REGULAR MEETING OF THE CIffY COUl~CIL
The regular meeting of the city Council was hold at the City
Hall, March 4, 1952.

The moeting was called to order by Council President, T. C.
Cork, Jr., at 7:30 P. M. with the following mombers Present:
Ferguson, George, Meeker and ~inston. Absent: None.
Others being present were Attorney Horse, ~:Iarshall Brooks
and City Foreman Fullwood and Mayor Harper.
mil. minutes of the regular adjourned r.'1eeting of February 19,
1952, were read and approved.
Mr. Winston reported progress on the new well; stating they
they had reached a depth of approximately 150 feot.
Hr. George reported that traffic lights had be installed at
7th and Desota andn 5th and Highlands, and that work was
progressing on the widcning of Montrose Street at its
intersection at 5th.
Mr. Winston reported for the Lot appraisal Committee.
The r~port was accepted with a few minor changes and Mr. Winston
and Committee were commended for thoir good work.
Motion by George, seconded by Ferguson, that Florida Povler
Corporation be offered the remaining portion of lots 321-322-323,
Clerr,10nt Heights, at a price of ~~400.00. Motion carried.
Hotion by i.'Ieeker, seconded by Winston, that Chas. Poole be
offered lot jf! Block 108, Indian Hills at a price of
~~300.00. Motion carried.
Motion by Winston, seconded by Meeker, that the city offer
for sale by advertising in the" local paper, those lots
recommended to be sold by the S~ecial Appraisal Committe.
That sealed bids be accepted on these lots and that all such
bids be opened and considered at the regular Council meeting
on the first and third Tuosdays of each month. It being
understood, however, that the city reserves the right to reject
an~, or all, bids. Uotion carried.
r:Iotion by Ferguson, seconded by George that The Special
Appraisal Committeo appraise lots 30 to 46, Inclusive,
Lake Sunnyside, and report back to council. Hotion varried.
t!otion by Winston, seconded by Ferguson, that April 4 & 5
be desiginated as the day for innoculation of dogs, and that
Dr. Ashle'j be engaged for that purpose at the rate of ~~2 .00
per dog. Motion carried. The Clerk was instructed to
notify the general public through the local paper of theso dates.
:r:rayor Harper asked about the city sand pit and was advised that
tho pit had beon orderod closed.
Mayor Harper suggested that the ~~~~ city consider purchasing
a Boat, Tarailer and IIKicker", to be used in conjunction with
the Fire Department for life saving purposes.
Hotion by Meeker, seconded by George that the matter be tablod
for future consideration.

Parshall Brooks read his report and same was accepted and ordered
filed.
Fire Chief Sheldon reported that ton fire calls had been turned
in during the month of 5ebruary.

Insurance Company have their representativQ moet with the Council
at its next moeting to discuss Insurance coverage with tho city.

the city be inspected, and that where bushes, shrubbery and-so-fv...
obstruct the view that same bo removed.
Motion by Winston, Seconded by George, that the Personal property
tax assessed against the Perry Cooper Estato be struck from the
rolls as it was assessed throu@l error. l~tion carriod.
r~otion by Ferguson, Seconded by Meoker, that city cooperate
wlhth Clermont Improvoment Board in their "Clean-up" campaign.

~otion by Winston, Seconded by George, that city furnish
city truck and crew to move tablos f~om Postal Uolony
grounds to the city park for the Al12States picnic. Carried.
Motion by George, secondod by Meeker, that the land bounded
on tho North by the City limits, on the East by the City limits,
on the South by Pitt Stroet and on tlw West by Bloxom Avenue
be rezoned from an R-l A and R-2 riultiple Family District to
a C-l Commercial District. The roll call vote follows:
Ayes: Ferguson, Meeker, George and Cork. Na: Dinston.
Motion by Winston that tho land bounded on the North by Pitt
Street, on the East by tho City limits, on tile South by
the City limits and on the West by a line 150 foot East of
MillholJ.and Streot be re'zoned from a R-1Aand R-2 Multiple
Family:-Dis trict to a C-1 Commercial District. Thore was no
second to this motion.
tTotion by George, secondod by Winston that the land bounded on the
North by Pitt Streot, on tho East by the city limits, on the ~0"+'L.
by tho city Limits and on the West by a line 134 feet West of
MilIhollana be rezoned from a R-lA and R-2 Multiple Family
District to a C-l Commercial District. The roll call vote
follows: Ayes: Winston, Ferguson, ~eekor, George and Cork.

Mr. Moeker offered and moved that it be passed
AN ORDINANCE Mr.ENDING 1~E PENALTY PROVISIONS OF SECTION 16,
CHAPTER 25, REVISED GENERAL ORDINANCES OF THE CITY OF CLERIWNT,
Lake County, Florida:
\Vhich Ordinance was read in full. Motion was seconded by r.Ir. Fergu
and when put to a vote carried. JJr. Winston then moved that the
rules we waived and that the Ordinance be read the second time
by Title only. The motion was seconded by Mr. George and
unanamously carried. Aftor tho second reading tIr. Winston moved
that tho rules be further waived and that the Ordinance be placed
upon its passage. The motion was seconded by r,ir. Ferguson and
unanamously carried. Thereupon the Ordinance was read in full
and upon its passage the roll call vote was Winston, Beeker
Cork, Ferguson and George Yea. No: none. The Ordinance was
passed, title as stated, and ordered recorded in the Ordinance
Book and numbered 106. A copy in .full appears in this book
following these minutes.
Motion by Ferguson, secmnded by Winston that a water line be
extended to Colored Cometary.' r~~otion carried.

~,~otion by George, seconded by Meeker, that Harper l',lotor Company
be awarded the contract for four 650/16 tires and tubes
at a price of 96.32. Said tires to be Goodyear Dolux.

li!otion by Winston, seconded by Jeorge that Clork proceed with
obtaining State Plumb~ng Code and some good Standard Underwriters
Electrical Code, and make arrangements with the local Licensed
Plumbers and Electrical Contractors to attend a moeting to
discuss the matter of adopting such a Code Hotion carried.
Motion by Meekor, seconded by Winston, that the' matter of a new
Zoning Ordinance for the city and the appointment of A Zoning
Commission and a Board of Appeals betaken under advisment
until the next mooting. Ilotion carried.
Motion by Winston, seconded by Ferguson, that bills be paid.

SECIION.".. Thct the penalty pIovisicne vf Section 16,
Chapter 25 of t~o neviscd G~ncrnl Qrdinances of the City of
Clermont, Lake County, Florio2, the sn~e now reading as follows:
"Any person convicted of violation of any of the
orovisions of this section shall be fIned not less
tha!l $5.00 nor ::lare than SlOO.OO, or imprisoned
not more than thirty days or both, at the discretion
of tho :1ayor, II
is hereby amended to read as follows:
IIAny person convicted of violation of any of tho
provisions of this section shall be fined not less
than $1.00 nor more than $10C.OO, or i~~risoned
not more than thirty days or both, at the discretion
of the Mayor."
SEcrION 2. If any section, part of sectifJn, sentence, clause
or phrase of this Ordinance shall be held to be unconst::.tutional
or invalid, the remaining provisions hereof shall, nevertheless,
remain in full force and effect.
SECTION 3. This ordinance shall be effective i~~cdi~tely
upon its pa,ssage and approval by the Mayor.
