09-07-1954 Regular Meeting REGULAR MEETING ~ ~ A Regular meeting of the City Council of the City of Clermont was held at the city hall, Tuesday, September 7, 1954. In the absence of Council president Art ur George, the meeting was called to order by vice-president E. G. Winston at 7:30 P. M. All council members were present with the exception of Mrl George. Others present wer€ MaYQr William Boyd, city attorney Morse, Supt. She Sheldon, Police cgief Clark, J. B. Fullwood, W. H. McQuistion, Frank Pardoe, Paul Sheely, Rosemary Young, and Mr. Barkley, a representative of Florida-Georgia tractor Company. The minutes of the regu1ar1y.:'adjol;rhed meeting held August 17 and the Special meeting held August 20 were read by the clerk and approved as read. Mr. Sheely requested that tlw city continue the hard surfacing of B10xam avenue tl~ough his property t9 Hook street, stating that he was willing to pay his share of the costs. Mr. Sheely was informed that it would be impossible to give him an answer without some investigation inte the matter, and the Streets committee was asked to make a report with recommendations at the next meeting. Mr. Barkley, of Florida-Georgia Tractor Company, asked that the city give consideratien to the purchase of equipment to be used at the garbage dump. Mr. Barkley was informed that the city could not make such purchase from this years budget and that the budget for next year had not been completed and that, furthermore, should the city decide on the purchase of 'equipment of this nature it would be necessary for the to advertise their requirements and ask for bids. Mr. 01ivenbaum, of Laws and Auditing committee, reported that his committee would have a proposed Ordinance relative to the l~censing of Electrical contractors ready for the next meeting. Mayor Boyd reported that he had contacted Mr. Stokes relative to the City obtaining certain County owned lots within the city, and that Mb. Stokes would give him an answer within a few days. Mayor Boyd strongly urged that sidewalks:~ be built on the East side of Fifth street from Juniata to Highlands, and on East avenue from the School to Minnehaha Avenue. No action taken. Mayor Boyd as asked to determine the amount of land now owned by the city in Block 7, Sunnyside. The matter of the city assuming the maintenance of the driveway through lot 8, Block 81 from DeSoto street to the alley was discussed. Mr. Winston reported that Mr. Ross, owner of the lot through ~hich the drive passes, had stated that he would be willing ~or the drive to be used by the general public provided that the city assume full maintenance and further provided that it be fully udderstood that no easement or lease is given to the city and that he may close the driveway whenever he desires to use-the property for other purposes. ~ Clerk Johnson was instructed to advise Mr. Ross, by letter, that the city agreed to the afore stated conditions and would assume maintenance of the driveway. Police chief Clark gave the monthly Police report. The same was accepted and ordered filed. Mr. Kons1er, Chairman of the Street lighting Committee, reported that street lights should be installed along DeSoto street in the Woodlawn area but that he would be unable to make recommendations before the next meeting of the council. The matter of Social Security participation by City employees was referred to Mr. Morse, with instructions to report back at the next meeting with recommendations as to the best method or city participation. ~ .., Rosemary Young stated that she strongly objected tG having lot 12, Block 9, Sunny side, zoned as residenta1; that said lot was not suited for such purpose, but that it was definate1y suited for commercial use. Mrs. Young was advised to apply for an amendment to the Ordinance in the subscribed manner. Chairman Winston read a letter from T. C. Cork, sr. wherein Mr. Cork stated that certain property owners strongly objected to having Blocks 7 & 10 on Highlands and East avenues zoned to Commercial use. The letter was signed by Mr. Cork, attorney for property owners. Motion by Kensler, seconded by Sickler, that the council were accepting the recommendations of the Zoning 6ommission and that no further changes were contemplated before its passage. Motion by Sickler, seconded by 01ivenbaum that bills be paid. Motion by Konsler, seconded by Sickler, that the clerk be authorized to issue a duplicate Tax Sale certificate for Tax Sale certificate number 41 on lot 18, Ed&ewood Place, dated 7/1/40, for 1939 taxes in the amount of .62ft, /'Arjttpit/~~ffy'~~j and that the Council memb~rs execute the necessary forms. Motion carried. Motion by Kons1er, seconded by Sickler, that the Clerk'advise Lys1e Fesler that the property owners in the neighbord of his property at Osceola and 4th streets are complaining thatvthe conditions of his lots c'nstitute a Fire and Health hazard as well as a financial detrement to adjoining properties. The Clerk was to ask Mr. Fessler if he would not kindly co-operate and have the lots in question properly cleaned of grass and weeds. Matter of trash collection by city crews discussed. No ac~ion. Motion by Kosn1er, seconded by Sickler, that t"le Zoning Ordinance be adopted as advertised and that the proper Ordinance be prepared for passage. 1~otion carried. Motion by Konsler, seconded by Sickler that meeting adjourn.
