07-07-1953 Regular Meeting REGULAR MEETING -~ ~ A Regular meeting of the City Council of the City of Clermont was held at the city hall, July 7, 1953. The meeting was called to order by Council President, Arthur George at 7:30 P. M. with aTha ~efubeTsnp'r5eent. Others present were Mayor Higby, Supt. Sheldon, Police Patro11man Clark and Howard Young and W. H. McQuistion. The minutes of the meeting held June 16 were read and approved. D. M. Meeker was instructed to submit a plan, with recow~endati0~~. for, the resurfacing or repairing a part of the city ctreets. Mr. Kons1er recommended and moved that the city hace street lights installed at the intersection of Oak street and East avenue and the intersection of DeSota street and East avenue. Mr. Sickler seconded the motion and when put to a vote carried. Mot,ion by Meeker, seconded by Sickler that the 300.00 in the current budget for play ground supervision be made available to the Junior Chamber of Commerce for the hiring of a swimming instructor. Motion carried. Howard Young explained a plan whereby the South Lake County Water-ways Committee were undertaking to organize an emergency life saving groupe. Mr. Young was assured that the city Fire and Police departments would cooperate with such an:1oxgantzation in every way possible. W. H. McQuistion asked the Council what their intention was regarding the use of the community building for a dancing class this year. He stated that he was in the process of working out the fall schedule and it was necessary to have this information. After some discussion the matter was tabled. Mayor Higby stated that he did not have a report. The Marsha11s report was read, accepted amd ordered filed. The continued presence of stray and unlicensed dogs within the city was discussed and the council were agreed that the situation should be corrected. Mayor Higby stated that the vacations of the policemen had interfered with this program but that it would be continued shortly. Motion by Winston, seconded by Kons1er, that the city spend up to seven hundred dollars for the purchase of a boat, out- board motor and trailer, and the construction of a building in which to store the boat, the same to be a part of the Clermont Fire Department and to be used for rescue work. Motion carried. Chairman George instructed the Fire and Building Committee to assist the Fire Department in making the purchases covered in the foregoing motion. Mr. Winston, Mayor Higby and Mr. Meeker were appointed a committee .to investigate the possibilities of enlarging the community building and to report at the first meeting in August with plans an cost estimates. ~ .~ Motion by Meeker, seconded by Sickler that bills be paid. Motion carried. Motion by Winston that Sun Chevrolet Company be paid $1,100.00 for the purchase of a new police care. The motion was seconded by Mr. Sickler and carried. Clerk Johnson informed the council that, through error, the LakehTheatre had been overcharged for their occupational license at the rate of 10.00 yearly for the past four years. Motion was made by Meeker, seconded by Kons1er and carried that the clerk be authorized to refund Lake Theatre the amount which they had been over charged. '.~ ~ Upon motion by Meeker, seconded by Winston and carried Clerk Johnson was authorized to draw a check in the amount of $4,770.00 from the interest and sinking fund for the July 1st. interest on our outstanding bonds. Upon motion by Meeker, second by Sickler and carried Clerk Johnson was authorized to draw a check on the interest and sinking fund in the amount of $15,000.00 for the retirement of Clermont bonds falling due July 1st, 1953. Upon motion by Konsler, seconded by Meeker and carried Clerk Johnson was authorized to draw a check on the $pecfal Savings account of the interest and sinking fund in the amount of $10,000.00 for the purchase of ten Clermont bonds offered to the city a par. Motion by Meeker, seconded by Sickler, that the written application of William Kern for a duplicate of Tax Sale Certificate numbered 8, issued for 1939 taxes on lots 4-5-6 & 8, Block 47, be granted and that the members of the Council execute the necessary forms.
