11-03-1953 Regular Meeting REGULAR COUNCIL PmETING ~ '~ A regular meeting of the city council of the City of Clermont was held at t he city hall on Tuesday, November 3, 1953. The meeting was called to order at ?:30 P. M. with all Council members present. Others being present were Mayor Higby, City Attorney Morse, Supt. Sheldon, Police Chief Broaks and W. H. McQuistion.' The minutes of' the meeting held October 19, 1953 were read and approved as read. ,- .,_ Mr. Winston reported for the Zoning com~ission, stati~ that several meetings had been held lately; that the Commission were now working on the Zoning map and that considerable progress had been made. Motion by Winston, seconded by Konsler, that the property owners on the North side of Montrose street Between Bowman & Brown Hea1ty Co., and Harper 1~otor Company, but including Harper Motor Co., used Car lot, be notified that it is the opinion of the Council that it would be to the best interest of the city if they would rebuild the sidewalks in fron of their property, bringing them to the proper grade and level and have J them extend from the property line to the street curb. Motion carried. Motion by Winston, seconded by Sickler that the city crews repair the sidewalk exnending into the street at the interesction of 4th streets and Minneo1a Ave. Motion carried. Motion by Winston, seconded by Sickler that the city Clerk is instructed to return the Alley Right-of-way restricted deed to Reddick, Brannon and Pitchford and inform them that it is not acceptable by the City and that the city will constructr the alley in question only upon property for which they have unrestricted Warranty deeds. Motion carried. (this applies to Block 81) ~I' ~, .....- Mr. Winston offered a RESOLUTION pertaining to the proposed Alley through Block 81. The scond was made by Mr. Konsler and upon being put to a vote unanamously carried. A copy in full appears following these minutes. Mr. Konsler offered a Resolution pertaining to the checking and burning of certain redeemed city Bonds of the 1939 and 1950 issues. The second was made by Mr. Winston and upon being put to a vote unanamous1y car.ried. A copy in full appears following these minutes. Chairman George set Tuesday evening, November 9, 1953 at ?:OO for the time and date for the Council to meet, examine and destroy the bonds. Mr. Konsler recommended and moved that a light be installed at the intersection of Lake Avepue and Juniata Street, provided that there is no extra cost for extending the power line to that point. The motion was seconded by Winston and carried. Motion by Winston, seconded by Meeker, that the motion of a previous meeting ordering lights on ~he water tower be rescinded, and that four flood lights be installed on the "cat walk" of the water tower. Motion carried. Chairman asked Mr. Konsler to enggge some qualified firm to do the job. Mr. Sickler reported that the new shuffle boards at Kellar Park were under construction and would soon be comp1e'ted. He further reported that the drains, or walkw~~, between the courts would cost an additional $15()....;,. " ~ ~ ~ but that the Shuffle Board Association had agreed to pay one half of this additional cost if the city would pay one half. . Motion was made by Sickler, seconded by Winston, that the drains, or walk-ways be orded constructed and that the city bear one half of the expense, not to exceed 75.00. Motion carried. Mr. McQuistion, Chairman of the Zoning Commission and the Board of Appeals informed the council that the members of the Zoning Commission and the Board of Appeals would like to have some written authority as to their appointment to the Commission and Board. Mr. Meeker moved that attorney Morse prepare such written appointments and that they be signed by the Chainman of the Council and attested by the city clerk. The motion was seconded by Mr. Sickler and carried. Mayor Higby recommended that John Phillips be engaged to operated the radio during the illness of Mr. Fullwood. After some discussion, motion was made by Mr. Konsler, seconded by Mr. Sickler and carried, that Mayor Higby be authorized to engage Mr. Phillips to operate the radio temporarly. Mr. Winston moved that the salary for .Mr. Phillips, as a temporary radio operator be the same as that of the starting p10iceman, 215.00 monthly, Ihd thatoNr~aFullwood be paid his regular salary during his illness or until further council action is taken. ,Motion seconded by Mr. Kons1er and carried. Motion by Meeker, seconded by Kons1er and carried tha~ the following salary raises go into effect November 1st, 1953: Eaeh~~01!~BmBn to be increased twenty five (25.00) monthly, A. M. Johnson, Ten (10.00) dollars monthly and A. L. Sgeldon, five ~5.00) weekly. Motion carried. Police Chief Brooks submitted his written report and same was accepted and ordered filed. Motion by Sickler, seconded by Kons1er, that the two parking spaces in front of the Lake View Hotel on Eighth Street now marked "Reserved for Hotel Guests" be changed to "Ten minute parking" Motion carried. ..~ Motion by Sickler, seconded by Meeker, that Supt. Sheldon be authorized to engage additional labor for the changing of water mains during the construction of Highway"50", provided such addional labor is necessary. Motion carried. Clerk Johnson was instructed to notify Mrs. Leonard Gaddy that a city Ordinance prohibited the removal of clay from the city pit for other than city use. Mr. Winston stated that he had been informed that the Police department were impounding dogs in city pound and were leaving them without food or water. Mr. Winston further stated that this situation should be corrected and that all i~pounded dogs should be fed and watered. Mayor Higby stated that he would check into the matter and have it corrected. ~ Bids for the painting of the inside of th city hall were opened and read. It was decided that due to the fact that for the next several months more people will be in, and using the city hall than during the summer months, that the matter would be postponed until later in the fiscal year. Clerk Johnson informed the Cquncil that Mrs. James Barr had been allowed a 500.00 disability exemption on her tax valuation assessment by the couricty and that, therefore, the city should make same allowance. Motion by Meeker, seconded by Kensler, that Mrs. Barr be allowed the same disability exemption as allowed by the Coun ty. Motion carried. ...... '., ~ ......~ Clerk Johnson o~~ered ~or the councils consideration a proposed contract with the Hoem & Grounds Improvement Company o~ Leesburg ~or the control o~ termites and other pest in the city hall. Such contract had been author~zed at a previous. After the contract was read by the city aptorney and pronounced to be legally correct the council authorized and instructed the Chairman o~ the council to execute same and that it be attested by city clerk. Motion by Sickler, seconded by Ko~lser that bills ~or October be paid and charged to the ~isca1 years 1952-53 and 1953-54 as submitted by clerk. Motion carried. Motion by Winston, seconded by Konsler, that two members o~ the city council be allowed an expense account of twenty five dollars (25.00) each to attend a League of Municipalities convention to be held in Miami during November of 1953, and that two'members of the Zoning commission and Board of Equalization be allowed an expense account of twenty five (25..00) dollars each to attend a Zoning 'Commiss ion convention at. West Palm Beach during the month o~ November. Mot. Carried. , Police Chief Brooks was instructed to see that the old ref'rigerators in the read- of the bui~ding at Minneola Ave. and 8th street be removed as they are dangerous to the public. Motion by Winston, seconded by Meeker that the Police Department be instructed to repaint the diagonia1 parking lines on the streets in the down-town section of the city. Motion carried. Motion by Konsler, seconded by Sickler, that Clerk Johnson be, and is hereby, authorized:tp purchase City of Clermont bonds at par, or less, when money is available in the interest & sinking Fund, Ci tizen-s';-~k. Carried. Motion by Sickler, seconded by Meeker, that Clerk Johnson be and is hereby, authorized to transfer funds from the lol mill tax levy operating fund, Citizens Bank, to the General Fund, Citizens Bank, when the general fund is depleted and such transfers are necessary. Motion carried. Motion by Meeker, seconded by Sickler, that Clerk Johnson be, and ~s hereby, authorized to pay from The Cigarette Tax Fund, Citizens Bank, such authorizeq accounts as may be applicable to said Cigarette tax reven~e.
