Regular Adjourned meeting
A Regular adjourned meeting or the City Council er the City
of Clermont was held at the city hall, May 19, 1953. .
The meeting was called to order by Council President Arthur
George at 7:30 P. M. with all Council members present.
Others present were Mayor Higby, City attorney Morse, Supt.
Sheldon, Police Chief Brooks and Foreman Fullwood. Visitors
present was Mr. Johnson of Southeast Communication Co.,
The minutes of the regular meeting held May 5, 1953,
were read and approved.

Mr. JOhnson, of Southeast Communication Company stated that
his purpose in appearing before the Council was to discuss
certain statements, promises and guarantees made by his
former representative, Mr. Hagey, to the City of Clermont
in connection with the purchase of certain radio Equipment.
Mr. Johnson was informed that Mr. Hagey had definately
promised the city of Clermont that if they would purchase
a radio receiver from his concern that they would be expected
to pay only half of the purchase price, plus $25.00 for
installation, or a total of $250.00, and that his Company
would not expect the remainder until the city of Clermont
received "matching funds" from Civil Defense. Mr. Johnson
was further informed that the city of Clermont was ready
at any time to issue his company their check for $250.00
as agreed with Mr. Hagey. Mr. Johnson stated that Mr. Hagey
certainly was not authorized to make such promises and
statements, but that he was willing to abide by them.
Clerk Johnson was instructed to issue Southeast Communication
Company a check ih the amount of $250.00 at once and the
remainder upon receipt of "matching funds" from Bivil Defense.
Mr. Winston, reporting for the Zoning Commission, stated
that additional progress had been made in the preparation of
a new Zoning Ordinance and submitted a tenative plan for
their consideration. Mr. Winston further reported that in
order for the Commission to carry out their plans it would
be necessary to have a typewriter with special type.
Clerk Johnson was instructed to obtain prices on a new
typewriter of the type needed.
Clerk Johnson informed the Council that he was holding
a check in the amount of $150.00, drawn on the Citizens
Bank of Clermont by Mrs. Irene Berger which had been
returned by the bank due to l~s. Berger not having an
account. City attorney Morse was instructed to indeavor
to collect on the check and if unable to do so to have
a warrant issued for Mrs. Bergers arrest.
Mr. Meeker brought up the matter of resurfacing city
streets but it was decided that inasmuch as engineers
would be in the city next ~ursday to look the matter over and
to make recommendations that i) would be eest to wait for
their report.
Mr. Konsler recommended that a "Stop" sign be installed
on Grand Highway at its intersection with East Avenue.
Mr. Sheldon was instructed to insBall the sign.
Mr. Winston stated that a number of twenty-five miles per
hour signs were needed within the city and moved that
the clerk order twenty-five. The motion was seconded by
Mr. Konsler and upon being put to a vote carried.
Mayor Higby stated that it would be necessary to engage
and extra man during the vacation period of the Police
department and the radio operator, and recommended that
John Phillips be enga~d.
Motion by Sickler, seconded by Konsler, that Mayor Higby's
recommendation be accepted and that John Phillips be
eBgaged at a salary of 190.00 per month for a period not
to exceed seven weeks. Motion carried.

Mayor Higby rurther recommended that some arrangements be
made whereby it would be possible for the city to make
available a pickup truck and some of the city crew at
certain times for the purpose of catching stray dogs. After
considerable discussion it was decided that it would not
be practical to keep a.truck off duty for this purpose
and that it was the job of the Police department and not
members of the cities working crews to catch stray dogs.
Motion was made b~ Sickler, seconded by Konsler, that the
city purchase a dog cage from A. L. Sheldon at a price of
$15.00 and that Supt. Sheldon and Mr. Konsler have the cage
mounted on a trailer and made available to the Police Dept.
for the transportation of dogs. Motion carried.
Mr. Meeker offered, and moved that it be passed, AN
ORDINANCE PROVIDING FOR THE ISSUING OF DUPLICATE TAX BALE:':
CERTIFICATES HERETOFORE ISSUED OR HEREAFTER ISSUED BY THE CITY
OF CLERMONT, WHICH CERTIFICATES HAVE BEEN LOST OR DESTROYED:
PROVIDING FOR BOND INDEMNIFYING THE CITY OF CT ERMONT FOR LOSS
AND PROVIDING FOR OTHER MATTERS RELATING THERETO,
Which Ordinance was read in full. The motion was seconded by
Mr. Konsler and upon roll-call vote unaaamously carried. Mr.
Meeker then moved that the rules be waived and that the Ordinance
be read the second time by title only. The motion was seconded
by Mr. Sickler and upon roll-call vote unanamously carried.
After the second reading by title only Mr. Konsler moved that
the rules be further waived and that the Ordinance be placed
upon its passage. The motion was secOnded by Mr. Winston and
upon roll-call vote unanamou8ly carried. Thereupon the Ordinance
was read in full and upon roll call vote was unanamously
carried. The Ordinance was passed, title as stated, and
ordered recorded in the Ordinance book and numbered II?

Supt. Sheldon informed the council that it was necessary that
new decking be placed on the bridge on Lake Shore Drive.
Motion by Meeker, seconded by Konsler, that Mr. Sheldon be
authorized to redeck the bridge in question with 3x6 cypress.
Motion- carried.

Supt. Sheldon was instructed to have the city crews clean the
sidewalk in front of the Cooley property on Minneola avenue
just east of Eighth street and to submit an account of the
expenses to the city clerk to be forwarded to Mr. Cooley.
Motion by Sickler, seconded by Winston, that Clerk Johnson be
authorized to forward a check in the amount of $500.00 to
the South Lake Memorial hospital, as setforth in the 1952-53
budget. Motion carried.

Council President George called a Special meeting of the
Council :for Monday evening, May 25, at ?: P. M.
Clerk Johnson was instructed to send telegrams to
Representatives Boyd and Duncan and Senator Baker, stating
tha 1- the mayor and city council urged that they used their
efforts in defeating House Joint Resolution n1unber 108?
Motion by Konsler, seconded by Meeker that meeting adjourn.
