The adjourned meeting of the city council was held at the
city hall; Janua1"1 3, 1952.
The meeting was called to order by President E~ G~ ~inston
at 7:30 P. M. With ~ e following members prese~t: W. H. McQuistian;
Arthur George, B. K. Ferguson. T. C. Cork, Jr. came in later
in the meeting. ABsent none. Others being present were
Mayor ~agel, Fire hief ~eldon, Police chief Brooks and city
Foreman liu'11wood. Mayor ele~t H. R. Harper, Councilman eleot
Don Meeker and Treasurer elect Ross Cantwell were also present.
The minutes of the meetings held December 18, 1951 were read
and approved as read.
Marshall Brooks 'read his monthly report and same was accepted
and 0rdered filed.
Considerab~o discussion took place relative to the storage battery
in the police car, whioh apparently does not have sufficment
capac,ity to carry the heavy load of the radio.' No acticon taken.'
Clerk Johnson read a letter ,from Mrs. Harris, relative to an
accident to her which she claimed took place within the city limits,
and fOr which she was holding the city responsible. The clerk was
instructed to turn the letter over to Stokes and Fields; insurance
agents, for their attention.
Clerk Johnson read a letter from H. C. Brown; representing the
real estate firm of Bowman and Brown, requesting permission
from the city to brea1 the curb and build a dri ve\vay on the West
side of their property, and adjoining the now rea1estate building;
to the rear of their proporty. The request further asked that
the old driveway on the East side of their property be officially
closed and tho curb replaced.
Moti0n by Ferguson~, seconded by George; that Mr. Br0wns request
for permission to tuild a driveway be granted and that in the event
the city had ever officially desiginated the other driveway, as
a driveway, that same be now officially closed. Motion carried.
The clerk was instructed to refer the statement rendered by
Hunnicutt & Associates to city attorney Morse, as the council
were unamamous1y of the opinion that the account was unjust
and unreasonable, do to the fact that our contract with
Hunnicutt and associates had been canceled.

Motion by Ferguson, seconded by McQuistion that the bills be paid.
Mr. Winston, reporting for the building committee, made the
following recommendation: That inasmuch as the stove and
refrigerator installed in the city hall apartment, 'by Moores
heating and Plumbing Company, had been used for several weeks
and would therefore be second-hand merchandise if returned to
M00res Plumbing & Heating Company, and unfair to them, and in
view of this condition that the motion made by Mr. Cork on
December 4th., 1951, requesting a fair distribution of the
business of the city be rescinded and that Moores Heating and
Plumbing Company be paid for the merchandise.,
Motion by McQuistion, seconded by George tnat the recomendation
of the building committee relative to the account of Moores
Heating and Plumbing Compgny, and the rescinding of Mr. CQrks
motion be accepted. upon being put to a vote the motion carried,
but Mr. Cork asked that it be a matter of record that he was voting
no, and was definate1y opposed to the moti0n.
Motion by George, seconded by Ferguson that meeting adjourn.

Mayor Nagel gave the oath of office to Mr~ H. R. Harper
as Mayor; and turned th-e mea<ting over to h~.
Mayor Nagel gave the eathcGf effice to M~. Den Meeke~
as Councilman, Mr. Ross Cantwell as Treasurer and Mr.
George Nagel as Tax assessor. Mr. Meeker for a term of
two year~ and Mr. Cantwell and Mr. Nagel for terms of
one year.

Mayor Harper stated that the first order af busine/ss was
the election of a President and Vice-President of/the city
council and that nominations were in order.
Mr. Ferguson nominated Mr. Cork as preSident of the coUncil
and moved that the nominations be closed and that Mr. Cork
be unanamous1y elected. 'lb.e motion was seconded by Mr.
McQuistion and upon being put to a vote was unanamous1y carried.
Whereupon the clerk cast one ballot for the election of T. C~
Cork, Jr. ~srpithsitDn;bt~ttr;lt~e..city council.
Mr~ Cork took the chair and asked for nominations for
Vice-president of the city council.
Mr. McQ,uistion nominated Mr. B. K. Ferguson as vice-president
and moved that the nominations be closed and that Mr. Ferguson
be unanamously elected as vice-chairman. The motion was seconded
by Mr. Meeker and upon being put to a vote was unanamQusly
carried. Whereupon the clerk cast one ballot for tho elef:ton'
of B. K. Ferguson as vice-president of the city council.
The newly elected council immediately went into an exeoutive
session. . .' .'
Motion by Winston; seconded by Ferguson that Albert Johnson
be engaged as oity olerk and tax oolleotor at a salary of
$300.00 menthly.
Motion by Winston; seconded by McQuistion, that all members
of the police force be retained at their present salaries
until such time as Mayor Harper completes his orginization
of the police department and makes his recommendations. Carried.
Motion by Winston, seconded by Ferguson that Mr. F. S. Bliven
be engaged as municipal Judge at a salary of 25.00 monthly.
Motion carried.
Motion by Meeker, seconded by Winsten; that the matter of ~~eRg~
a oity attorney be postponed until the next meeting, in order
that the e1egibi1ity of certain app1ioants oould be investigated
Motion carried.

Motion by Winston; seconded by Ferguson, that W. H. Mc Quistion
be engaged as custodian of the community building at a salary
of 25.00 monthly. Motion carried.
Motion by McQuistion, seconded by Fergu~, that A. L. Sheldon
be engaged as fire ohief at a salary OfJr_.OO monthly. carried.

She1do~be engaged as building and health inspector and that
his compensation be ""5~ of the amount collected for building
permits. MG~ion carried.
Motion by Winston, seconded by Ferguson; that the tax
assessors salary be set at $500.00 for this fiscial year~
Motion carried.

Motion by MoQuistion, seconded by Ferguson, that Mr. Fullwood,
be engaged as foreman of the vity orews at a salary of
$55.00 weekly. Motion carried.

Motion by Winston; seoonded by MoQuistion that Mr. Joseph
Bernhard be engaged as radio operator and full-time ~ireman
at a salary o~ 175.00 per month, plus living quarters.
Metion by' Winston; secanded by McQuistion that a:l:l other city
employees be retained at their present wage rate. Carried.
Mation by Winston, seconded by MoQuistion that oity clerk
be instruoted to advertise ~n the looal paper ~or a water meter
reader, and that the oompensation for same be .05t per meter.

Mr. Fullwood reported that it would be neoessary to construct
additional space at the city barn. Moti0n by Winston; seconded
by Fergus~n that the mater be turned ever to the building
ot!>mmittee.
Motion by' Winsten, seoonded by' Ferguson, that the motion made
at a meeting held Deoember 18th., relative to the looating of a ~
~ire hydrant at Minnehaha and Bloxom streets be resoinded.
Motion carried.
Motion by Wi~ston, seoonded by Ferguson, that a fire hydrant
and street light be installed at the oorner of Minnehaha and
Sunset drive. Motion oarried.

as prepared in accardance with previous dIrectiens
0f the council was presented to the council, and
unanamously approved upon motIon duly made and seconded,
and the city attorney was directed to obtain the approval
0f same by the County Board of C0nnnissioners, and
place same on record in Lake County and to have
additional copies made for the use of the city.
