02-03-1953 Regular Meeting ... REGULAR MEETING ~ ~ A regular meeting of the city Counci1'of the city of Clermont was held at the city hall, February 3, 1953. The moeting was called to order by President Arthur George at 7:30 P. M. with all council members being present. Mayor Higby, attorney P.lorse; Supt. Sheldon and Police Chief Brooks were also present. Visitors present were Mr. Henry Tully, Col. Phillips, I.Ir. William Daly and ,i-\md. Perry. Representa ti ves of the Orlando Sentinel and the Clermont press were also ~resen~. The minutes of the meeting held January 20; 1953, were read and approved as read. ?lr. TUlly, Hr. Daly, Adm. Perry and Col. Phillips, each spoke and asked the Council to have the heavy truck traffic diverted off of temporary route "50" through Clermont. They presented to the council a petition of the property owners located on temporary "50" making the same request. Uotion by \1inston, seconded by l'Teeker, that the State Road department be requested to grant, and desiginate, the following stated route as a truck route thr~ugh Clermont: from the inter- section of "27" and, uso" along "27" to 11!inneo1a; from Uinneola along old Highway "50" to Eighth street in Clermont; along eighth street to Iianneola Avenue and along 1Unneola Avenue to 12th street and 12th street to the intereection of highway "50". Motion carried. Mr. Winston, reporteMng for the water committee, stated that his committee would be unable to make a complete report until they received further information from Mr. Crowe, of Black L~oratories. lw. Konsler, reportine for the Street Lighting and Sanitation committee, recommended that a street light be installed at the intersection of East avenue and 2nd. street. l:otion by TIinston, seconded Meeker, that the 'recommendations of the Committee be accepted and that a light be installed at the location recommended. Hotion carried. r~. 1~0ker further reported that l~. Long had been informed that the city would not consider taking title to any streets until such streets we~e completed. ~ ~ Mr. Sickler; reporting for the P~ks and cemetary Committee requested an additional ~vo weeks before making his final report and recommendations relative to the community building. Attorney liorse reported that he was making arrangements to have the request of the city for a change in their charter allowing for the appointment of a tax assessor presented to tho legislature in lIarch. He also discussed the matter of cigarette taxes being paid to the city. Motion by Sickler, seconded by Konsler, that the instructions of the former Council be complied with and that attorney Morse be instructed to proceed with taking the necessary steps to have the following desiginated property removed from the city limits of C1e~ont: that land lying North of Highlands Avenue and East of, Highway "27". Hotion carried with Winston voting: nay. Mayor Higby reported that he and t~. Winston had investigated the possibility of the city purchasing a new police car, but that after getting prices and taking the matter up with members of the Council it had been decided that it would be economy to repair the present car, which was being done at the present time. He ~tated that the origional estimate for repair.s was approximately ~}125.00, but that this amount w01l1d be exceeded due to other unanticipated repairs being necessary. Mayor Higby recomraended that J. B. Fullwood, 24 hour fireman, be paid for two extra days ~orked by him. ~ ,., 1~otion by Ueeker, seclbnded by Sickler, that the recommendation o~ the Mayor be complied with and that r~. Fullwood be paid for two extra days. ilotion carried. The Harshalls report was read, accepted and ordered filed. Supt. Sheldon informed the cotUlcil that heavy rains was caasing the J. C. Beach to was badly, and recommended that approximately 110 feet of 12 inch drainage tile be installed. ~otion by Sickler, seconded by Heeker, that Mr. Sheldon be authorized to purchase the necessary tile and install same at J. C. Beach. l~tion carried. , , lir. Winston informod the city council that it was the opinion of Supt. Sheldon that considerable saving to the city could be effected and better materials obtained if the city would make their own mixture for street patching. He further stated that in order to carry out such a program that a cement mixer would be necessary a~d that one was available at a low price. Motion by Winston, seconded by Konsler, that Mr. Sheldon be authorized to purchase the cement mixer in question and to proceed with his program as outlined. Motion carried. r:r. Sheldon requested that $lhe city make some arrangements whereby it would be possible for him to obtain clay as needed. Chairman George referred the matter to the streets committee for investigation and recomnlendations. llotion By Konsler, seconded by Winston that bills be paid. Motion carried. Clerk Johnson read a letter from Mr. McTernan relative to ~ the paving of Diston street. Mayor Higby was instructed to \KfI'i te Mr. UcTernan and inform him that the CotUlcil would be pleased to discuss the matter with him when he was in Clermont. Clerk Johnson informed the Council that lirs. Stanley, city Tax assessor would like to know if it was the desire of the COtUlci to continue the present "card system" for property valuations. Clerk Johnson was instructed to inform 1~. Stanley that the city wished the system continued by all means. Clerk Johnson s ta ted that through error I~rs. Anne Chea tham had been grated Homostead exemption on the wrong property and that tIle correction of same would result in a saving of 05.00 to Mrs. Cheatham. Motion by Winston, seconded.Sickler that the Clerk make the necessary corrections in Mrs. Cheathams taxes. Carried. MotionnBy Konsler, seconded by Sickler, that the valuation placed on Lot 7, block 1, croodlawn be reduoed to 4,500.00 , as the present valauation shown on the tax roml was in error.
