A regular meeting of the City Council of the City of Clermont
was held at the city hall, August 3, 1954.
The meeting was called to order by Council President, Arthur
George, at 7:30 P. M. with all Council members present. Others
present were Mayor Boyd, City attorney Morse, Supt. Sheldon,
Police Chief Chas. Clark, Mr. & Mrs. Church, Mrs. Vic Oswalt
and Mr. Karl Prime. Mr. E. F. Hartle came in later in the
evening.
The minutes of the adjourned meeting held July 20, 1954,
were read and approved as read.
Mr. & Mrs. Church spoke to the Council regarding their
application for permission to temporar1y locate a house
trailer on lots 18 & 20, Block 127, Indian Hills. The
matter was tabled until the last of the meeting, at which time,
in an executive session, their application Was refused with
Mr. Winston voting against the refusal.
Mrs. Oswalt spoke to the Council regarding having the city
mow the Garden Club lots at a nominal fee, and the conditions
existing due to improper drainage on the south side of center
lake. !~s. Oswalt was informed that the road department was
now in the process of correcting the drainage condition, and that
the city would mow the lots in question at a nominal fee. The
matter of mowing the lots was referred to Mr. Sheldon.
Motion by Konsler, seconded by Winston, that the Mayor and city
Clerk be instructed to ezecute an easement with Mr. Karl Prime,
as the previous objections had been removed. Motion carried.
Mr. Konsler, of the Streets committee, recommended that Diston
and Bloxam streets, south of Minnehaha avenue, be graded, c1ayed
and hardsurfaced as seon as city crews have time. There was
agreement on this recommendation and Mr. Sheldon was authorized
and instructed to proceed as soon as time was available. ~
Mr. Hartle asked if it would be possible for the city to hard
surface private streets, with the owner paying the costs, during
the same operation. Mr. Hartle was informed that city crews
did not have time for private work, and for that reason, as
well as others, the city did not care to enter into private
str~et construction.
Clerk Johnson read a petetion from property owners on East
avenue r~questing that the city install street lites between
Osceola street and Highlands avenue. Mayor Boyd also recommended
that the city consider locating additional street lites in
Lincoln Park and in that section of the city between lake
Minpeola and Clermont Builders supply. These matters were
referred to the Street Lighting committee for investigation
and recommendations.

Mayor Boyd recommended that the city maintain all sidewalks
within the city, as such sidewalks were located on city property.
Mayor Boyd stated that his recommendation dealt with maintenance
only and not new construction. A discussion regarding this
recommendati~n followed with the entire Council appearing to be
of the opinion that they could not agree to such recommendation.
The police monthly report was read, accepted and ordered filed.

Mr. Hartle discussed the matter of paving Diston and Bloxam --
streets south of Minnehaha avenue and was informed that the matter
would be taken care of in the near future.
Motion by Winston, seconded by Konsler, that the city subscribe
to the Florida Planning and Zoning associatio~. Motion carried.
Motion by Winston, seconded by Sickler. that the account of
$31~8, due National Institute of Municipal Law Offocers
be paid. Motion carried.
Motion by Kensler, seconded by Winston that monthly bills
be paid. Motion carried.
:Mrs~ :'Richard B. Stanley, Tax Assessor for the city, submitted
copies of the proposed tax rolls to all members of the Counci.l,
the Mayor and city clerk.
Motion by Konsler, seconded by Winston that meeting adjourn.
