REGULAR MEETING

The regular meeting of the City Council of the City
of Clermont was held at the City hall, January 20, 1953.
The meeting was ca1ied to order by Council President
Arthur George at 7:30 P. U. with all members of the
council being present. Others being present were Mayor
Higby, city attorney Uorse, Supt. A. L. Sheldon and Police
chief C. ~. Brooks. Visitors present were Treasurer elect
Ross Cantwell, l~. Bert Chester of the Lake County Health
Department, Mr. Ui11iam Crowe of Black Laboratories and
w. H. McQuistion.
The minutes of the meeting held January 6, 1953 were read
and approved as read.
Mayor Higby administered the oath of office to Ross
Cantwell, as treasurer.
Mr. Bert Chester explained the Lake County Mosquito
control program.
Motion by Winston, seconded Meeker, that the city of Clermont
enter into the Lake County Mosquito control program, and that
the clerk be authorized to pay to said Lake County Mosquito 6ollt~
the amount of 01,080.00, as this city's share of the program.
Motion carried.
Mr. McQuistion informed the Council that in September of last
year former Council President, T. C. Cork, ,Jr, had appointed
a zoning committee consisting of Russell Grant, T. F. Thompson,
W. H. HcQuistion, Tom Stoddard and Ellis Konsler. Mr. Mc-
Quistion further stated that one organization meeting had been ," .
held, but that now the committe consisted of only three
members as Mr. Stoddard had resigned and Mr. Kons1er was now
a member of the Council and, therefore, not eligible for --
membership on the committee. :Mr. l.IcQuistion suggested that
Mr. George make appointments to bring the committee to full
strength.
Bounci1 President George appointed Mr. F. B. Roe and Mr.
Henry Tully as members of the Zoning connnission to fill the
vacancies in question.

Council President George appointed all members of the ioning
Comraission to membership on the Board of Adjustments, for a
period of three years. The membership of the Board of
Adjustments now consists of Mr. W. H. ~~Quistion, Mr. T. F. .
Thompson, 111'. Henry Tully, Mr. Russell Grant and r.rr. F. B. Roe.
CoUncil President George stated that it was his desire that
Mr. W. H. McQuistion serve as chairman of both the Zoning
Commission and the Board of Adjustments.
Mr. Crowe of Black Laboratories discussed the problems
of the city water works with the council.
President George referred the matter to the Water Works
committee for consideration with instruction so report at
the next meeting with recommendations.
Mr. Kons1er, chairman of the Street lighting and Sanitation
committee reported that requests for street lights had been
made for the fo110v/ing locations: 12th at Highway "50",
Montrose at 10th, llagno1ia at 2nd, and Seminole at 2nd.
Chairman George referred the matter to the Street Lighting
and Sanitation for investigation and with instructions to
report at the next meeting with recommendations.
Clerk Johnson was instructed to write to the Tavares & Gulf
rail road and request that they make the necessary repairs to
the crossings in this city.

Parks and cemetary chairman Sickler reported that the
Junior Chamber of Commerce would like the city maintain
the J. C. park in the future.
Motion by Sickler, seconded by Meeker that the city
include the J. C. park along with other city parks for
general care and ma1ntena11:ce~ Motion carried.
Clerk Johnson read a letter from Mr. Long and tir. Linderman
wherein they stated their intention to surface certain
streets in Alta-Vista and inquired of the city as to what
part of the expense the city would assume.
President" George referred the matter to the Streets
committee; for investigation and with instructions to report.
Mayor Higby, reported that Mr. Cash had been engaged as
"night man' on the police tordo.at the regular starting
salary of 190.00 per month. "
Mayor Higby recommended that Police Chief Brooks and
patrolman Clark be paid ~t the rate of fifty dollars per
month, each, for that period of time when they were the only
men on the force and therefore necessarly worked longer hours.
It was agrred that three fourths of a month, or $37.50
each would be the proper compensation.
Motion by Winston, seconded by Sickler, that Uayor H1gbt~s '
recommendation be carried out and that Dhief Brooks and
Patrolman Clark be paid $37.50 each for overtime. Carried.
Supt. Sheldon stated that the city should purchase two
tractor tires and tubes and submitted bids for the sale of
same.
Motion by Wins~on, seconded by Konsler, that the city
purchase two 6ply All fraction tractor tires and two
tubes, size 14-24 from Good Year Service Stores at their
bid price of $97.12 each for the tires an0. $10.22 each
for the tubes. Motion caried.
Motion by Winston, seconded by Sickler that the city attorney
be instructed to take the necessary steps to have the city
Charter amended to allow the appointment of tax assessor
whereas such office is now elective. Motion carried.

After some discussion it was decided that Bnesident George
should discuss the matter of tax assessments with Mrs.
Stanley.
The matter of Household Personal property taxes was
discussed at some length. No action taken.
Bresident George appointed n~. Ellis Konsler as the city's
rapres0ntative on the local Hospital Board.
Clerk Johnson asked the Council for instructions regarding
the unpaid sidewalk repair and construction accounts.
Clerk Johnson was instructed to write each person owing the
city for sidewalk repairs,and request payment, or satisfactory
arrangements for payment, within thirty from date of letter
and to further inform them that unless they complied with
such request that the city would enter suit for collection.
The matter of occupational licenses, selling or canvassing
permits and other matters pertaining thereto was discussed.
President George referred the matter to the Laws and Auditing
Committee for study and recommendations.
Motion by Konsler, seconded by Sickler that the past practice
of not billing water customers while their homes are under
construction be discontinued and that in the future they be
billed monthly fDomthe date of water service installatioR
. Motion carried.
President George requested the Parks and cemetary committee

and Mayor Higby to meet with a Committee ~rom the
Recreation club and endeavor to work out rules, regulations,
~ees and other matters and to report with their recommedations
at the next meeting.
Motion by Meeker, seoonded by Sickler, that meeting adjourn.
