10-21-1952 Regular Meeting RIOC'rULAR il.1)J0URI\&J 1..iE,"~ING A regular adjourned meeting of the City Council of the City of Clermont was held Rt the city hall, Tuesday, uctober 21, 1952. ~ ~ The meeting was called to order at 7:30 p. N. by Council President, T. C. Cork, Jr. lath all Council members present. Others being present were i.:layor Higby, Supt. She :.don and Police Chief Brooks. Tpe minutes of the regular meeting of uctober 7, 1952 and the Special meeting of October 13, 1952 were read and approved as read. ~~. cieeker info~ed the Council that an application for a building permit he,d been made to the lire & Building Committee which they had rejected. After some discussion it was decided that it would be necessary for the a~plicant to furnish th',J Fire and Building Committee with a complete drawing of the plans"for the proposed building and full information as to the general structure of the building, its purpose and the materials to be used. hr. ~'linston, reporting for the ilJater Committee, stated that the New \'[ell should be in production within a few days. A general discussion took place relative to the routing of Highway "50" through Clermont via of i{innehaha Avenue, Fifth Street and VeSota. Supt. Sheldon Was instructed to remove some of the lower limbs from the trees along Route "50", through Clermont, in order to eliminate the noise of large tr~cks striking the low hanging limbs. Supy. Sheldon was instructed to make some inprovements on Osceola Street, From 12th to the property owned by hr. Ard. jI..ir. l'i:eeker stat ed that Carroll Electric Company had requested a "re served space" for a loading and unloading zone at hjs place of business on 8th street. After considerable discussion it was decided to investigate the matter further before taking any actio:,.. ' Nr. George reported that the Special Committe for City o,~ed lot appraisals wished to make the following recommendations: That are Fred ~olfes offer of ~600.00 for lots 72 and North fraction of 71 and 73, lot 182 and North fraction of 181, and 'lots 183,184,185 & 187 be accepted, but that lot 188 be substituted for la7, as 187 is the lot whereon the new ~~~s located, That lots 69-70 r of HighWay "50" and that part of lots 71, 74 & 75 South of Highway "50" be offered for sale at a price of .J800.00, That the city make an effort to pur&hase lots 1-3-5 & 7, Block 89, from the county, and thaJ when said lots are obtained that said Block 89 , be offered for sale at a price of J5,000.00 or on a fifty year lease at 500.00 per year egeneral terms of the lease to be worked out) and that said lot 89 be restricted to ~fficiency apartments or Motel type of structure. ~otion by George, seconded by Ferguson, that the recommendations of the Committee, regarding the Fred Wolfe offer, be accepted and that Mr. Wolfe be sold the property in question as outlined in the recommendations. Un roll call vote: George, Ferguson, l~eker, Cork voted Aye, Winston Nay. -~ ~ hotion by George, Seconded by ~eeker, that the Recommendations of the Committee regarding lots 69-70-71-74 & 75, as outlined in the recommendation, be accepted and that said lots be offered for sale at a price of ~800.00. l-.iotion carried with i\~r. ~vinston not voting. . hotion by George, seconded by Ferguson, that the ~lerk be instructed to purchase lots 1-3-5-&7, Block 89, from the county. l~otioD carried. ~'.ayor Higby asked Clerk .Johnson to read a letter from H. R. Harper, 1therein hr. Harp~r called the attention of the Council and the ~~yor to the claim that the Police c~r had been driven through the Business section of Clermont on Saturday night, uctober 18, at an estimated speed of sixty miles per hour and running through a, red light at an excessive speed. t.rr. Higb~r reported to the ~ouncil that he had investigated the rnattar and found that the c~ll was an emergency. i'Lotion was made by George, seconded by Ferguson, and carried, that a letter of explaination and thanks be mailed to ~r. Harper, and said letter to be signed by the hayor and the President of the Counei1. ~. "., i'~ayor iligby further reported on the last i..iunicipal lJleeting and outlined a plan of having all me.ga.zine salesmen register a,t the city hall and secure a permit from the city Clerk. It was called to i-la~Tor Higb:'A attent:i ~r. th:jt under tile present urdinance relative to th'~s matter that the Clerk was not allowed to issue any p~rmit. A general discussion followed and the matter was tahled. Clerk Johnson read ~ letter from hr. ~ilson Sheppard outlining a proposed plan for the manner in which Police Department Bond Receipts, arrest tickets, a,nd bond money should be handled. Motion was made by Winston, seconded by heeker and carried that ~~. Sherpards proposed plan be accepted as a general guide. hOt ion by Winston, seconded by Ferguson, that due to the general election being held on Tuesday, November 4, 1752, that the next regular Council meeting be postponed until Thursday, Novemner 6, 1952. hotion carried. ciotion by Meeker, seconded by Ferguson that me~ting adjourn.
