Regular Meeting
A regular meeting of the city Council of the city of
Clermont was held at the city hall, Tuesday, April 7, 1953.
The meeting was called to order at 7:30 P. M. bjtDouftei1
President Arthur George, with all council members being
present. Mayor Higby, City attorney Morse, Supt. S~eldon
and Police Chief Brooks were also present. Visitors preseht
were Mr. John minsley of the American Fruit Growers and
Mr. HagJ70f South Eastern Radio communications.
Representatives of the Orlando Sent.nel and the Local
press were present.
The minutes of the meeting held March 17, 1953 and the
Special meeting held March 27 were read and approved.
Mr. Tinsley, of the American Fruit Growers, discussed
a proposed rai1toad crossing and entrance into their
property on Lake Mibheo1a between ~eBth:an~~~lthjstreets.
Mr. Tinsley was informed that it would be impossible to
give him a definate answer until the matter of insurance
rates could be investigated.
Mr. Hag, stated that the city of Winter Garden would like
permission from the city of Clermont to use the, same radio
frequency as being used'by Clermont. The matter as to
what extent this would interfere with our present system
was discussed. Mr. Hagy that he would guarantee that
allowing them to use the same frequency would not be
detremental to Clermont in any way.
Motion by Kons1er, seconded by Winston, that the city of
Winter Garden be informed by Mr. Hagy that if they wish to
conduct any business with the city council of the city
of 'Clermont that they have a representative of their
city call on us. Motion carried.
Mr. Hagy stated that he would not so inform Winter Garden.
Mr. Winston reported t~at the Zoning commission was making
progress and that th y,wou1d be ready to report in the
near future.

Chairman George appointed Mr. Stephen Za1azo to fill
the unexpired term of F. B. Roe on the Zoning Commission;
Mr. Roe having stated that it was impossible for him to
serve.

The Marshall's report was read, accepted ad ordered filed.
Police chief Brooks recommended that the tires on the
police car be recapped as soon as possible.
It was determined that new tires could be purchased for
approximately the same price as recaps. The matter was
referred to Mayor Higby with instructions to purchase
new tires for the police car when necessary.
Motion by Winston, seconded by Sickler, that the Clermont
Athletic Association be informed that unless theY, are
able to show reasonable progress towards completing the
grand~stand at the ball park within thirty da~s from this
date, that the lease between the city of Clermont and the
Athletic association will be canceled and the property
revert back to the city. . Motion carried.
Ross Cantwell requested the city to provide two portable
"drive slow~' signs to be used on Sundays on seventh
street, North and South of the Methodist church.
Albert Johnson requested that the city mark for parking
the North side of Broome street between 7th street
and eight street. '
Mr. Sheldon wa& instructed to comply with the two
requests.

M~or Higby discussed the diffiou1ties of household
personal property assessments, stating that in his opinion
fair and reasonable returns had not been made by the
property owhers.
Motion by Konsler, seconded by Sickler, that bills be paid,
with the exception of one account in the amount of 12.60
to Frank Gause, of Eustis, Florid~ and dated July 1952.
The clerk was instructed to investigate this account.
Motion carried.
Clerk Johnson informed the council that the valuation
plaoed on Lot 10 & N 50' of E30' of lot 12, Blook 80,
in the name of H. R. ~arper, was apparently in eeror,
as Mr. Harper olaimed that one of the houses on the property
had been removed prior to January of 1952.
Motion by Winston, seconded by Konsler, that the property
valuation of the property in question be reduced by the
amount of the valuation placed on the house which had been
removed, as the assessment had been made throu~ error.
Motion carried.
Clerk.Johnson read a letter from H. F.' Bailey relative
to a truc3 route through the city. The letter was ordered
filed and no action taken.
Clerk Johnson read a letter from Miss Helen Formby, of Eustis,
relative to a position on the summer recreation program.
The clerk was instructed to refer the matter to the Junior
Chamber ~ Commerce.
Clerk Johnson was'instructed to inform the South Lake
Construction Company that their offer to purchase parts
of lots 7 & 8, Block M had been rejected.
Clerk Johnson asked for authorization to refund the over
payments made by citizens for paving liens; oarried on the
books as Delinquent Tax Notes Overpaid.
Moti on by Winston, seconded by Konsler, that the clerk
be authorized to refund overpayments of Delinquent Tax Notes
as requested. Motion carried.
Clerk Johnson informed the council that a surplus of approx
12,,000.00 existed in the interest and sinking fund and
recommended that seven or eight thousand dollars of that
amount be used for the purchase of goverment bonds. Attorney
Morse informed the council that he could obtain city of
Clermont bonds at_l~ discount which would be a better
investment. Attcii:oney Morse was instructed to inform the ,
bond brokers that we were in a financial position to
purchase ten city of Clermont bonds.
