The adjourned meoting of tho city council was held at the
city hall, February 19th., 1952.
The meeting was called to order by Council President, T. C.
Cork, Jr., at 7:30 P. M. with the following members present:
Winston, Ferguson, Meeker and George. Absent: None. .
Others being pres~nt wer~ Mayor Harper, Attorney Morse, Tax
assessor Nagel, Fire Chief Sheldon, Marshall Brooks, and .
Foreman FUllwood.c Visitors present were Mr. Zieber, Mr. &. Mrs
Long, Mr. & Mrs. oldgrove, lws. Haskell and Mrs. Giddings.
The minutes of the regular meeting of February 5, 1952 Were
read and approved.
Mr. Zieber requested some adjustment in the amount of the
old paving assessment against lot 4, Block 54, due to the
paving not reaching across the entire front of the lot.
The matter was tabled for future consideration.
Mr. Coldgrove, representing the Florida Power Corpj,
stated that they now owned parts of lots 321-322 & 323, Clormont
Heights, and as they intended erecting a new sub-station
and needed additional area they would like to purchase the
remaining footage in the above mentioned lots from the city.
Mr. Coldgrove was informed that they city was not in a
position to offer this property for sale at this time, but
would be in the near future and that his request would be given
consideration at that time.

Mr. Long spoke in opposition to the proposed zoning of
certain lands along the new highway from Pitt street south.
He stated that he would not offer any serious objection to
this property being rezonod to a Business area for a reasonable
distance West of the highway but that he though that the idea
of Bloxam avenue being the Westorn boundry of such an area
was unreasonable and unjust and that he did defina,tely object
to such a proposal.
Mrs. Haskol also spoke in opposition to tho above mentioned
proposed zoning. She also stated that she would not seriously
object to reasonable zoning but that she was also of the
opinion that tho proposed changes were unreasonable, unjust
and unnecessary. She further stated that she had purChased
property and was building a home in this area, and that she
had taken such steps because due to the fact that this area
was zoned as highly restricted residental.
Mrs Haskel and Mr. Long were informed that their objections
would received serious consideration and it was the opinion tbf
the council that a compromiSe could be made which would be
satisfactory to all concerned.
I\lr. Wins ton and Mr. Cork s ta t ed that they wished it to be a
matt~r of record that they favored the proposed zoning to
cover only a reasonable strip of land along the highway
and that full protection be given home wvmers.
Mr. Winston reported that .tho water pipe line had been
completed to the Thacker fuotor Court.
Motion by George, seconded by Winston, that Block U of
Oak Hill Cemetary addition be reserved for pauper graves,
and that such graves start at the Western boundry of said
Block and that each lot be completely fillod before another
lot is used. Carried.
Motion by Moeker,seconded by George that the Island ~n the
side of fifth street, in front of the Baptist ChUrch be
removed and the street filled in, in order to improve that
intersection. Motion carried.
r,~otion by Winston, seconded by Ferguso1+, that the city purchase
a threo-way traffic (Red Amber & Green) and install same

at the intersection of Higglands and Fifth streets. Carried.
Mr. Winston reported progress by his committee in tho
valuation of city owned lots.
Mayor Harpor reported that he had received complaints that
tho property of lw. William Elliott, West of the School,
was being used for storage of building materials and other
things which should not be allowed in a residontial area.
President Cork offered to see 1~. Elliot about the matter
and try to got it corrected.
At the request of Nayor Harper, motion was made by Winston
seconded by Ferguson and carried that Chapter 25, Section 16,
of the general Ordinances be amended from ~~5 .00 to ~~100 .00
to ~~1.00 to ~~lOO.OO. This change is in respect to the amount
of finos allowed for violation of traffic regulations.
1T. Winston offered the opinion that Judge Bliven ~hou~d
follow tho recommondations of Judge Hall relativ.;) to. fin'Os.~'r:
Motion by Winston, Seconded by George, that the motion of a previv~
meeting relative to tho installation of Dry-Wells on Fifth Stroot
South of Chestnut be rescinded. Motion carried.
Motion by Winston, Seconded by Ferguso~, that the city obtain
an estimate of tho cost of resurfacing Fifth Streot from
Seminole to a point midway between Chestnut & Highland and if
practical to proceed. Motion carried.
Mr. Cork appointed the Streets Committe to look into this matter
~lediately and asked Mr. Winston to serve in his place on said
Committee.
1Iotion by George, seconded by Heeker, that tho i"ntarsections at
Desota and Fifth and Desota and Tv/elveth be widened by cutting
b~ tho corners of Desota at its entranco to Fifth and Twelveth
streets. Motion carTied.
The matter of sending Personal Property Tax reporting forms
to Personal Property owners was discussed and it was the
unamamously decided that the forms should be mailed as soon
as possible.
Notion by Ferguson, seconded by George, that the Florida
Telephone Corporation be given permission to use she necessary
part of that land lying between the city hall and the telephone
building for a septic tank and drainage field. With the
understanding howQver that such permission will be torminated
when ever the city may. need tho land in question for building
sites or other purposes. Motion carried.
Motion by Winston, seconded by George that tho city purchase
an, Amorican Flag. l~otion Carried.

Motion by Ferguson, Seconded by Winston, that Sheldon Motor
Company be given the contract for Police car repairs at a price of
C198.00. Motion carried.
~.Totion by Winston, seconded by George that tho clerk ask local
licensed dealers for bids on four 650/16 first grade tires and
tubes. Motion carried.
Mr. DoWling, of Hunnicutt & Associates came in at this time.
Mr. Dowling stated that his company would very much like to (lCJnt.L_
their contract witt! the city. He further stated that tho~r ro&lized
that t~e cost to this city for thoir services last year had beon
entirely too much and that in view of this they were willing to
offer their services at absolute cost for this year. ~lr. Cork
informed by Dowling that his proposition would be considered
and he would bobinformed of the councils decision.

to an executive.

Motion by Ferguson, seconded by George, that an.Assistant
be employed f'or Hr. Johnson, so that Mr. Johnson will be able
to get out of' his of'fice in a supervisory capacity over all
city crews to better co-ordinate the work. This to be done f'or
a trial period to decide the advisability of' such a move on
a permenate basis. On roll call vote Cork, Ferguson, Meeker
and George voted yea. Winston voted :--nay. Meeting adjouy'ned.
