The regularvmeeting of the City Council of the city of Clermont
was held at the City Hall, February 5, 1952.
The meeting was called to order by President T. C. Cork
with the following councilmen being present: Winston;
Meekor and Ferguson. Absent: ~cQuistion. Others being
present were City attorney Morse, Fire Chief Sheldon, Marshall'
Brooks, Mayor.Harper, City Foreman Fullwood, Mr. Gordon Forbes,
tIr. Roy Black, Mr. Fred Wolfe and Mr. Thacker.
Chairman T. C. Cork administered the oath of office to Mr.
Arthur George, the newly elected councilmen, and Mr. George
was duly sea~ed.
The minutes of the meetings held January 15, January 22 and
February 1, were read by the clerk and approved as read.
FIr. Black asked the council for a lease on the lake shore
fronting on lot 21, Clermont Heights.
Motion by George seconded by Ueeker that Mr. Blacks request be
granted and that the city attorney be instructed to prepare
the proper twenty year lease and that the Uayor and city
clerk be instructed to execute same. Motion carried.
Mr. Morse stated that !Jr. John C. Forester would like a lease
on the lake shore fronting on lot 14, Clermont Heights.
Motion by George, seconded by Ferguson that the request of
Mr. Forester bo granted and that tho city attorney be instructed
to prepare the proper twenty year lease and that tho Mayor and
Clerk be instructed to execute same. Motion carried.
M:r. Forbes stated that the Athle.tic association would be
unable to borrow money from the local bank unless the coUncil
would make some definate commitment as to the date the 3,000.00
recommended in next years budget would be available .
Motion b~ ~inston, seconded by Ferguson that the former motion
of January 15, 1952, relative to this matter be amonded to

also road: and the said ~p3, 000.00 will be avilable for payment
ten days after the regular council meoting of Novembor~:.,'" 1952.
Motion carried.
Mr. Wolfe appeared bofore the council and asked for the consideratiuL
of tho payment of an old account contracted by the athletic ass'n.
1.Ir. Wolfe was informed that the council did not feel inclined to
settle this account, but that he could be assured of payment of all
current accounts of the association provided such accounts were
certified by Mr. Meeker. Mr. Wolfe was further assured that in
the event the athletic association was not sufficiently organized
to issue checks for payment that such payments would be made through
the ofifice of the city clerk.

Mr. nlacker appeared beforo the council and explained his ~lans
for a new Motor Court to be located on the E~ of l~i of NE4
19-22-26 West of tho highway.
Mr. Thacker was assured that city water would be made available
to him for his project.
Motion by George, seconded by Ferguson and carried that notices
of proposed chango in Ordinance No. 48, th~ same being the Zoning
Ordinance, covering the following areas and changing from and
to tho respective zones be publiShed in accprdanco No. 48 in the
Clermont Pr~ss and the me~ting be held on February 19, 1952, to-wit:

Family District to a C-l Commercial District:
All lands in tho City of Clermont, Lake.County, Florida,
Bounded on the North by Division Street, on the South by
Pitt Street, On tho West by Bloxam Avenue and o~ the East by
Grand Highway; and
From and UnZonod, R-1A Zinglo Family District and R-2 :Multiple Fam'tic,
District to a C-l gommercial District:
All lands in the City of Clermont, Lake Count1, Florida,
Bounded on the North by Pitt Street, on the West by Bloxam Avenue,
one the East by Grand Highway and on the South by Hooks Streot.

The clerk was instructed to inform the Radio Operator
and fulltime fireman that he was expected to keep the
fire fighting equipment clean and polished.
~w. Winston reported that he and Mr. McQuistion had looked
at the trees which Mr. Roe had offered tho city and that in their
opinion the trees were too largo for replanting and would not be
worth tho expenses involved. The Clerk was instructed to writ~
l'.~r. Roe and thank him for his offer and to inform him that the
city could not USQ the trees.
Mr. Winston roported that he had investigated tho intersection
at Pitt and Prince Edward streets and t~lat same was definately
in need of repairs.
Motion by rJinston, seconded by Ferguson that the intersection
at Pitt and Prince Edwards be repaired.
Chairman Cork instructed the Streets committee to look into the
drainage situation of 5th stroet South of Chestnut and that they
empowered to take the nocessary steps to correct the situation.
Motion by Winston, seconded by Ferguson that the city purchase
a triple light ( Red-Amber & Groen) traffic light and that
same be installed at the intersection of Desota and 7th. Streets.

Motion by Winston, seconded by George that the city approve the
Florida Powor Corporations plan of three street lights along
r.1innehaha Ave. North of Alta Vista Heights. Motion Carried.
Motion by Winston, seconded by Ferguson, that streot lights
be installed at tho following intersections: 4th. & Desota, 2nd
and Crystal Lake Drive, and 1st. and Minnehaha Ave. Carried.
~r. Ferguson reported that his committee had investigated the
advisability of picking up garbage at the rear of homes and th t
their recommendation was that no chango be made in the present pro~
at this time.
Mayor harper Reported that the mattor of cull citrus fruit being
dumped on the Albert Nolzo property had been corrected.
Mr. Winston reported that his committee on city lot appraisals
were not ready to report but would do so soon.
Mayor Harper made his roport.
r.1otion by George, seconded by Vlinston, that Mayor bo granted
tho autbrity to construct a dog pound at his discretion.
Hr. George Nagel, Tax Assessor came in at this time.
Mayor Harper recorrnnonded that the city consider the construction
of a city owned trailer court as a long range program. No
action takon.

T.7ayor reported that the Police car was badly in need of repairs.
Motion by Winston, seconded by Ferguson, that A. L. Sheldon
make a list of the noeded repairs and that tho clerk secure bids
from local firms for the work as recommended by Mr. Sheldon.

authorized to purchase nine Police uniform shirts and six pair
of police uniform trousers within the limits of the budget.

Attorney recommednod that school zone signs bo relocated
and "stop" signs placod in certain areas. No action taken.
lCotion Winston, seconded by George that Attorney Uorse be
take the necessary steps for the procuring the necessary
prints o.f the Oak Hill Cemetary addition and that he have
same placed on record in Lake County Florida, and that the
clerk be authorized to pay the necessary costs of such.
Motion carried.

Vfuich ordinance was read in .full. Motion was seconded by
Mr. George and whon put to a vote carried. Mr. Winston then
moved that that the rules be waived and the Or~inance be read
the second time by title only. The motion was seconded by
Ferguson and unamamously carried. After the second reading
Mr. Winston moved that the rules be .further waived and that
the ordinance be placed uponr.its passage. The motion was
seconded by Mr. Meeker and carried. Thereupon the Ordinance
was read in .full and upon its passage the roll call vote
was Winston, Ferguson, Cork, George and Meeker yea. No none.
The Ordinance was passed, title as stated and was ordered
recorded in the ordinance book and numbered . A copy
in .full appears in this book .following these minutes.

Hr. rJinston and when put to a vote carried. Mr. George then
moved that the rules be waived and that the Ordinance be read
the second time by title only. Tho motion was seconded by
Mr. Meeker and unanamously carried. After the second reading
Mr. George moved that the rulos be further waived arid that
the Ordinance be placed upon its passage. The motion was
seconded by Mr. Eenguson and carried. Thereupon the Ordinance
was read in .full and upon its passage the roll call vote
was Winston, Ferguson, Cork, Meeker and George Yea. No none.
The Ordinance was passed, title as stated, and ordered recorded
in the Ordinance and numbered . A copy ~n .full appears
in this book .following these minutes.
Hotion Vlinston, seconded by George that the city purchase
approximately 200 .feot o.f two inch pipe .for use at Alta Vista.
Motion carried.
Motion by Winston, seconded by Gerguson that the city purchase
a large garbage can .for use at the cOlnmunity bUilding. Carried.
Motion by Winston, seconded by Forguson that Morton J. Barnes
be advanced 1,000.00 on his contract. Carried.
r.fotion by Winston, seconded by Meckor that bills be paid. carried.
Motion by Winston, seconded by George, that tho matter o.f an
Ordinanco allowing the employment o.f a non-rosident as city
attorney be tabled until the city Charter could be changed.
Carried.

Motion by Winston, seconded by Meeker, that Ernest S:L.ol~ I:rMl
be allowed Homo Stead exemption on ~ertain parts of lots 8-9 & 10
Block Z27, as tho county had mado the allowance and the city
had made the assessment through error. Carried.
J..lotion by Ferguson, seconded by George that the fire alarm
switch located up tovm be removed as it is no longer needed.

l~. Winston asked for an executive session.
Motion by Vans ton, seconded by George that Irving F. Morse
be appointed city attorney for this year at a salary of
$50.00 monthly. Motion carried.
