04-06-1954 Regular Meeting REGULAR MEETING ~ "., A regular meeting ~f the city Council of the City of' Clermont was held at the city hall' April 6, 1954. The meeting was called to order by Council President Arthur George at 7:30 P. M. with all Ceuncil members present. Others present were MaY0rBoyd, City attorney Morse, Supt. Sheldon, Fireman Fullwood, Mrs. Stanley, Tax assessor, Mr. E. F. Hartle, Mr. Joe Sanches and Mr. Heward Young. - The minutes of the meeting held March 16, 1954 were read and approved. Mrs. Stanley eutlined the progress being made 0n tax rQIl valuati.ns for the year 1954. She offered several suggestions as to how the preliminary raIl might be handled, but the council were agreed that the best method would be to have the complete p\['e~dmnary roll presented to them on July 1st. It was further agreed that all owners of property being increased in valuation should be notified and have the opportunity of appearing before the b0ard of equalization. Mr. Konsler, reporting for the Streets committee, stated that it did not now appear that the city would be able to obtain the services of Marion Construction Company for the surfacing of 4th street, from Chestnut North to Crystal lake, but that he and Mr. Sheldon had discussed the matter and were of the opinion that the city crews could do the job at a lawer cost. Mr. Kosnler further called attention to the need of property approaches from highway 50, where "cuts~ or "fills" had made it impossible to enter such properties. A general discussion of this matter fellewed. ~ ,., Mr. Winston, reporting Gn the new alley, stated that todate he had been unable to effect any property trade with Mr. Moore regarding certain right-of-way needed. He further stated that he was of the opini0n that the trade would be made in a few days. Mr. Sheldon reported that Mr. John Boyette had completed the claying of the streets as authorized at the last meeting. He furrher stated that' the st'r ets were 24 feet wide and the clay 6 inches, or more, deep. He furt.her stated that Mr. Boyette wished to surface the streets and that he was willing to do the job accerding to city specifications; that he would pay two thirds of the cost and the city one third, with the further'understanding that the cost to the city w0uld not exceed $1,500.00. A general discussion followed and it was decided that Mr. Boyette would be given an answer at the next meeting. Mr. Winston, reporting for the Water Co~ttee, stated that the new water mains were on hand, that the new ditch digger had arrived and was in operati@n, and that the laying of the new water line to the east well would be started shortly. Mr. Sickler, reporting for the Parks committee, stated that all clay had been hauled and spread for the new tennis courts and that further work would proceed as rapidly as possible. Mr. Olivenbaum, reporting for the Building C0~ttee, requested that a definate Zoning Ordinance be put into effect as speedly as possible in order that the Building would not have to guess as to rules and regulations. "- Mr. K0nsler, for Street Lighting and Sanitati~n Cemmittee, recommended, and moved that a-Street light be installed in front of Mrs. Bowmans property en Fifth street, and another enn fifth street halfway between Chestnut and Seminole streets. The m0ti0n was seconded by Mr. Sickler and carried. Mr. Boyd Reported that he had consulted Mrs. Middlebrook relative to the widening of Minneola Avenue (the present pavement) in fr0nt of her property on Fifth street, and that she was in agreement with such a m@ve but would like to keep the shade trees if' possible. Mayor Boyd discussed the matter of different speed zones within the city. The council asked Mayor Boyd to prepare a map ~f . recommended speed limits for the city and to present it to them for their consideration. ~ ~ Mayor Boy recommended that a "Yie'ld" sign be placed at the intersection of Lake Shore Drive and Hook street. Metion b~ Winston, seconded by Olivenbaum that city purchase two "yn 'Yield" signs. Motion carried. Mayor Boyd recommended that the Fire chief and some of his men be authorized to attend the Fire COlledge at Gainsville. Mr. Sheldon was asked to report at the next meet regarding the amount of eJmpense inv(!)lved and the number of men desiring to attend. ~ ~ Clerk Johnson was instructed to n~tify the Florida Power Carp. tc) have the light. at the J. C. Beach turned em. Mayor Boyd recommended that Mr. Fullwood be paid for the additional time worked by him during' the time that the police department consisted of ~nly two men. Motion by Winston, seconded by Sickler'that Mr. Fullwood be paid for extra time at regular rate. Motion carried. Mayor Boyd gave the Police Departments report. The same was accepted and ordered flIed. Motion by Konsler, seconded by Olivenbaum, that Clerk Johnson be authorized te have an exhaust fan installed in his office at the city hall at a cost not to exceed $40.00. ,Carri'ed. Clerk J~hnson read a letter from Mrs. Meislahn, relative to revoving limbs from a tree in front of her property. Tee matter was referred to Mr. Winston f0r investigatien. Motion By Konsler, seconded by Sickler that bills be paid. Mr. Kensler offered, and moved that it be passed, AN ORDINANCE RELATING TO THE SEIZURE OF ANY VEHICLE, VESSEL, OR OTHER CONVEYANCE USED WITHIN THE' CORPORATE LIMITS OF THE CITY OF CLERMONT, FOR THE TRANSPORTATION OR REMOVAL OF .oRYFOR THE DEPOSIT OF CO'NCEALMENT OF ANY STILL ,OR STILLING APPARATUS OR RAW MATERIAL USED IN THE MANUFACTURE OF ILLICIT OR ILLEGAL ALCOHOLIC BEVERAGES OR LIQUORS, AND PROVIDING FOR THE FORFEITURE THEREOF UNDER THE GENERAL STATE LAW. Which Ordinance was read in full. The m@ticn was seconded by Mr. Sickler and upon Roll call vote unanamously carried. Mr. Winston then moved that the rules be waived and that the Ordinance be read the second time by title only. The moti9n was seconded by Mr. Olivenbaum and upon 1'011 call' vote unanamously carried. After the second reading, by title only, Mr. Olivenbaum meved that the rules be further waived and that the Ordinance be placed upon its passage. The matlen was seconded by Winston and upon roll call vODe unanamously carried. Thereupon the Ordinance was read in full and upon roll call vote was ayes Winston, Konlser, Sickler, Olivenbaum and George. Nays: none. Chairman George called a special meeting ef the Council f~r Thursady evening at 7.00 P. M. for the purpose checking and destroying by burning canceled city of Clermont Bonds. Chairman George called a Special meeting of the City Council and the Zoning Commission for next Tuesday evening at 7:00 P. M., April 13, 1954 for t~e purpose of working on the pr@posed Zening Ordinance. Clerk Johnson was instructed to send notification cards to the members o~'the Zoning commission relative to the meeting. Motion was made by Winston, seconded by Sickler, that the city enter into a lease with the niraafl Club on lots 10, 11, 12 & 13, B10Ck 90. Such lease to be a 99 year Jease and having been read in .full to the council, M~ ~ Mr~ Winston offered and moved its passage a RESOLUTION for the Destruction of Delinquent Tax notes of the city of Clermont. The motion was seconded by Mr. Olivenbaum and unanamously carried. A copy of the Resolution appears immediately following these minutes. Mr. Winston offered and moved its pass~ge a RESOLUTION for the destruction of canceled bonds. The motion was seconded by Mr. Olivenbaum and unananously carried. -~ ...., EXEcumIVE SESSION: Mayor Boyd requested that an Executive session be called. Motion was made by Konsler, Seconded by Sickler and carried that the recommendations of Mayor Boyd be accepted and that Mayor Boyd be authorized to engage Charles P.
