An adjourned meeting of the city council of the city of
Clermont was held at the city hall, Tuesday, Jan 19, 1954.
The meeting was called to order by Council President,
Arthur George, at 7:30 P. r-~. with all members present.
Others present were Mayor Boyd, Supt. Sheldon, City
attorney Morse, Police chief Brooks, Brad Ful.lwood and
Howard Young.
The minutes of the meeting held January 5, 1954 were
read by the clerk and approved as read.
Chairman George made the following Committee appointments:
streets: Konsler, Sickler, Olivenbaum
Water.: Winston, Kons.ler, Olivenbaura
Street Lighting ~ Sanitation: Konsler, Sickler, Winston
Parks & Cemetary: Sickler, George, Winston
Building: Olivenbaum, Sickler, George
Laws 8: Auditing: Oli venba urn, George, Sickler
Sidewalks (Spec.ial Comm) Winston, Sickler, Olivenbaum.
In each instance the first named is chairman. .
Mr. George reported that he had written Mr. 5tJhitehair,
with regards to visiting Clermont andmaking a survey of
temporary 50 through Clermont, in order to determrnne
the extent of damage to the streets in question so that
they could be repaired by the State Road Dept.
Mr. Konsler reported that the county road department had
purchased a new road machine and that they had agreed to
hard-surface Diston street from Desota to Pitt streets
provided the city would fmrnish the material.
Mr. Konsler moved that the offer by the county road
department be accepted and that the city have Diston
street, from DeSota to Pitt streets hard-surfaced.
The motion was seconded by Mr. Sickler and carried
when put to a vote.
Mr. Winston stated that it continued to be necessary for
the city water dept. to relocated and replace water lines
along Highway 50.
Motion by uJinston, seconded by Konsler, that tbe Vo.rater
department be authorized to purchase a plow to be used
with a tpactor for the purpose of digging ditches for
water mains. ~~otion carried.
Mr. Winston recommended that the Council give serious
considel"lation to the purchase of additional 8" water
mains to complete certain loop~.
Mr. ~inston stated that he wished it to be a matter of
record that he favored a twenty-five foot set back from
the right-of-vJaY line on 50 for all dwellings which it
become necessary to move.

Mr. Sickler asked the clerk to read a proposed amendment
to Ordinace numbered 48 for the consideration of the
council. After the reading of the proposed Ordtnance,
I1otion was made by Sickler, seconded by Konsler that
Paragraph be changed to read "and for commercial 7 foet"
instead of 15 feet as shown. The motion was carried with
Mr. 1rilins ton voting no.

Ur. Olivenbaum moved that Paragraph 4 be further changed
to read : "Rea#{ depth for comrrercial building 10 feet"
instead of "none" as shown. The mot'on was seconded by
~r. Sickler and carried with ~r. Winston voting No.

Motion was made by Sickler, seconrled by I.Jinston, that
section !IF" of paragraph 4 of the proposed amendment
be eliminated entirely. Hotion carried.

~~. Sickler offered, and moved that it be passed, and
Amendment to Ordinance 48 of the city of Clermont, to
wit: change change the number of Districts or Zones
from seven to eight by adding a Transit Commercial District,
which amendment was read in full. The motion was seconded
by Mr. Konsler a~d upon roll call vote unanamously carried.
Mr. Konsler then moved that the rules be waived and that
the a~endment be read the seconr time by title only. The
motion was seconded by Mr. Winston, and upon roll call
vote was unanamously carried. After the second reading, by
title only, Mr. Olivenbaum moved that the rules be further
waived and that the amendment be placed upon its passage.
The motion was seconded by Mr. Sickler and upon roll call
vote unanamously carried. Thereupon the ~endment was read
in full and upon roll call vote the ayes were Winston,
Konsler, Sickler, Olivenbaum and George. Nays: none.
The amendment was passed, Title as stated, and ordered recorded
in the Ordinance book and numbered . A copy in full
appears immediately following these minutes.
Mr. Winston, chairman of the Sidewalks committee instructed
Clerk Jolmson to notify Mr. Potter and r,ir. Brown, owners
of property fronting on Montrose street in Block 80, that a
portion of their side walk was in a dangerous condition
and must be repaired immediately. 0
Motion by Sickler, seconded by Konsler, that Tax collector
Johnson be authorized to cancel 1952 Tax Statement numbered
1359, in the amount of 28,44, if sa~e proves to be uncollectable
due to business failure. Motion carried.
Clerk Johr,son informed the Council that Mr. Williams Bailey
had requested that the city place a street sign at the corner
of Montrose and Fifth, directing traffic to temporary 50.
Motion was made by Konsler, seconded by Olivenbaum th~ the
request made by Mr. Bailey be granted and that the matter be
referred to the Police Department for action.
Clerk Johnson called to the councils attention that a lease,
or sale, had not been executed with the Clermont Garden
club, for lots 10, 11, 12 & 13, Block 90.
Motion was made by Winston, seconded by Sickler, that the
city lease lots 10,11,12 & 13, Block 90, to the Clermont
Garden club for ninty nine years for one dollar; that said
lease is not to be transferable, and if said Garden Club should
cease to exist, or fail to maintain the property, that said
property diverts back to the city. Motion carried.
-City attorney Morse was instructed to prepare the lease as
outlined in the foregoing motion.
I:ayor Boyd recommended that the city purchase a fire
extinguisher for the police car.
Hotion by Olivenbaum, seconded by Sickler, that the Mayor
be authorized to purchase a fire extinguisher as recommende0. C~r~
~,~ayor Boyd made the following recommendations:
1. That the city purchase land at Cynthanna and that the
present city dump be moved to that location, and that the
site of the present dump me filled and made into a Negroe
recreation area. Action: l~yor requested to investigate the
land in question, obaain a price, and report back to the

2. Install a blinker light at the intersection of Eight
street and Desota; that such light be connected with a
switch so that traffic could be stopped from all four
directions in case of firedapartment making a run
Action: Mayor requested to ontpin estlma~ or cosi
and report to council.

3. A committee to be appointed to study the City Charter
and make recommended changes to the Council for
presentation to State Legislature. A discussion took
place regarding this matter and it was agreed that there
should probably be some changes in Charter made. No
definate action was taken and no committee appointed.

4. That flCurverr signs be placed on temporary 50, between
Chestnut streets and Fourth streets. Action: Clerk
Johnson instructed to write to ~he Saate Road dept.
amd request that the si~1s be placed.
5. That city endeavor to have fl4 way stopfl at intersection
of highways 50 and 27. Action: Matter referred to mayor for
further study and consultation with State Road Dept.
6. That street lights be placed over the sidewalks on Montrose
streets and Minneola avenue, from the downtown area to
fourth street. Action: Matter referred to Street lighting
and sanitation committe for investigation.
7. Possibility of organizing a National Guard unit and
obtain an armory. Action: referred to mayor for further
study and consideration.
8. The appointment of an Industrial committee to study
de developements in research laboratories for new ideas for
industries in Clermont. No action.
9. That it might be possible to consolidate the library and
community building and solve construction prOblems.
The general opinion of the council was that this idea
was not practical.
10. To publish a new booklet containing all revised ordimances.
This matter was _ discussed but no action talren.
11. That the mistletoe be taken from the trees in the city.
No action taken.
1.ffayor Boyd explained to the council that sometimes it was
necessary to issue warrants for arrest late at night when
it was impossible to reach JUdge Bliven or Clerk Johnson,
and recommended that J. B. Fullwood be appointed as Deputy
Clerk to take care of the matter on such occasions.
Motion by Olivenbaum, seconded by Sickler, that Brad Fullwood
be appointed Deputy clerk for the purpose of handling
warrants as outline in the mayors recommendation. !!ot. carried.
Mayor Boyd recommended that J. B. Fullwood be sworn in as a
Special police office in order that he could act as jailer
and feed the prisoners.
Mayor Boyd was informed by the council that they could not
agree to this recommendation; that J. B. Fullwood was engaged
in the capacity of a fireman only, that he would not be allowed
to serve as a pOlice officer or jailer, and that it was the
responsability of the police officer on duty to see that the
prisoners were fed and cared for generaly.

Mayor Boyd informed the council that the members of the
Shuffle Board association had agreed to paint the wood work
at the shuffle board courts if _the city would furnish the
paint. The matter was referred to the Parks r,ommittee.
Mayor Boyd requested the city attorney to meet with the
police officers and brief them on their duties. The
attorney agreed.
Mayor Boyd stated that he wished to commend the Fire
dept and the Police dept. for their splendid work last
sunday during the drowning accident.
