12-21-1954 Regular Meeting REGULARLY ADJOURNED MEETING ~ WI' A regularly adjourned meeting ef the city Council of the City of Clermont was held at the City ha11,Tuesday, December 21, 1954. . The meeting was called to o;#er at 7 :30 P. l~. with the following Council members present: Kons1er, 01ivenbaum, Winston, George. Absent: Sickler. Mayor Boyd, Supt. Sheldon, and Fireman Fullwood were also present. Visitors present were Mr. Harper, Mr.Frye, Mr. Smith, Mr. Rambo, Mr. Kranke and Mr. Becker, representing the Veterans of Foreign Wars and Mr. Moore representing the American legion. mIle minutes of the regular meeting held December 7th and the Special meetings held December 13th and December 15th were read and approved as read. Mr. Harper~ representing the V.F.W. asked that the city grant their organization permission to hold a fair within tl~ city and that the city waive~the charge for Occupational license. Motion was made by Konsler, seconded by Winston, that Mr. Harper's request be granted and that clerk Johnson be directed to issue an occupat~ona1 license without charge. Motion carried. Mr. Don Smith called the Council's attention to the increasing need for additional parking space at the community building and p~~k A general discussion followed and the Parks committee and Mr. Sheldon were asked to look into the situation and report back with recommendations. Mr. Moore, representing the American Legion, stated that his Organization would like to hold a carnival within the city during the month of January, and asked that the city grant such permission and that the charge for occupational license be waived. .~ ~ Motion by Kons1er, seconded by Olivenbaum that the request made by Mr. Moore be granted and that the clerk be directed to issue an occupational license without charge. Motion carried. Mr. Winston, reporting for the Streets committee, stated that Mr. Sheely was now construction streets in his subdivision according to grades recommended by the City, that Mr. McCaffrey had asked for recommended grades for the streets in his Subdivision, which would be furnished Wednesday. Mr. Winston further stated that the removal of certain trees within the right of way of Bloxam 'ave. had been removed at a cost of $50.00 by Boykin and Elliott. Motion was made by Winston, seconded by Kons1er, that the Clerk be directed to' pay Boykin and Elliott the amount of $50.00 for clearing trees from the South end of B10xam ave. Mot. Car.ried. After considerable discussion regarding the Zoning Ordinance, motion was made by Mr. 01ivenbaum, seconded by Mr. Kons1er and carried, that said Zoning Ordinance be amended to waive ~e~t~Dnpm as it applies to property not having access to an alley' located in a C-1 zone. The clerk was directed to have the city attorney prepare such amendment. . Motion by Winston, seconded by 01ivenbaum and carried, that Section 1, Chapter X11 of the General Ordinances be amended to include all area now zoned, or as it may be zoned, to C-1. Motion carried. The clerk was diredted to have the city attornet prepare such an amendment. Mayor Boyd read a letter from the State Road Dept. thanking the officials of the city for their Resolution. Motion by Winston, seconded by 01ivenbaum, that the city give all hourly wage earners employed by the city $5.00 each as a Christmas present. Motion carried. 1~~~ Johnson waS asked if all Occupational licenses had been collected and when informed by him that a few were unpaid Mayor Boyd was directed to have the Police Department take care of the collections immediately. ~ ~ Motion was made by Konsler, seconded by Winston, that the Council rectlmmend to the Municipal Judge that when De,tendants appear in the local Court represented by counsel that the case be postponed for one week in order that the city attorney may appear in behalf of the city. Motion carried. Cme~k Johnson read.a letter from Sheppard and Iheppard, auditors, thanking the city for past associations and stating that they would be happy to continue the association. Motion was made by Winston, seconded by Konsler, and carried that this Council recommend to the new Council that $700.00 be placed in the 195'-55 budget for auditing purposes. Motion By Olivenbaum, seconded by Winston, and carried that Clerk Johnson be authorized to pay Sheppard and Sheppard the amount of $600.00 for auditing services for the 1953-54 Itac&l year. Motion by 01ivenbaum, seconded by Winston, that tax statement numbered 1568 be struck from the rolls as same had been assessed through error. Motion by Kons1er, secondeo by Olivenbaum and carried that Clerk Johnson be authorized to pay from the Interest and sinking fund the amount of $4,080.00 for January interest on outstanding bonds. Motion by Winston, seconded by 01ivenbaum and carried that that Clerk Johnson be authorized to order street name signs as allowed in the budget. Motion by Konsler, seconded by 01ivenbaum and carried that the West side of West avenue between Montrose and DeSo~o streets, be restricted to one hour parking for trucks between the hours of 7 A. M. and 7 P. M., and that si~ns be erected so desiginating. Clerk Johnson submitted the petetion of James Ellis Konsler for Councilman to serve the unexpired term of Arthur George. Motion by Winston, seconded by 01ivenbaum and carried that the petetion of James Ellis Konsler for Councilman be accepted and declared in order, that the canidate presented therein be declared duly qualified, and that the clerk have the ballot prepared. The registration was checked and declared in order. Fred Higby was appointed as clerk for the general election and Mrs. J. C. Barr, Mrs. Daniel Westbrook and Mrs. Ralph Harper as Inspectprs. ,~ Motion by Olivenbaum,. seconded by Winston, and carried that the clerk issue a check to the clerk and inpsectors of the general election in the amount of $6.00 each.
