A regular meeting of the City Council of the City of Clermont
was held at the city hall, Tuesday, April 5, 1955, with the
following members present: Winston: Winston, Olivenbaum, Konsler,
Beal and Grant. Mayor Boyd, City attorney Morse, Police Chief
Clark, Supt. Sheldon and Fireman Fullwood were also present.
Vis'1tors present were Mr. Fred Driggs, Mr. Charles Roe, Mr.
Glen Middleton, Mr. Don Meeker, Mr. Harry Gaylord, Mr. Dan Tinsdale
and Mr. Percy Howard.
The meeting was called to onder at 7:30 P. M. by Council President,
E. G. Winston.
The minutes of the meetings held March 15th and March 23rd, 1955 ,
were read and approved as read.
Mr. Harry Gaylor, speaking in behalf of Mr. Percy Howard and Mr.
Dan Tinsdale, requested permission from the Council to be allowed
to construct a building on property where certain restrictions of
the Zoning Ordinance would be violated. Mr. Gaylord was informed
that the proper method in which to handle the matter would be to
apply for a building permit from the Building Committee and if the
request was refused they could take the matter before the Board of
Adjustment if they so desired.
Mr. Meeker, representing the local Junior Chamber of Commerce,
requested that the Council authorize the installation of lights,
as shown on the accompanying drawing, at the J. C. beach at a
total cost not to eEceed $",J.O .50 monthly.
Motion was made by Mr. Konsler, seconded by Mr. Olivenbaum, and
carried, that Florida Power Corporation be authorized to install
the lights as requested provided that the total cost is not to
exceed ~O .50 monthly for the time used.
Mr. Middleton requested that the Council give him some answer
regarding his offer for the property where the old city dump
was located. Mr. Middleto~ was informed that the Council would
consider the matter and come to some decision later in the
evening.
Mr. John Dresser asked that the Council consider the elimination
of truck traffic from certain residential streets in the city.
The matter was referred to Mayor Boyd.

Mr. Fred Driggs informed the council that due to an advance in
truck prices the Garbage Disposal equipment which he had q}Aoted
the city had advanced in price in the amount of Jil92.00 and that
any consideration given him would be appreciated. After some
discussion it was decided that the city would bear one half of
the increase and motion was made by Beal, seconded by Olivenbaum
and carried that the city pay Sun Chevrolet Company an additional
~6.00 for the equipment in question.
Mr. Chas. Roe requested that the council take come action on the
petetion submitted by him and Mr. Lawerence Fisk, wherein the
city was requested to permenantly close a portion of Crystal Lake
Drive. Mr. Roe was informed that the petetion would be considered
at an executive session later in the evening.
Mayor Boyd discussed the possibility of the city obtaining an
armory. Mayor Boyd was requested to look further into the matter.
Mr. Grant, chairman of the Parks Committee, reported that an
inve st igat ion had been made of the South East part of East lake
beach and that it would be possible to have swimming facilities
available there for colored people. After some discussion Mr.
Grant was authorized to inform the Colored citizens that if they
desired to promote a bathing beach in that area that the city
would participate in the~costs of the project in the same manner
as they have at the Jo Co Beach, based on a population percentage,
which in their case would be approximately twenty five percent
of the amounts allowed the J. C. beach project.
Police Chief Clark read his monthly report and same was accepted
and ordered fimed.
Mr. Sheldon reported that he had received two bids for the cleaning
and covering of the old garbage dump, the bids being 500.00 and
600.00 respectfully.

Clerk Johnson read a letter from Mrs. Stanley, wherein she called
the councils attention to the fact that due to an error in billing
Mr. Grant Thompson had been paying a part of the taxes on the
Bauerle property for nhe past several years. The council instructed
the clerk to inform Mrs. Stanley that this was a matter strictly ~~t~~~
Mr. Thompson and Mrs. Bauerle and that if she would write to Mrso
Bauerle and explain the matter that possibly Mrs. Bauerle would
be willing to rebate the overpayments to Mr. Thompson.
Motion by Konsler, seconded by Olivenbaum, that City of Clermont
tax statement numbered 1329 be canceled as sarne had been assessed
through error. Motion carried.
Motion by Grant, seconded by Olivenbaum, that City of Clermont
Tax statement numbered 1626 be canceled as same had been assessed
through error. Motion carried.
Clerk Johnson informed the Council that Mrs. Louise Rose had
refused to pay her Business personal property taxes on her
apartments; stating that the assessment was intirely out of
line.
Clerk Johnson was instructed to inform Mrs. Stanley, city tax
assessor, that she was instructed by the Counci~ to make a survey
of the business personal property owned by Mrs. Rose and to
determine the number of rental units which she operates, and. to
report her findings to the council.
The matter of disposing of the old city dump property to Mr. Glen
Middleton was brought up for consideration. After considerable
discussion motion was made by Olivenbaum and seconded by Konsler
that as it appeared to be to the best interest of the city to
retain the property in question that the offer made by Mr.
Middleton be declined and that the city proceed with the cleaning
and covering of the pit as soon as possible. The motion carried
with Mr. Beal voting no.
The petetion submitted by Mr. Roe and Mr. Fisk requesting the
closing of Crys~al Lake Drive and the deeding of the right of
way to the abutting property owners was brought up for consideration.
After considerable d~sousa~on regarding the matter, Mr. Winston
asked Mr. Konsler to assume the chairmanship of bhe Council in
order that he wight offer a motion. With Mr. Konsler presiding,
Mr. Winston offered the motion that with respect to the petetion
of Mr. Charles Roe and Mr. Lawerence Fisk that the Council go on
~ecord as opposing the closing of the right of way around Cry stat
lake or any similar right of way around any other lake witnin
the city of Clermont. The motion was seconded by Mr. Grant and
on roll call vote the ayes were Winston, Konsler, Grant, Olivenbaum
and Beal. Nay: none. Absent none.

Motion by Olivenbaum, seconded by Beal that bills be paid.
Chairman Winston read a letter to the Council from Clerk Johnson
wherein clerk Johnson made certain suggestions, recommendations
and observations. Among other suggestions was that that certain
city owned property be ~ffered for sale to the general public
and that the proceeds from the sales be used for Water works
expansion.
Motion was made by Grant, seconded by Beal, that the following
listed lots be offered for sale to the general public for
residential purposes only and that such restrictions be carried
in the deeds: lots 3-5-7-9-11 & 12, Block 109, Sunset Park,
lots 5-7-8-9-10-ll, Block 126A, Sunset Park and lots 1-2-3-4-5~-'7-8-9
& 10, Block 126, Sunset Park. Motion carried.
Chairman Winston appointed the Building Committee as appraisers
for the lots to be offered for sale, with instructions to inform
Clerk Johnson of the prices agreed upon.
Motion was made by Grant, seconded by Olivenbaum, that lot 3,
Block 90, be offered for sale at a price of 2,500.00.
Motion carried.
