01-04-1955 Regular Meeting REGULAR MEETING ~ .~ A regular meeting of the City Council of the City .f Clermont wall held at the city hall, Tuesday, January 4, 1955. The mfeting was called tQ order at 7:30 P. M. with all C.unci1 member. present. Others present were M~.r Boyd, Supt. Sheldon, City attorney Morse, J. B. Fullwood, Joe Sanchez and Howard YGlung. The minutes ef the meetingd held December 21,27 & 30, were read and approved. Motion by Winston, secQnded by Konsler and carried that,'December billa be paid. Chairman George read a letter from city attorney Merse, wherein Mr. Moree recommended certain changes in the methed Qf city court records; the purchase ,by the city of a c~py of the Florida Statutes aa cGlmpiled by the Attorney ~neral at a C0st of $12.50; and called the co~cil's attention t. a letter from Pierce, Carri..n, Wilburn, Inc., investment brekers, relative to the propolled gas lines through central Florida. Mr. Winston mgved that the matter of gas lines be tabled fer consideration by the incoming council. The motien was seconded by Mr. Kons1er and carried. Motion by Winston, seconded by Olivenbaum and carried the city purchase ,a copy of Florida Statutes as rec0mmended by attorney Morae. Mr. Wins ten asked Mr. Morse to prepare a sample of the' pr.posed court records and present at the next meeting. Mr. Morse agreed to do S8. Mayor Boyd recolllmended to the council that the.,.take some actien providing for compenllatien t~ city officialll. No action was taken. Motien by Winsten, seconded by Konsler that meeting adjourn. Clerk Johnsen administered the Qath of office te William Boyd, and Mr. Boyd was seated as the Mayer of the city of Clermont. Mayer Boyd administered the oath of effice te E. G. Winst.n, J. E. Konaler, Harley Beale. and Russell Grant as councilmen, and Ross Cantwell as Treasurer, for the City of Clermont. MEyor Boyd stated that the first order ef business was the election of a Council President, or chairman. Mr. Kons1er nominated Mr. Winlton and the nomination was seconded by Mr. Grant. Mr. Olivenbaum moved that the nOll'ltnation. be closed and that the clerk caat a un- anamu'.'."ballot fer Mr. Winston as chairman. The motiQn was secended by Mr. Beales and carried, and Mr. Winston was declared ~resident, or chairman, of the Council fer the year 1955. After taking hi. seat as Chairman of the Council,. Mr. Winston stated that the next order ef business was the election of a vice-prellident, er vice chairman. Mr. Olivenbaum nGminated Mr. Kensler and the nominatien waa secended by Mr. Grant." The Motion wall seconded by Mr. Beales and carried, and Mr. Konsler wall declared elected Vice-President of the Council for ,. 1955. Motion made by Konsler, seconded by Grant and carried, that the Citizen'. Bank of Clermont be used as a depository for all city funds. Chairman Winston requested an executive session. Motion was made by Olivenbaum, seconded by Beales and carried that A. M. Johnson be angaged aa city clerk at a salary of $350.00 monthly. Motion was made by Grant, sec0nded by Beales and carried that A. L. Sheldon be angaged aa city Supt. at a salary of $65.00 weekly, and that Mr. Sheldon alao be angaged a Fire Chief at a salary of $50.00 monthly. Motion by Konsler, secended by Olivenbaum and carried that Mr. RiChard B. Stanley be engaged as tax Assessor at a salary of $125.00 manthly. Motien by Grant, seconded by 01ivenbaum and carried, that Chas. Clark be engaged as Police Chief at a salary of $260.00 Monthly, and that Ernest Cash and Alton Parker be engaged as Police officers at salaries of $235.00 each per month. Motion by Konsler, seconded by Grant and carried that J. B. Fullwood be Ingaged as twenty-four hour fireman and radi. operator at a salary of $185.00 monthly, plus the additiena1 compenaation of living quarters and utilitiell. The Council requeated that it be a matter of record that the office filled by Mr. Fullwood be under tl~ direct supervisi~n of the Mayor, and in cooperation with the Fire Chief. Motion was made by Konsler, seconded by Olivenbaum that the present labor rates of .89~ hourly for laber and .97~ for machine operatorB be continued. Motion carried. Motion by Grant, seconded by Beales and carried that the salary of attorney Morse be increased $25.00 monthly and that:. Mr. Morse be engaged at a retainer of $,75.00 monthly. ~._: ~ ~, 10 ..... Bliven be engaged as Municipal Judge ef the City gf C1ermQnt at a salary .t $40.00 monthly; which aalary retlects an increase @f $15.00 monthly. MotiQn by Konsler, seconded by Olivenbaum and carried that W. H. McQuistion be engaged as custodian er the Community building at a salary Df $35.00 monthly; which salary reflects and increase et $10.00 monthly. Motien by Kensler, secended <by Olivenbaum and carried that the firm ot Sheppard & Sheppard, of EUlltis, Florida, be engaged as audl~.ra for the city for the year 1955 at a fee net to exceed $700.00. Chairman Winst0n appointed the following as members 0f the Building Committee: KQnsler, Chairman, Olivenbaum and Grant. Motion by Kenlller, aecQnded by Olivenbaum that Clerk Johnson be authorized to have the CDffice typewriter repaired at a cost ot $85.00. Motion carried. Chairman Wlnllten asked that all members of the Council give consideration to the pricing .~ let a 9-11-13-15 17-19-16 & 18, Block 89, and that at the next Council meeting an agreement be reached aa to a price for which aaid lots would be offered for sale. City attorney morse called the Council's attention tG the unsightly and unsanitary condition of the prQperty 0n Seventh street jUllt North of the Ford Agency. The matter was referred to Mayor Boyd for corm ctien. Moti0n by Konsler, secended by Grant that the following authority be delegated to Clerk Johnson fer the year 1955: Te transfer the necessary funds as needed trom the Tax Opera ting fund and the Cigaretted tax fund to the General fund; to pay the January inter.ellt and July principal and interest on eutstanding refunding bond.; to purchase at par or lells City ot Clermont refunding bonds, from the intereat and sinking fund when fUnds are available and to sell any lots effered by the city for sale at pricea desiginated by the Council. ' Motion carried. A general discusaion took place relative to new street., widening 0t streets, resurfacing streets, new Community building, the sale of City owned lota and other subjectll. No action wall taken on any of the several mattera. Mayer Boyd recommended that a Resolution be paalled thanking Mr. Arthur George fGr hi. services to the city. City attorney Merse wall aaked to prepare such Resl1ution.
