10-05-1954 Regular Meeting REGULAR MEETING ~ A regular meeting of the City Council of the city of Clermont was held at the city hall October.5, 1954. The meeting was called to order at 7:30 P. M. by Council president Arthur George with all council members present. Others present were Mpyor Boyd, City attorney Morse, Supt. Sheldon, Police Chief Clark, J. B. Fullwood, Adm. Perry, Don McCaffrey, Paul Sheely, and representatives of the press. The minutes of the adjourned meeting held September 21, 1954, were read by the Clerk and approved as read. Adm. Perry protested the increase from $750. to $1,100.00 of his personal property tax. Mr. Perry was.informed that the Council would give consideration to his request. Mro Paul Sheely reported that he had contacted Mr. Chas. Short relative to the paving of Bloxam avenue, and that M~. Chas. Short had informed him that Mr. Tdd Short ~ms the owner of the property in question. Mr. Sheely suggested that the City write to Mro Ted Short and determine if he would be interested in ryaying his share of the paving cost for the hard-surfacing of Bloam avenue. The Council agreed to do so. Mro McCaffrey spoke to the Council regarding the lease or rental of City equipment for the construction of streets in subdivisions. Mr. McCaffrey was informed that it would be necessary for the city to obtain a surface roller before they would be able to undertake street construction but that when the roller was obtained they felt certain that suitable arrange- ments could be made whereby city equipment could be used for street construction in subdivisions. A petetion was read from property owners in the Lincoln park area requesting street lights and paving of streets in their neighborhood. The matter of street lights was referred to the street lighting committee and clerk Johnson was requested to write the individual signers of the petetion and explain to them the manner in which it would be necessary for them to proceed in order to have the streets hardsurfaced. Mro Winston spoke regarding the future needs of the water department; bringing out the fact that with the opening of several subdivisions and the rapid increase of residence constructimn it would be necessary to have an additional elevated tank in the eastern part of the city along with considerable new water mains. After some discussion it was agreed that such a program could not be handled in one year from the regular budget and that some form of long tern financing would be necessary. ~otion was made by Olivenbaum, seconded by Sickler, and carried that the city purchase two volumes of Electrical Code Diagrams from McGraw-Hill book Company, at a price of ~~25 000, for use by city building and electrical inspectors. The motion carried with Mr. ~1inston voting no and stating that he was not opposed to the expenditure but that he did not think that the City inspector W011ld have the time to read the books and therefore the expenditmre was unnecessary. The police report was read, accepted and ordered filed. Mayor Boyd read a notice from the Rail Road and Public Utilities Commission, stating that the ~'lestern Union Company was requesting permission for an increase in rates. City attorney Morse was instructed to advise the Commission, in ~~ittin8, that the City of Clp.rmont was opposed to such increase. ~ ~ Mayor Boyd informed the Councjl that the Franchise given the Flo~\da Telephone Corporation by the City of Clermont would expire somet:'.me next year and that he ~lOuld suggest that \ the City attorney investigate,the tyoe of franchise given by other municipalities to other Telephone Corporations in order that the city would more nearly know what to expect in a fair and reasonable franchise when this cityls comes up for renewal. The matter of paving Hook street 1r!as discussed and the r'..Iayor waR requested to talk the matter over 1rdth Mr. Harry Stokes, County Commissioner, in an effort to have the County take care of the matter. Clerk Johnson read a letter from Hro Ray Coon, "lheJ:"ein r1r.
