01-15-1952 Regular Meeting ADJOURNED MEETING The adjeurned meeting of tho city council was held at the city hall January 15, 1952. The meeting was called to order b1 President T. C. Cork, ,r., at 7:30 P. M. With the following members present: Ferguson, McQuisti~n, Meeker and Winston. Mayer Harper, Fire chief Shelden, Police chief Brooks and foreman FUllwood were also present. Visitors being present were . Mr. Geede, Albert Knowles, Buok Crews, Joe BonJorn; Bob Attk1nson, Gorden Forbes, Mr. William Crowe of Blaok Laborateries and Mr. Bert Chester of the County Health Department. The minutes of the previous meetings of January 3rd., and January 14th were read and approved as read. Mr. Albert F~owles stated that a part of Prinoe Edward street was in very bad oondition and needed attention, and that his partiotular neighborhood was being used for a dumping ground for oull oitrus fruit. Chairman Cork referred the matter of the street te the Streots Committee and the matter of the cull oranges being dumped in that locality to Mayor Harper. The stree~ Committee were to make their report at the next meeting and Mayor Harper was to take the neoessary aotion. Mr. Bob Attkinson, representing the Clermont Athletio Association and speaking in behalf ofi the base ball park, stated that it would be impossible to complete the present prcjeot without additional funds. He was informed by President Cork that no further funds were available from this years budget. After oonsiderable disoussion it was deoided that approximately $3,000.00 would be needed to oomplete the present project. ' Motien by Winston, seoonded by Meeker, that this counoil go en reoord as favoring an appropiation of $3,000.00 fer the Clermont Athletio Association, for the above stated purpose, to be placed in, and paid from next years budget. Motion carried. Mr. Millican appeared before the oounoil and stated that the was of the opinion that the sanitation department should star; pioking up the garbage f'ro"l the rear of the houses in order that it would not be-necessary for the residents to plaoe the garabge oans at the ourb. He further stated that he realized suoh a program would be more expensive than the present ene, but that hewas of the opinion that property owners would"be willing to pay as muoh as a dollar monthly more for this servioe. Chairman Cork referred the matter to the sanitation Committee. Mr. Ferguson called the oounoils attention te the fact that Mr. Fl$yd Ree had seme trees which he would give the oity if they wanted them, but that he would like to bo informed ef their intentions regarding the trees as soon as possible. Chairman Cork referred the matter to the Parks committee fer investigation and aotion. Ma~.r Harper reoommended that the interseotien at Fifth and Montrose Streets be widened as muoh as possible in order te allow more room for "turning traf'f'io" ~ . Motion by Winston, seconded by Ferguson that the Street Committee investigate the matter and that the be empowered to widen the interesticn as muoh as praotioal. Motion oarried. Mayor Harper reported that he absolutely intended to enforce the "ene hour parking law" in the business section. Chairman Cork oalled Mayor Harpers attentien to the faot that the o.unci1 had ordered the Bronsen-Kern Apartments be made te oomply with oity ordinanoes, or olosed, some months ago. Mr~ Cork asked Mayer Rarper to please give this matter his early attention. Chairman Cork also called Mr. Harpers attention to the faot that the counoj had ordered that a Dog Pound be construoted sevoral months ago, and that he would like far him to l.ek into that matter also. Mr. BeDt Chester asked if' the oouncil would care to take part in the County Mosquito oontrol program. ~ .,., He'was informed that the city would n0t be interest this year as they had purchased their own equipment and contemplated doing their ovm spraying. Mr. Chester infarmed the council that his department would be ppleasod to cooperate with the city and to help them in any way, possible. Clerk Johnson was instructed to \lIfrite to the state Beard of Health and to determine if there were any restricti0ns relative to a municipality operating their own fogging machines. Mr. Crowe, of Black Laborateries, reported on the six bids which had been submitted the city fer the di~~ing of a deep well: Motion by Winston, seconded by Ferguson, that Central Florida Well Drilling Company be awarded the contract for the digging of a deep well at a price of $2,153.60 as set forth in their bid. Motion carried. Motion by Winston, seconded by Fergusen that the well be . located on lot Block City of Clermont. Carried. Motion by Winston, seconded by Meeker that a surveyor be engaged to locate the corners of lot desiginated in previous mation. Carried. Chairman Cork appointed Mr. E. G. Winston, Mr., William Boyd and Mr. George Nagel as a committee to place valuations on all city owned lots. Chairman Cork called a special meeti~ of the city council for TueSday, January 22nC!-., 1952 at S P. M. for the pUrpose of examaning the petitions for councilmen in the special election to be held Fobruary 4th. Metion by Meeker, seconded by Winston, that Section Chapter of the General Ordinances of the city of Clermont be amended to read "the city solicitor shall be an attorney licensed by the city of C1ermont~, and that Mr. T. C. Cork be engaged to draw up the amendment. MODion carried. Clerk Johnson gave a repart on the collection of Taxes, the collection of occupational licenses and the progress of the city hall heating plant. mterk Johnson informed the council that Mr. Dbwling, of Hunnioutt and associates, had called hfm and asked that he submit the' following proposition to the council: That Hunnicut realized that the charges made to the city of Clermont for their services for the past year seemed excessive, and that Hunnicut desired to cooperate with the city in every way pOSSible, and would, therefore be willing to do the work for the city without profit for the coming year if the city cared to reinstate the contract. Clark Johnson was instructed to inform Hunnicutt & Associates that they were not interested in reinstating the present contract under any circumstances. However, if Hunnicutt cared to have a representativo call' on them thay they would be pleased to discuss Some other form of contract which would be acceptable to the city.
