02-17-1953 Regular Meeting Regular adjourned meeting A regular adjourned meeting of the city COuncil of the city of Clermont was held at the city hall February 17, 1953. The meeting was c~lled to order at 7:30 P. M. by Counsil President Artgur George, with all Council members being present. Mayor Higby, Supt. Sheldon and Police Chief Brooks were also present. Visitors present were Mr. Daly Mr. Dormer and l',;r. Hicks of Clermont, Mr. Hagy, repre~enting the Southeastern COt1munication Co., rwpreBentatives of the Orlando Sentinel and Star and the local paper we 0 present. The minutes of the regular meeting held February 3, 1953 were road and approved as read. Mr. Dormer and Mr. Daly informed Mr. George that they did not have any business to discuss with the Council, but were only visitors. Mr. HickS, rePresenting the Clermont Eecreation Club, extended an invitation to Mayor Higby, the council, the clerk and all of their wives to attend a dinner Committee Chairman Konsler 5tJ~eetedConnnittee stated that his committee did not have a report. Chairman George informed the council that he had held a telephone conversation with Hr. Lustre, of the state Road Department, and had been informed that if the City desired to have the route of temporary "50" ~hanged it would'be necessary to nake application to the Road department, but that if the city of Clermont desired to have a "truck route" through town it was within its power to so desiginate one wherewver it desired but that the city would have to bear th the costs of all markings, signs and otker such expenses, and that the Road department would not maintain the city streets so desiginated. Motion by Konsler, seconded by Siokler, that the oity of Minneola be contacted and that if they would agree to the heavy truck traffic coming through their city that this citre desiginate the following route for truoks: Highway '27", from its intersection with Minnehaha Ave., north to tb-- ;intersection of the old highway, thence over said old highway around the lake into Clormont to eighth street, thence along eighth street to l.iinneola Avenue and alon~ Finneola Avenue to 12th street and along 12th stroot to the intersection of highway "50". Motion carried. Motion by Eoeker, seconded by Konsler, that Clorn'ont Dry Cleaners be granted a loading zone in front of their pia~ercbf business. Yotion carried. Mayor Higby reported that a check had been made of the traffic on highway "27" for a twenty four period and that the count disclosed a total of 3525 vehicles. Mayor Higby made the following recommendations: That a throe signal (green, red and yellow) traffic light be installed at t:ontrose and Fifth; that a "stop" sign be painted in large letters on .~gn~ street where it intersects DeSota; that a "Stop" sign be placed at Anderson street at its intersection with Minnehaha Avenue; and that fino U furnt' signs be placed on all the traffic lights in the city. afore stated Motion by Winston, seconded by Sickler, that thel'recorrnnendations made by Mayor Higby be put into effect. Hotion ca.rried. Parks Committee ohairman Siokler recommended that the city place a twenty one foot flag pole in Kellar park. Motion by Sickler, seoonded by Konsler, tllat the reoommenda.tion of Mr. Sickler be acoepted and that a flag pole be plaoed. Carried. . ,.. .__.~........___......._.._,~.,._.~..~w....._. ~ ~ Mr. Sickler further reported that there was a neod for an additional Shuffle Doard~ or repairs to one of the oxisting boards, at Kollar .t'ark. Chairman George referred the matter to the Parks committee to investigate further into the costs of a shuffle board, or repairs, and to report at next meeting. Water WorkS Committee chairman Winston ro~ommerided that the city install a fiffy foot, six inch, stand pine at the locat~~~ of the new well. The water works committee wo authorized to proceod with such installation if they thought advisable. Chairman Goorge appointed H. H. Tully as vice-chairman of tho Zoning Commission and Board of Appoals. Motion by Wi~s~on, seconded by Konsler, that pO~ice signal light on top of the building at Montrose and Eightl1 streots be put into use. Motion carried. . , uotion by 17eeker, seconded by Sickler, that a drainage easement for LATERAL DITCH LEFT STATION 611-00, be given to the State Road department, provided said easement moets with the approval of city attorney l~rse. Notion carried. Clerk Johnson read letters and reports from Cooper Kemorial Library and samo were ordered filed. Clerk Johnson read a let tor from C. J. Linderman to Brantly electric Company rolative to the eity allowing unqualified men to do wiring contracting. Clork Johnson read a letter from Strongs Animal Hospital, of Leosburg, relative to a Rabies Clinic in Clermont. It was brought to tho attention of the council that Pr. Ashley of rlinter GardC:ln had handled this matter in the past, and Clork Johnson was instructed to write Dr. Ashley and determine if he carod to hold the Clinic this year. Mr. Hagy, of South East Communication Co., submitted a proposed contract for maintainenco of city radio equipment. Chairman George thanked Hagy for his time and advised him that his proposition would be given consideration. Clerk Johnson advised the Council that tax statement # 1560 was apparently in error as same was for Household personal and that the mmer of~"1.the property stated that the house was rented unfurnished. Motion by ITinston, seconded by Meeker, that tax statement #1560 be gtruck from the rolJs as same had been assessed through error. Clerk Johnson informed the Council that Mr. Sullivan wished to close a driveway on fourth street and that he wished to know if tho city would roplace the curb. Mr. Johnson was instructed to infol"m Mr. Sullivan that this was the liability of the proporty owner. ~ .., Clerk Johnson informed the Council that Mr. F. B. Roe was of the opinion that tho repairs for sidewalks along his property were too high, but that hd was Jitilling to settle for .30~ per sq. yd., or a total of 121.50. Mr. Johnson was instructed to inform Er. Roe that all other property owners had, or were expected to, settled thoir accounts in full and that they did not feel they could make any special concession is his case. Motion by Konsler, seconded by Sickler, that the city give n~. ?reston the customary Lake Front Lease on tho lake shore . in front of lots 163-164 and the E70' of 175. r~tion carried. The matter of a radio roceiver for the city pickup trmck, usod by Supt. Sheldon, was discussed. '1."'e matter was tabled until noxt meeting and after investigation of the proposition submitted by Southeast Communications Co., Clerk Johnson was instructed to turn all unpaid sidewalk ropair accounts over to city Attorney Morse for collection. Motion by Neeker, seconded by Sickler that meeting adjourn. ~ - Mr. Winston recommended that the city romove the Natal hay and othor grass from the ball park and sod, or sprig, same.
