10-19-1954 Regular Meeting REGULARLYADJOURNED MEETING ~ ~ A Regularly adjourned meeting of the City Council of the City of Clermont was held at the city hall Tuesday, October 19, 1954. The meeting was called to order at 7:30 P. M. by council President, Arthur George, with all Council members present. Others present were Mayor Boyd, Supt. Sheldon, Mr. Thacker and J. B. Fullwood. The minutes of the meeting held October 5, 1954, were read by the clerk and approved as read. Mr. Thacker informed the Council that it would probably be only a matter of a few months before it would be necessary that the water supply be increased in his section of the City. Mr. Thacker further informed the Council that he was fully aware of their many problems and that he would be agreeable to any reasonable solution. Mr. Winston, Chairman of the Water Committee, submitted a written report to the Council, wherein certain recommendations were made as to city water works expansion and certain objections to the 1954 1955 budget as adopted. A general discussion relative to the needs of the present water works took place and Chairman George asked Mr. Winston to submit a full report to the Council regarding this matter, such report to contain the recommendations of the water committee as to the improvements and additions needed as well as some proposed method of financing. Mr. Konsler, of the Streets Lighting Commdttee, recommended, and moved, that street lights be placed at the following intersections: Bowman and Almond, Juniata and Diston, Desote and Diston and DeSoto and Scott. The motion was seconded by Mr. Sickler and carried. Mayor Boyd recommended that patrolman Alto Parker's salary be raised to $225.00 per month as Mr. Parker had completed his probation period. Motion was made by Sickler, seconded by Winston and carried that Mayor ~oyd's recommendations be followed and that Patrolman Parker's salary be increased to $225.00 monthly. After some discussion it was determined that the cost of Hard- Surfacing tertain portions of East Juniata and East DeSoto streets as"requested by petetion would be $2.10 per running foot of which the City would pay one third and the adjacent property owners would pay one third each. Clerk Johnson was instructed to inform the petetioners of this decision and to further inform them that it would be necessary tor them to pay their share to the city, or to place same in escrow, before construction would start. Mr. Konsler introduced and moved that it be passed, "AN ORDINANCE PROVIDING A TAX LEVY ON ALL PnOPERTY IN THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, FOR THE YEAR 1954; PROVIDING A BUDGET OF EXPENSES FUR THE FISCAL YEAR OF 1954-1955 AND MAKING APPROPRIATIONS THEREFOR:" ~ which Ordinance was read in full. The motion was seconded by Mr. Sickler and upon Roll-call vote was as follows: Ayes- Konsler, Sickler, Olivenbaum and George. Nay-Winston. Mr. Olivenbaum then moved that the rules be waived and that the Ordinance be read the second time by title only. The motion was seconded by Mr. Konsler and carried. After the second reading, by title only, Mr. Kohsler moved that the rules be further waived and that the Ordinance be read the third time and placed upon its passage. The motion was seconded by Mr. Olivenbaum and carried. Thereupon the Ordinance was read the third time and upon its passage the roll call vote was as follows: Ayes- Konsler, Olivenbaum, Sickler and George. Nay-Winston. So the Ordinance was passed, title as stated, and ordered placed in the Ordinance book and numbered 124.
