An adjourned regular meeting or the city Councilor the
City or Clermont was held at the city hall, Monday October
19, 1953.
The meeting was called to order by Council President,
Arthur George, at 7:45 P. M. with all council members present.
Others being present were Mayor Higby, city attorney Morse,
Police Chier Brooks and Supt. Sheldon.
The minutes or the regular meeting held October 6, 1953, and
the Board of Equalization meeting held on the same date, we~
read and approved as read.
Mr. Meeker, or the Fire and Building Committee, reportm
that he had checked with the Florida Power Corp. relative
to one of their men installing flood lights onthe water
tower and that they had a man who could do the job, but that
during such job the man would be an epmloyee of the city
and not Florida Power Corp. Mr. Meeker further stated tnat
he had then checked with Mr. Olivenbaum of Stokes and Fields
Insurance Co, and that Mr. Olivenbaum was of the opinion that
our present insurance coverage would not cover such work. In
view of this finding Mr. Meeker recommended that the work be
postponed until such time as they city could locate a firm
to do the job which was covered by their own insurance.
After some discussion it was decided to install the lights
at a lower level (18 to 20 feet from th ground) and Mr. Konsler
was authorized to contact Brantly Elect.ric company and obtain
an estimate of the cost.
Mr. Winston of the Laws and Auditing committee reported that
the Zoning commission would hold a meeting next Wednesday
evening and that he would have a report on city Zoning after
such meeting.
Mr. Winston of the Water committee reported that the six inch
water mains had arrived and would be laid along highway 27
and Osceola street in the near ruture.Mr. Sheldon was authorized
to engage some firm to dig the ditch.
Mr. Meeker or the Streets committee stated that Bumby and
Stimpson would be ready to start work on the sand sealing of city 8
streets in the near future and asked opinions as to where the
work should be done. After some discussion Mr. Sheldon was
authorized to have the work start at ~ast avenue and the highschool
area.
Mr. C~orge state that Mr. Arthur Slack had requested that a
street light be installed at the intersection of Lake avenue
and Juniata. The matter was referred to Mr. Konsler with power
to act.
The matter of unlicensed dog running on the streets was discussed
at some length with the general opinion that this situation
must be remidied. Mayor Higby informed the council that he
would see that the Police force took care or the matter at once.

The matter of the city complying with the provisions set
forth by the Southeastern Underwritters, in order to obtain reduced
insurance rates within the city was discussed. Mr. Winston
moved that the city purchase two gas masks, two salvage covers
and prepare a map showing all water mains and rlre hydrants and
that a copy of the map be rorwarded to Southeastern Undervlritters.
The motion was seconded by Mr. Konsler and carried.

Mr. Winston stated that he had been'inrormed that there was some
idea among some people that the new shurrle boards should be
constructed on the East side or the city park (Kellar)
and that he wanted it to be a matter or record that lw favored
the courts being cnnstructed on the west side, and in line
with the present shurfle courts.
The council recommended to attorney Morse that Mr. Bartow
Ferguson, Mr. Robert Castner and Mr. Ralph Harper be requested
to serve as a committee to appraise oe~taln property in Block
81 needed for alley right of way.

Mr. Winston recommended that "one hour" parking signs
be placed on Montrose street, in the business section,
and that same be enforced. No action was takeh on the
matter, but Mayor Higby stated that he would have the
matter taken care of.
A short discu~sion took place relative to obtaining
the necessary property in order to continue Chestnut
street from eight~ street to tenth street.
Mr. l'Jinston sta,ted that numerous lots within the city,
partictularly in the downtown section, were badly grown
with weeds and grass and should be cleaned. No action taken.
Mr. Winston recommended that broken and dangerous sidewalk
intersections within the city be repaired. No action taken.

Mr, Winston introduced and moved that it be passed,
"AN ORDINANCE PROVIDING A TAX LEVY ON ALL PROPERTY IN
THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, FOR THE
YEAR 1953; PROVIDING A BUDGET OF EXPENSES FOR THE FISCAL
YEAR 1953-54 AND MAKING APPROPRIATIONS THEREFOR~
-which Ordinance was read in full. Motion was seconded
by Mr. Sickler and when put to a vote unanamously carried.
Mr. Winston then moved that the rules be waived and that
the Ordinance be read the second time by title only.
The motion was seconded qy Mr. Sickler and when put to
a vote unanamously carried. After the second reading,
by title only, Mr. Konsler moved that the rules be further
waived and that the Ordinance be read the third time and
placed upon its passage. The motion was seconded my Mr.
Meeker and unanamously carried. Thereupon the Ordinance
was read the third time and upon its passage 'the roll call
vote was as followsJ Ayes: Winston, Sickler, Konsler~ Meeker
and George. Nays: none. So the Orninance was passed,
title as stated, and ordered placed in the Ordinance book
and numbered Ordinance 120. A copy in full appears
immediately following these minutes.
Clerk Johnson was authorized to advertise in the local paper
for bids on painting the inside of the city hall first floor.
HI'. Winston asked Mr. Sheldon to ob:bain prices on "Yield"
signs and report back to the city Council.
Motion by Konsler, seconded by Winston, that Personal
Property tax statement numbered 1417 be canceled as same
had been assessed thr\ugh error. Motion carried.

Mr. Winston called the councils attention to a letter
which each of them had received from Council President George,
relative to using forty five hundred dollars received from
the sale of city lots and fifteen dollars from reserve for
the purpose an addition to the community building in Kellar
park. Mr. George stated that he favored such action
provided that it be definately understood that the building
be used as a Youth center as well as a community building,
and that he further favored that by Council action all
Friday evenings be setaside for the use of Youth.
Mr. Winston stated that he very much favored the use of
the money for the construction as outlined and that he felt
certain the various clubs using the building would be agreeable
to working out some program with the youth movement.
Mr. Meeker stated that he was opposed to the project; that
he felt that the youth ~f~Ttl1el1.!'iommunity would not be allowed
to use the building as much as they should, and that future
Council action could take away their rights entirely, and
that if funds were available for any additional project
he wished it to me a matter of record that he favored
using such funds for waterworks expansion.
Mr. Konsler and Mr. Sickler stated that they were not
prepared to make a decision without further thought on
the matter and Mr. Konsler moved that the matter be tabled until
the next meeting. The motion was seconded by Mr. ~eeker
ana when put to a vote carried with Mr. Winston voting No.

Mr. Winston stated that he could not see any reason for
the postponment of action on the matter and unless the project
was started immediately it would be better to wait until
next summer. Mayor Higby agreed with Wr. Winston that work
should be started immediately.
Motion by Meeker, seconded by Konlser that meeting adjourn.
