CONNECTION WITH THE REGULATION OF SAID TRAFFIC; PROVIDING
FOR THE USE OF SAID MONIES FOR CAPITAL IMPROVEMENTS;
PROVIDING PENALTIES FOR THE VIOLATION OF ANY OF THE
PROVISIONS HEREOF AND REPEALING ALL OBDINANCES OR PARTS OF
ORDINANCES IN SO FAR AS THEY ARE INCONSISTENT HEREWITH~
The mot ion was seconded by Mr. Grant and upon roll vote
unanamously carried. Mr. Olivenbaum then moved that the
Ordinance be read the second time by title only. The motion
was seconded by Mr. Beals and upon roll call vote unanamously
carried. Arter the 1!IebotJ.dr:reading of the Ordinance, by title
'only, Mr. Beals moved that the rules be further waived and that
the Ordinance be placed upon it s passage. The mot ion was
seconded by Mr. Grant and upon roll ,call unanamously carried.
Thereupon the Ordinance was read in full and. upon roll call
vote the ayes were : Winston, Beals, Olivenbaum, Grant and
Konsler. Nays: None. Absent: None. The Ordinance passed,
title as stated, and was ordered recorded in the Ordinance
book and numbered 141. A copy in full appears immediately
following these minutes.
Mr. Konsler moved that three parking meter spaces in front
of the post office be restricted to five minute parking,
and that rour parking meter ppace s (two in front and two
on the East side) at Citizen's Bank be restricted to fifteen
m1nutes. The motion was seconded by Mr. Beals and unanamously
carried.

Mr. Konsler moved that an additional meter violation fine
box be purchased and that it be placed in the office of the
city clerk in order that those wishing to do so may drop
their fine envelopes in said'box at the city hall. It is
under st 000 that the key s to thi s box w ill be in the sole
posession of the Police Department. The motion was seconded
by Mr. Olivenbaum and unanamously carried.
Mr. Beals moved that the coins from the parking meters and
the meter violation fine boxes be collefted not less than
once weekly, during the hours that the office of the city
clerk is open, by members of the Police department to be
desiginated by the Mayor, and that posession of all keys to
said meter violation fine boxes and ~ark1ng meters be in the
sole posession of the police department. The motion was
seconded by Mr. Grant and unanamously carried.
Mr. Grant moved that the proceeds from the parking meters
and from meter violation fine boxes be deposited in a sepcial
fund. at Citizens Bank, Clermont; such fund. to be desiginated
as Parking Meter Fund. The motion was seconded by Mr.
Olivenbaum and unanamously carried.

OR HIGHWAYS IN THE CITY OF CLERMONT, LAKE COUNTY.
FLORIDA, PROVIDING FOR THE INSTALLATION, OPERAli.
TION, MAINTENANCE, SUPERVISION AND CONTROL OF
PARKING METERS IN SUCH ZONES f REGULATING. AND
RESTRICTING THE PARKING OF VEHICLES IN ESTABLISH-
ED PARKING METER ZONES; ASSIGNING CERTAIN AUTHORI.
TIES AND DUTIES IN CONNECTION WITH THE REGULATION
OF SAID TRAFFIC; PROVIDING FOR THE USE OF SAID
MONIES FOR CAPITAL IMPROVEMENTS; PROVIDING PENALTIES
FOR THE VIOLATION OF ANY OF THE PROVISIONS HEREOF
AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN SO FAR AS THEY ARE INCONSISTENT HEREWITH.
BE IT ORDAINED AND ESTABLISHED BY THE COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA:
SECTION 1: this ordinance shall be known and may be
cited as ''The Parking Meter Ordinancetl.
SECTION 22 The terms used in this ordinance shall
have the following meanings ascribed to them:
a. Pa~kingMeter Zones shall mean streets or
highways or portions thereof, on which
parking meters are installed, operated
and used.
b. "Parking Meters" shall mean a mechanical
device intended to assist public authori-
ties in enforcing the provisions of this
ordinance, limiting the time during which
vehicles may be parked on any street or
h~ghway within the Parking Meter Zone.
c. "Vehicle" shall mean any conveyance of
any character for the transportation of
persons or property.
SECTION 3: Parking Meter Zones are hereby establishedl
in the following areaSJ
ON MONTROSE, SEVENTH (7th) AND EIGHTH (8th) STREETS
IN THE CITY OF CLeRMONT.
SECTION 4 J Parking in any Parking Meter Zone on
Wednesday, after 12:00 Noon, Sundays and legal holidays is
hereby specifically excluded from the provisions of this
ordinance.

SECTION 5: On all days, other than those mentioned
in Section 4 hereof, parking is hereby limited to a period
of time not in excess of four (4) hours and between the hours
of 8iOO A.M. and 6JOO P.M.
SECTION 6: In all parking meter zones, a parking
meter shall be installed for each parking space. All parking
spaces shall be plainly marked by lines on the street.
SECTION 7: Parking meters shall be placed upon the
sidewalk or curb immediately adjacent or next to each designated
parking space and in such manner as to show or display by a

construed as prohibiting the Ci:ty Council of the Ci~y of
Clermont or the Police DepartmeQt withtne approval of the
City Council from providing fQ;r free parking space 'for un-
loading and loading commercial vehicles, for bus stops, for
taxicab stands, or. for other matters of. astmlJ:ar nature,
SECTION 15: The ~utle's .of enforcing ,the provisions
of this ordinance shall be upon the Mayor.or th~ City Council
of the C1:ty of Clermont, acting through the Police,Department.
SECTION 16: It Shall ,be ,the duty. of the.. police o.fficer6
of the City of Clermont, acting in accordance with instruction,
