11-18-1952 Regular Meeting Regular Adjourned l.teeting ~ -"., A regular adjourned meeting of the oity Counoil of the oity of Cler.mont was held at the oity hall, Tuesday, November 18, 1952. The meeting was oalled to order at ?:30 P. M. with all members being present with the exception of Mr. Meeker. Others being present were Mayor Higby, Supt. Sheldon, Attorney Morse, and Polioe Chief Brooks. Visitors present wore Mr. Pieroe, Zalazo, Bur.meister, Gross, Thacker and Jones. Minutes of the meeting held November 6, 1952, were read and approved. Chairman Cork asked the visitors to state their business. Considerable discussion took place relative to that P~operty lying North of Highlands and between Granfl Highway and higway "27" being taxed .6or operational purposes. Those owners of the property being present were of the opinion that they preferred to have the property in question taken out of the oity limits. They were inf rmed that the proper method of prooeedure was to file a petetion with the oity resquesting that the property in question be removed from the city limits and that the oity would then prooeed in a legal manner. Mr. Don meeker oame in at ten minutes before nine o'olook. Motion by Ferguson, seoonded by George, that Juniata Street from 12th street to the Western oity limits, Crystal lake drive from DeSota to Broome Streets, and theballey through Blook 11, Clermont heights be permenantly olosed and abandoned. On Roll oall vote George, Ferguson and Cork voted yes, Winston voted no, and Meeker did not vote. Motion oarried. . Mr. Winston oal1ed the ~ounoilscattention to the faot that a number of the sidewalks whioh the oity had ordered repaired were still in bad oondition. The matter was tabled for a few weeks. Polioe Chief Brooks stated that the Police oar was in need of a set of seat COvers. The matter was referred to Mayor Higby" for investigation and for recommendations at the next meeting. At Mayor Higbys recommendation, motion was made by Winston, seconded by Ferguson, that the parking of trucks, other than pickups, be prohibited on Eighth street bet'V'lWen r~inneola Ave., and Montrose street. Motion carried. At Mayor Higbys recommendation Motion was made by George, seconded by Ferguson, that parkinR on the east side of the street in fron of the South Lake Memorial hospital be prohibited. Motion carried. Mayor Higby reported that Mrs. Middlebrook had requested that two parking spaces, on the street North of her hotel, be reserved. ~ "., Motion by Winston, seconded by Ferguson, that Mrs. Middlebrook be allowed two reserved parking spaces on the South side of M1Till~( avenue, in front of her hotel. Motion carried. Mr. Cork stated that the J. a's had requested that they be paid the $500.00 allQted to them in the 1952-53 budget at this time. Motion by George, seconded by Winston, that the Clerk be autho~i~~ to pay the J. CiS the $500.00 as requested. Motion ca~ried. The Council appointed William Boyd as clerk, and Dorris Rogers, JOhnie Watson and Sarah Jane seaver as inspectors ~ .~ for the oity election to be held Deoember 9, 1952. Motion by Winston, seoonded'by Ferguson, that the salaries of the olerk and inspeotors be $4.00. Motion carried. Motion by George, seoonded by Meeker that Clerk be authorized to have the proper ballot prepared. Motion oarried. Motion by George, seoonded by Winston, that Fr~d Wolfe'S aocount, dated July 11 1952, in the amount of ~25.75, be paid. Motion carr1ed. Motion by Winston, seoonded by George, that the city pay the Cit;zens Bank of Clermont the amount of $3,000.00, in payment of'a note made by Clermont Athletio Ass'n, for a like amount, and that the said $3,000.00, being the prinoipal of the note, be oharged to the item of "new baseball stadium" under the parks department as setforth in the 1952-53 budget. Motion oarried. Clerk Johnson read a letter from property owners living on Crystal lake wherein they asked that the city desiginate and name the drive around said lake as "Crystal Lake lJrive". Motion by Winston, seoonded by George, that the request of the property owners be granted and that the street around the North and West side of' C~stal be desiginated and named Crystal Lake Drive. Motion oarried. Motion by Winston, seoonded by George that the oity olerk be authorized to sell lots 1 to 12, ino. Blook 31, at a prioe of $125.00 each. Motion oarried. Clerk Johnson was instructed to write to Mr. MoKethan of the State road department for oonfirmation of rec~nt letter to the effeot that the State road department would maintain temporary route "50" through the oity of Clermont. Motion by George, seconded by Ferguson, that the offer made by Ellis Konsler for lots 1, 2, 3, 4, 5, 6, 7 and that part of 8 lying North of State road "50", Block 10, Sunset subd. for an amount of $2,100.00 be accepted and that the clerk be authorized to f'urnish Mr. Konsler with a warJ:!a.nty deed upon payment of the $2,100.00. Motion oarried. Clerk Johnson called the councils attention to oertain ad~~~+. which were neoessary in the new tax rolls. Motion by Ferguson, seconded by George that Homestead and Widows exemption be allowed to Lottie ~oohrane on property co~e~ed by tax statement 261, as said exemptions had been om1tta&lthrough error. Motion carried. Motion by Meeker, seconded by George that the valauation plaoed on the R. C. & W. Caughell property, be reduoed to 1100.00( the same as prior valuation) as said property was in the "Excluded" area and the valuation was raised through ~:i.-;':i.-;'u~ This property covered by tax statement 1284. Motion carried. Motion by George, seconded Winston, that lot 3, block 94, covered by tax statement 427 be reduoed to the value of the land as the building previously on the lot had burned and was not on the property as of Jan. 1st., 1952. Motion oarried. .;i, (/ CJ Motion by George seconded by Meeker,~that the personal property tax covered on tax statement be struck from the roll as same was assessed through error. _.~ ., Motion by Winston, seoonded by Goorge, that Personal property tax covered by tax statement 1560 be struck from the roll as same was assessed through error. Motion carried. Motion by Winston, seoonded by George, that the personal property tax covered by tax statement 1565 be struok f-'om the roll as having bean assessed through error, provided that after investigation it is found that the house in question is unfurnished as claimed.
