02-02-1954 Regular Meeting BE GULAR MEETIN G ~ ~ A regular meeting of the City Council of the City of Clermont was held at the City hall, Tuesday, February 2, 1954. The meeting was called to order at 7:30 P. ~. by Council President Arthur George with all Council members present. Others being present were ~1ayor Boyd, City attorney Morse, Supt. Sheldon, Police Chief Brooks and Mr. Fullwood. Visitors present were Mr. Dru Rambo, Mr. Ashton, Mr. Stevens, Hr. Dean, Hr. Moody, Doc Jcnes and Frnest Hilton. The minutes of the adjourned meeting held January 5, were read and approved as read. Mr. Rambo, representing the V. F. W., informed the r:ouncil that the V. F. W. were having the annual Fair in Clermont next week and that they would like the Council to waive the Occupational License tax on the Fair and carnival as they had in the past. Mayor Boyd recommended that the Occupational License tax be waived for the V. F. W. fair and carnival as requested by r:':r. Rambo. Motion by Konsler, seconded by Mr. Sickler, that the city waive city Occupational License tax to the V. F. 1N. .for the operation of the ir fair and carnival. tIotien carried. Ernest Hilton and Doc Jones appeared before the Council and requested that 4th street from Highlands to Crystal lake and Broome street from 5th street to Crystal lake be paved, and stated that they were willing to pay their share of the costs. The matter was referred to the "streets" committee for investigation and recommendations at the next meeting of the Council. Mr. Ashton presented a petetion to the Council, wherein thirty five property owners stated their protest of the dangerous and inconvenient conditions Which existed at East avenue and Highlands avenue where they intersect Highway 50. ~r. Ashton was informed that the city was well aware of the conditions mentioned in the petetion and that steps were being taken to remedy same. Mr. Dean appeared before the council and requested that he be granted an option to pur<<hase certain lots in Oak Hill cemetal~ and that he be given permission to erect a mausoleum thereon. This matter had been discussed by Hr. Dean and the Council seme six or eight months previous. After considerable discussion motion was made by Konsler, seconded by Sickler, that the matter be referred to the Cemetary and Parks committee for investigation and recommendations, and that Mr. Morse write to Harrell and company and determine if any mausoleums are located in Florida which were constructed according to the plans and specifications of Harrell and Compamy. Motion carried. Mr. Stevens informed the co~~cil that inasmuch as he owned all of Block 122 with the exception cf lots 17 & 19, and that as he was informed that said lots were the property of the city, that he would'like to purchase them. r;r. Stevens was informed that there was some question as to the ownership of the lots, but t11at the matter would be investigated and that he would be informed if trey were for sale. ~ ., City attorney r,~orse reported to the council that Harrell & company were not listed with Dunn 8: Bradstreet, t:hat they were apparently a groupe of men who had a copyright on plans for a mausoleum, and that rights for construction according to their plans were sold outright, or leased on a royalty basis to agents. Mr. Konsler, reporting for the streets committee, stated that if it was the intention of the city to endavor to resurface its streets that, in his opinion, the first necessary steps would be the securing of an engineering firm to make a survey and an estimate of the costs. He further stated that the streets commi ttee would neet with Vr. Cox on '1.Tednesday for the purpose of discuss ing the dangerous grade crossings along Highway;6 50/ Ilfr. Wirston, 1'.1ater committee, reported that he bnd l~r. Sheldon had detePlnined where the utility tunnels should be located under highway 50 and that additional tile would be needed. qe furt~er reported that the placing of the tunnels must be done immediately and that ~[r. John l'Iiddleton had been contacted regarding t}le digging o~ the ditches. ~ ~-,., Mr. Moody appealed to the Council to have the dangerous crossing at Anderson street and highway 50 remedied. ~,~r. Moody was informed of the expected meeting with Mr. Cox Wednesday morning regarding this subject. ~,~r. Konsler, Street Lighting and Sanitation Committee, reported that he had authorized the Florida Power Corp. to install a street light at Juniata Street and Lake Avenue. IIIayor Boyd Stated t:b,at he had had a request for street lights in front of Mrs. Bowmans house and at Chestnut and Seminole streets. The matter reported to Street Lighting and Sanitation Committee; Mr. Olivenbaum reported that the city was properly covered with liabiJity insurance on the uarking lot next to Bov~an & Brown Realty Co., A Discussion took place relative to examanations for Electricians and Plumbers before licensing them, also other changes in the Occupational licenses, permits, certificates of occupancy and other matters pertaining thereto. Motion by Winston, seconded by Olivenbaum, that the tree in front of the Potter property at the corner of Montrose and Seventh streets be removed by the city. Motion carried. Police Chien, or Harshalls report read, accepted and ordered file d . Mayor Boyd reported that the road dept had installed "Curve" road signs on temporary 50 as requested. Mayor Boyd made the following reports and recommendations: That sidevralks be laid on fifth street and Minnehaha avenue from Highlands avenue to the Lake Highlands Hotel, both points approximately. Discussed-no action. Asked if city furnished work clothes for prisoners- Discussed no action. Stated that r1r. Long had requested that "Dead end" signs be ' placed on streets in Alta Vista subdivision. No action taken rega rding this matter, but a general discussion took place relative to the need of "Dead End" signs in other parts of the city, and upon motion by Bickler, seconded by Olivenbaum, and carried, ~,~r. Sheldon was authorized to purchase the necessary "Dead End" signs and red reflectors. Reported on tbe installation of 4 way stop light at DeSota and eighth for use when Pire trucks leaving the fire station. r'Totion 'Winston, seconded Sickler, that the installation of a 4-way stop light at DeSota and Fighth street be authorized. Notion c'8rried. Matter of speed limit on 27. Agreed that limit should be 45 M. P. H. Matter of enforcement left to rffayor and recommended that he contact road depaptment and have "Road Patrolled" signs erected. - . ~' ,., Had not been able to obtain a price on the property at Cynthianna which w~s being considered for a city dump. Other locations discussed. This ended r~r. Boyds repor>t. Mr. ~inston was authorize~ to offer Mrs. Barr AIOO.OO and Mr. Moore $75.00 for the necessary property for an alley through Block 81. Clerk Johnson read a letter from the Boy Scout Troop Committee of the Kiwanis Club of Clermont, wherein they requested permission for the use of the building at the baseball field to be used as a scout meeting house on a temporary basis. Motion by Konsler, seconded by Sickler, that the request by the Kiwanis club be granted and that the buiJding at the base ball field be made available to the scouts for a meeting house.
